MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS Minute No. 104 Washington County Commissioners Washington, Pa., February 6, 1986 I The Board of Washington County Commissioners met in regular session with f ,the following members being present: Commissioners Mascara, Petrosky and Paluso.1 EAlso being present: Chief Clerk Dallatore; Assistant Solicitor Herman Bigi; 6 Cdroner Jackson; Administrative Assistant Davis; Judi Lomago, Executive Secretary; g j `Larry Spahr, Director of Election Office; Linda Hands, Clerk -Steno II; Jim Jeffer� son, WJPA; Jon Stevens, Observer -Reporter; Natalie Eddy, Herald -Standard; Scott ;Langenfeld, WKEG. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 102� -each member having received a copy. t t Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 102 be approved as read. s Roll call vote taken: 3 Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. s `Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $15,000.00 - Reimbursement for 15-passenger van for Section 406 Transportation Program New Business: Chief Clerk presented to the Board for their consideration and approval Supplemental Engineering Agreement No. 4 with Michael Baker, Jr., Inc., of =!Beaver, Pa., in the amount of $3,000 for the preparation of contract plans and ,specifications for bids for Phase III of the Runway and Taxiway Extension Project! fat the Washington County Airport. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Supplemental ff � 'Engineering Agreement No. 4 with Michael Baker, Jr., Inc., as per above. I Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement ;,with Home Medical Supply, Inc., as per above. B. Kenney of Washington January 1, 1990 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Appointment of Craig McC. Waldner (representing Peters Township Library WASHTNGTON COUNTY PLANNING COMMISSION: appointments/reappointments. Term: F Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Ordinance, pursuant to Pennsylvania Act 76 of 1977, providing for property tax exemption for certain deteriorated industrial, commercial or other business pro- perty henceforth known as Economic Investment properties; setting a maximum exemption amount and an exemption schedule; and providing a procedure for secur- ing an exemption. Chief Clerk noted that this Ordinance re-enacts the original k ordinance adopted in June of 1979 which expired in 1983. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Ordinance. c Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. t Motion carried unanimously. Request for John Pettit, District Attorney, to attend the ! Pennsylvania District Attorneys Association Annual Mid - Winter meeting in Pittsburgh, Pa., on February 5-6, 1986. 4. Request for Deborah Batley of the Washington County Health Center to attend a seminar sponsored by the Pennsylvania Health Care Association in Pittsburgh, Pa., on February 25, 1986. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing etravel requests and authorizing the payment of all necessary expenses incident ;thereto. ' Motion carried unanimously. ,NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel red quests. Announcements: Chief Clerk announced that the Board meeting scheduled for Thursday, ,February 13th, has been cancelled. Also, all County Offices will be closed on ,Monday, February 17th, in observance of Presidents' Day. { 10:10 a.m. - Meeting recessed. s 110:35 a.m. - Meeting re -convened for the purpose of opening bids. Price per thousand for ballot pages furnished Three specimen ballots, reduced on single sheet by pre- cinct (172x222 max. size) uniform in stock, color according to party for each candidate for each Election District in which the candidate is to be voted for are to be furnished. All specimen ballots for candidates for County -wide offices $ 298.65 MINUTE E30oK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS are to be arranged in alphabetical order for all Election Districts of the County, and rolled, each roll to be marked with Party name and delivered to the office of the County Board of Elections on or before May 13, 1986. All other specimen ballots for candidates in each election district are to be wrapped and marked with name of Party and Election District and delivered to the office of the County Board of Elections on or before May 13, 1986. Colors according to party. Approximately 36,000 ballots for each category combined $11,696.40 7 single sets for each party of specimen ballot pages reduced on single sheet by precinct (172x222 max. size) uniform in stock, color according to party. Sets to be printed in quantities and bound as follows: k Proofs 2 Bound z Party 2 Bound Elections 2 Bound Judges 1 Not Bound Price per 7 sets for each party furnished $ 370.00 For printing, binding and delivering any re -run of ballot pages of any election district because of an error on the part of any county employee. Minimum charge per district for re -run of 10 ballot pages or less $ 24.95 Charges per 10 re -run ballot pages for the same district in addition to minimum charge $ 16.00 A Bid Bond in the amount of 10% accompanied the bid.
