Washington, Pa., January 23, 1986
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson;
,Earl Bugaile, Planning Commission; Judi Lomago, Executive Secretary; Lou Lignellii,

Director of Administration; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA;
Jon Stevens, Observer -Reporter; Scott Langenfeld, WKEG; Natalie Eddy, Herald-

Standard; various County employees; representatives of organizations and other
volunteers who assisted during the flood of November, 1985. F
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 101},
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 101 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
,Special Order of Business:
The Commissioners presented Certificates of Appreciation to various County
employees, representatives of organizations and other volunteers who assisted
',during the flood emergency in the Monongahela Valley in November, 1985.
`Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $29,764.96 - Day Care Program,
Month of November, 1985
2. McMahon, Kenneth and Associates, Inc. - $2,976.00 -
Cancellation credit due for cancellation of extended
€ discovery period for Public Officials Liability policy
New Business:
Chief Clerk presented to the Board for their consideration and approval
the following Resolution:

WHEREAS, the Department of Energy has nearly completed
the Project to clean up the uranium mill tailings at the
former Canonsburg Industrial Park; and
f
WHEREAS, said Project was one of the first authorized
under the Uranium Mill Tailings Radiation Control Act of
1978; and
WHEREAS, the Canonsburg Area Task Force on Radiation has,
in its continuing public service followed the project throughout
all phases and desires continued monitoring after the Project
work is complete.

THEREFORE, BE IT RESOLVED, that the Commissioners of
Washington County support the efforts of the Task Force
and the community and join in the request that the Depart-
ment of Energy continue to monitor the uranium mill tailings
site in Canonsburg for at least two years after the Project

is complete.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing

Chief Clerk presented to the Board for their consideration and approval
!a Resolution authorizing the sale of surplus personal property consisting of one

Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
;Resolution; said action being in accordance with P.S. 16, Section 1805, as amended.

Chief Clerk requested authorization to advertise for bids for the supplying

of interior light fixtures for the Clerk of Courts Office.

Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk
Ito advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Pennsylvania Department of Transportation, Bureau of Aviation,
!proposing State participation in the maximum amount of $91,333.00 in FAA Project
Number 3-42-0101-05 at the Washington County Airport.
Moved by
Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement wit
the Pennsylvania Department of Transportation as per above and that the County
of Washington has the funds and will make them available for its share of the
project costs; said motion also authorizes the Commissioners to execute the Agreej
ment.

Chief Clerk presented to the Board for their consideration and approval
a Grant -in -Aid Application and Grant Agreement to be submitted to the Juvenile
,Court Judges' Commission for Juvenile Probation Services in the amount of $35,594�

Chief Clerk presented to the Board for their consideration and approval a
Letter of Agreement with Daniel W. Whalen, Esquire, as Mental Health Review
'Officer for the period of January 1, 1986 through June 30, 1986, at the rate of
$1,333.33 per month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Letter of
.Agreement with Daniel W. Whalen, Esquire as per above.

Chief Clerk presented to the Board for their consideration and approval
Agreements with the following nine (9) fire companies for the purpose of providing
;fire protection of County lands and buildings within the respective jurisdictions;
of these fire companies. Each agreement is for the amount of $750.00 per fire
`company to cover the period of January 1, 1986 to December 31, 1986.

NOTE: This motion is deemed necessary because of the position taken by the County
Controller and is pending resolution of the Court case involving travel re-
