PALLISO, COMMISSIONERS Minute No. 105 Washington County Commissioners Washington, Pa., February 20, 1986 ` The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Petrosky and Paluso. Absent ' being: Commissioner Mascara who was out of town. Also being present: Chief k Clerk Dallatore; Solicitor Bassi; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Langen§- i feld, WKEG; and Natalie Eddy, Herald -Standard. , Vice -Chairman Petrosky called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 104, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 104 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $2,825.00 - For sale of properties to PennDOT, 1st Ward, City of Monongahela 2. Commonwealth of Pa. - $53,216.00 - Section 203 Transportation Prog. $11,710.26 - Section 406 Transportation Prog. $64,926.26 - TOTAL 3. Commonwealth of Pa. - $24,974.28 - Day Care Program, Month of 12/85 4. Commonwealth of Pa. - $43,440.00 - Section 203 Transportation Prod. Costs of this project will be paid from Liquid Fuel funds. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the foregoing rproposal. Chief Clerk presented to the Board for their consideration and approval !a Non -Federal Aid Project Agreement with the Pennsylvania Department of Trans- i portation relative to the replacement of the T-749, Morrow Bridge over Chartiers Creek (County Bridge #25) located in North Bethlehem/South Strabane Townships. � It was noted that the Commonwealth will reimburse the County up to a maximum of d „$129,600.00 for design, right-of-way acquisition, allowable utility relocation s =and construction costs for this project. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Non -Federal I . 3 Aid Project Agreement with the Pennsylvania Department of Transportation as per above; and authorizing the Vice -Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the Pennsylvania Department of Agriculture, Bureau of Dog jLaw Enforcement, for a Dog Shelter Construction Grant in the amount of $4,325.00 !for repair maintenance for the roof of the Washington County Humane Society ;Shelter and the septic system. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Grant Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval !the following travel requests: 1. Request for Elliot Singer of the Washington County Health Center to attend a seminar in Personnel Law sponsored by Health Care Consultants to be held in Monroeville, Pa., Y on April 17, 1986. Request for the following employees of Tax Assessment to attend a meeting of the Laurel Mountain Chapter of the Assessor's Association of Pennsylvania to be held at New Stanton, Pa., on February 21, 1986: `tTayne Fleming Joan Gildow Kenneth Barna Josephine Haines Robert Neil Paul Chicone Gary Riley Mike Curtis 3. Request for Craig Meny, Bruce Morgan and Diane Tkach of Adult Probation who attended training sessions sponsored by the Pa. Board of Probation and Parole in Pittsburgh, Pa. (North Park) on December 18-19, 1985. 4. Request for Craig Meny and Cynthia McQuaid of Adult Probation to attend a training session sponsored by the Pa. Board of Probation and Parole in Pittsburgh, Pa. (North Park) on February 20, 1986. 5. Request for Diane Tkach of Adult Probation to attend a training session sponsored by the Pa. Board of Probation and Parole in Pittsburgh, Pa. (North Park) on March 3-4, 1986. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing the payment of all necesary expenses incident thereto. Chief Clerk presented to the Board for their consideration and approval ,a Resolution authorizing the transfer of $265,337.88 of General Revenue Sharing :Funds to the following departments to reimburse them for payroll expenses for the, period of October 1, 1985 thru December 31, 1985 as follows: Children & Youth Services 10.49% or $ 27,833.94 l Aging Services 11.40% or $ 30,248.52 Health Center 78.11% or $207,255.42 r ° Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Motion carried unanimously. :Announcements: Chief Clerk announced that a Salary Board meeting will be held on Thursday, February 27th, immediately following the meeting of the Board of Commissioners.
