Absent; being: Commissioner Mascara. Vice -Chairman Petrosky called the meeting to order at approximately 10:00= a.m. and asked if there were any corrections, additions or omissions to Minute Noi. 100, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 100 be approved as written. Roll call vote taken: ` Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Correspondence: f t Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $47,941.00 - HSDF - Third quarter payment 2. Commonwealth of Pa. - $6,709.86 - Van Emman Bridge 3. Commonwealth of Pa. - $269,154.10 - Medical Assistance 4. Commonwealth of Pa. - $3,954.01 - DER - Pa. Conservation Corps Project No. ME84458 (Cross Creek Park) 5. Commonwealth of Pa. - $18,402.36 - Section 406, incurred start-up costs Chief Clerk announced that the Health Systems Agency of Southwestern Pennsylvania (HSA) will submit on March 1, 1986, an application for federal x assistance to the Department of Health and Human Services. A copy of the applic- i tion is available for public inspection in the County Human Services Department; } Chief Clerk made available to the news media a News Release in reference 's to the following project: e 1. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a request from the Washington County Health Center Administrator to increase the private pay per diem rates, effective February 1, 1986, as follows: FROM TO ICF SNF ICF SNF Double $58.00 $72.50 Double $64.00 $79.00 Single $63.00 $77.50 Single $69.00 $84.00 Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the private pay $per diem rates at the Washington County Health Center as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval ;an Amendment to Contract No. 5341-51410 with the Pennsylvania Department of Publiic :Welfare relative to the provision of subsidized day care services to needy children I for the period of October 1, 1985 through June 30, 1986. The amendment increases; the contract from $229,373 to a total maximum cost of $237,083. Chief Clerk also; presented to the Board for their consideration and approval an Amendment to Contract No. 1225-85 with the Washington -Greene Community Action Corporation ; ;relative to Community Action Corporation administering the above -mentioned program. This amendment also increases the contract from $229,373 to a total maximum cost 'Of $237,083. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Amendments to contracts with DPW and CAC as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. I Chief Clerk informed the Board that the following individuals have been recommended for appointment to the National Organization on Disability (NOD) Community Partnership Committee: 1. Myrna Clemens of Washington, Pa. 2. Shirley Jean Reynard of Washington, Pa. i 3. Robert Laick of Washington, Pa. 4. William R. Ponton of Canonsburg, Pa. Moved by Mr.Paluso, seconded by Mr. Petrosky, approving the foregoing appointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for Rebecca Madvay of Adult Probation Office to attend training programs sponsored by the Pennsylvania Board of Parole and Probation in Philadelphia, Pa., on January 20-22, 1986, and Harrisburg, Pa., on February 2-7, E 1986. 4. Request for Henry Fiumelli, Director of Human Services to i attend the American Public Welfare Association Northeast Regional Training Conference in Philadelphia, Pa., on ; April 1-4, 1986. P s Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident `thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel re-, quests. Chief Clerk presented to the Board for their consideration and approval a ,Memorandum of Agreement with the Prison Guards Wage and Policy Unit relative to Hthe establishment of wage rates and sick leave provisions for 1986. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Memorandum of Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a! :request to endorse the following applications sought by the Washington County i -Humane Society in accordance with the Dog Law of 1983: 1. Dog Shelter Construction Grant in the amount of $4,325.00, which represents 50% of the costs of repair maintenance for the roof of the shelter and the septic system. I n f I 2. Fees for this project will range from $25,000 to $30,000 plus out-of-pocket expenses. The Commissioners made some comments relative to this matter and noted that the review would commence on Monday, January 20, 1986. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the proposal fron KMG Main Hurdman as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously.
