PALUSO, COMMISSIONERS Minute No. 109 `s a Washington County Commissioners Washington, Pa., March 20, 1986 I R The Board of Washington County Commissioners met in regular session with Ithe following members being present: Commissioners Mascara and Petrosky. Absent 'being: Commissioner Paluso, who was ill. Also being present: Chief Clerk "s �Dallatore; Solicitor Bassi; Coroner Jackson; Ed DuJordan, Executive Assistant; (Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Linda {Hands, Clerk -Steno II; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Jon Stevens, :Observer -Reporter; Natalie Eddy, Herald -Standard; and Bill Orndoff, Supervisor of South Strabane Township. Chairman Mascara called the meeting to order at approximately 10:05 a.m. ;and asked if there were any corrections, additions or omissions to Minute No. 108 !each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. 108 be ;approved as written. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ;Old Business: Solicitor Bassi stated that the Director of Planning and Development has `recommended that the County award the bid for construction of Phase III of the runway and taxiway extension at the Washington County Airport to Beaver Excavatin Company of Canton, Ohio. Beaver Excavating Company was the lowest bidder with ka price of $1,764,389.21. Solicitor Bassi stated that the bid award should be ;contingent upon the following: 1. That Washington County receives and accepts a grant award from the FAA for at least 90% of the project cost, and Washington County's grant acceptance is approved by the FAA. S Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid for con- jstruction of Phase III of the runway and taxiway extension at the Washington ,County Airport as per above; this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. 2. Commonwealth of Pa. of January, 1986 a i 4 B - $331,191.60 - Medical Assistance - $32,565.38 - Day Care Program, Month 1-28 BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS 'New Business: Chief Clerk presented to the Board for their consideration and approval an application from Donora Borough for an allocation of County Liquid Fuel Tax t Funds in the amount of $15,000.00 for the reconstruction of a portion (approximately 300 ft. long) of Fourteenth Street. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the application < as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Y i Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Sublease Agreement with the Washington County Redevelopment Authority for office space in Courthouse Square. The term of this lease is from January 1, 1986 thru December 31, 1986. The monthly rental rate for the months of January and February, 1986 is calculated at the 1985 figures. Beginning March 1, 1986, the monthly rental rate is calculated at $10.25 per square foot. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing Sublease Agreement with the Washington County Redevelopment Authority. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Henry Fiumelli entered the meeting) Chief Clerk informed the Board that the following individuals have been recommended for appointment to the Veterans Advisory Council. The appointments are effective immediately and will expire December 31, 1986: Forty and Eight: Leroy Dillie (replacing Paul Hickman) Washington, Pa. t Veterans of Vietnam War, Inc., and y the National League of Families of POW/MIA Edward Hudock (replacing John Somales, deceased) Bentleyville, Pa. , Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing appointments to the Veterans Advisory Council. t Roll call vote taken: t Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4 Chief Clerk presented to the Board for their consideration and approval a° x I Purchase of Service Agreement with Carson Valley School located in Flourtown, i Pa., relative to the Children & Youth/Juvenile Probation Programs. = Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing Purchase of Service Agreement with Carson Valley School. i Roll call vote taken: ; 4 9 Mr. Petrosky - Yes; Mr. Mascara - Yes. 8 Motion carried unanimously. (This ;agreement replaces Agreement No. 1074-85 dated May 30, 1985.) s i Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the new agree- ment with Dr. Dennis Davis as per above. (Assistant Solicitor Emery entered the meeting) Chief Clerk presented to the Board for their consideration and approval an k R Agreement with Health Care Concepts, Inc., of Greensburg, Pa., (formerly Ronette FCorporation) for the provision of professional services relative to the Medicare iMedical Supply Program and Physician Medical Care at the Washington County Health Center, effective April 1, 1986. (This agreement replaces the agreement with �Ronette Corporation dated October 14, 1982, Minute No. 134, p. 229.) Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement with Health Care Concepts, Inc., as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Request for Christine Brady of the Court Administrator's Office to attend the Annual Conference of the Pennsyl- vania Association of Administrators of Special Courts on April 13-16, 1986, in Harrisburg, Pa. 4. Request for David Suski of JTPA to attend an Older Worker Task Force meeting�in Harrisburg, Pa., on March 27, 1986 (rescheduled from March 6, 1986) 5. LIGHT 36 North Main Street FIXTURES Washington, PA 15301 (Clerk of Courts) Total amount of bid: $4,737.00 A Certified Check in the amount of 10% accompanied the bid. GROCERIES AND STAPLES FOR THE WASHINGTON COUNTY JAIL GROCERIES AND STAPLES FOR THE WASHINGTON COUNTY HEALTH CENTER 2. Gee Electric Company 746 Locust Avenue Washington, PA 15301 Total amount of bid: $4,645.00 A Bid Bond in the amount of 10% accompanied the bid. 1. H. F. Behrhorst & Son 3115 Washington Pike Bridgeville, PA 15017 Total amount of bid: No total was submitted. Items were submitted on a per unit cost. A Bid Bond in the amount of 10% accompanied the bid. NOTE: Bids were also received from Milani Food and Superior Coffee, but were rejected due to the fact that they were not accompanied by the re- quired 10% bid bond or certified check. 1. H. F. A bid was also received from Continental -Pittsburgh, Inc., but it was also rejected due to the fact that it was r accompanied by a cashier's check and not the required bid bond or certified check. I Moved by Mr. Petrosky, seconded by Mr. Mascara, that the bids for the Interior Light Fixtures for the Clerk of Courts Office and Groceries and Staples! P for the Washington County Health Center and Jail be tabled for further review. MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS ;BIDS FOR Moved by Mr. Petrosky, seconded by Mr. Mascara, that the JOINT MUNICIPAL PURCHASING !PROGRAM s bids received for the Joint Municipal Purchasing Program be reviewed and tabulated by the Planning Commission; and the Planning Commission will certify to the municipalities in the program the apparent low bidders in each of the categories. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
