Washington County Commissioners
Washington, Pa., March 13, 1986
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Lou Lignelli, Direct
of Administration; Judi Lomago, Executive Secretary; Linda Hands, Clerk -Steno II;
Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Natalie Eddy, Herald -Standard; Byron
Smialek, Observer -Reporter; and Jack Caldwell, Mt. Pleasant Township Supervisor.

Chairman Mascara called the meeting to order at approximately 10:05 a.m.

Chief Clerk informed the Board of the receipt of the following checks:

2. PNB - $2,782.51 - Duplicate Cashier's Check issued for
check never received by County in September of 1978 for
interest earned on certificate of deposit - Char -House
Project
3. Commonwealth of Pa. - $3,717.50 - PEMA - second allocation

for Act 147 Radiation Emergency Response Fund
New Business:
Chief Clerk requested authorization to advertise for bids for furniture
1for the Clerk of Courts Office.

Chief Clerk presented to the Board for their consideration and approval a
contract with the Veterans Administration Medical Center of Pittsburgh, Pa.,
for the provision of nursing home services for Veterans Administration patients
at the Washington County Health Center at the per diem rates of $79.00 SNF and
$64.00 ICF for the period of March 3, 1986 through December 31, 1986.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
contract and authorizing the Chait.man of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval
a recommendation from the JTPA Director and Budget Director to accept a proposal
submitted by KMG Main Hurdman of Pittsburgh, Pa., in the amount of $9,750 for an .
audit of selected sub -recipients of the Washington -Greene Job Training Agency.
This recommendation was based on an evaluation/rating system in accordance with
selection procedures contained in OMB Circular A-102, Attachment O.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal sub-
mitted by KMG Main Hurdman as per above.

Chief Clerk presented to the Board for their consideration and approval a,
request from the Director of Administration to authorize a renewal of the County'-s
present insurance coverage through McMahon, Kenneth and Associates, Inc., for the
period of March 1, 1986 through March 1, 1987. The insurance coverage includes
property, general liability and automobile and excess (umbrella) coverage. Total
premiums for the coverage are as follows:
Property $ 78,820
General Liability & Automobile $185,209
Excess Policy (Umbrella) $ 93,000
s It was noted that due to the lack of stability in the excess market (re-
insurance), the County's insurance broker has been instructed to make inquiries
into the reinsurance market monthly in order to determine if any better rates
exist which would enable the County to terminate the existing excess policy
(umbrella) and acquire new excess (umbrella) coverage.
3 It was also noted that the County has attempted to acquire insurance on
the basis that the policies' terms would expire consistent with the County develop-

ing its annual budget. Travelers was prepared to commit a long term (21 month) i
policy which would expire at the end of October, 1987 for the property, general i
liability and automobile coverage. The reinsurance market would not write the
excess policy (unbrella) for any period longer than one year. Therefore, the

County was unable this year to have the term of insurance policies be consistent
;with the County's budget cycle, but the County will continue to look towards do -

Chief Clerk presented to the Board for their consideration and approval an
agreement with T. J. Mankey of Waynesburg, Pa., for the purpose of leasing space

rfor the provision of a JTPA Applicant Service Center at a monthly rental of $425.001
for the period of January 1, 1986, to June 30, 1986. It was noted that this agret�-
�ment replaces the former agreement with Leeland as the building was sold from

to attend a training session at the Mon Valley Health
Center, Monessen, Pa., on March 26, 1986:

5-year term (January, 1986 to December 31, 1990)
Appointment of Richard Bucchianeri of Monongahela to replace
Raymond Cappelli whose term expired December 31, 1985 -- 5-year
term (January 1, 1986 to December 31, 1990)

ap ointment/reappointment to the Washington County Authority.
