PALUSO, COMMISSIONERS .. .. +q - - ' DOROM Pa �.�Minute No. 110 Washington County Commissioners Washington, Pa., March 27, 1986 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso.; Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administrative i Assistant Davis; Linda Hands, Clerk -Steno II; Natalie Eddy, Herald -Standard; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; and Jon Stevens, Observer -Reporter. R Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No.109, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 109 be approved as written. ; Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Bids Solicitor Bassi recommended that the bid for furnishing and delivering of Interior Light Fixtures for the Clerk of Courts Office be awarded to the lowest bidder, Gee Electric Company, for the amount of $4,645.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the foregoing bid; to Gee Electric Company of Washington, Pa.; this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ' Solicitor Bassi recommended that the bids for Groceries and Staples for both the Washington County Health Center and Jail be awarded to H. F. Behrhorst' and Sons for the per unit costs as listed in their bid proposals and in accordance i with the specifications (see contract for the actual purchased items ). Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the gro- ceries and staples for the Washington County Health Center and Jail be awarded to H. F. Behrhorst and Sons as per above; these being the lowest responsible bid$ received in accordance with the specifications. NOTE: As per the bid specifications, the quantities of the bid items are esti- mates; therefore the total quantities could increase or decrease, depending on quantities used. FENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $4,002.78 - Van Emman Bridge New Business: Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Circle C. Group Homes, Inc., of West View, Pa., relative to the Children & Youth/Juvenile Probation Programs for the period of April 1, 1986 to June 30, 1986. The services to be purchased include Speciali Group Home Care at $88.12/per day and Foster Care at $32.47/per day. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Purchase of Service Agreement with Circle C. Group Homes, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to renew the agreement with Computer Election Systems (CES) for the purpose of continuing maintenance on the Alpha Ballot Tabulator. The term of thi agreement would be from June 1, 1986 to June 1, 1987 at a cost of $4,170.00 (no increase over present agreement). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the renewal of th agreement with CES as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the JTPA Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with ACRT, Inc. The purpose of this agr ment is to provide tree trimming/landscaper training for eight (8) participants. The contract term is from April 15 thru June 30, 1986. The program will be fun zed under JTPA Title IIA. The contract amount will not exceed $30,000 for the contract term. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement with ACRT, Inc., as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from South Franklin Township to repair .3 mile of road located at the Washington County Airport. Request for Pat Jessop and Helen Warcholak of the Washington County Health Center to attend a DCA Seminar on Supervision and Discipline in Monroeville, Pa., on April 30, 1986. 3. Request for J. Bracken Burns, Director of Emergency Services, to attend a Paramedic Training Conference sponsored by the Pa. Department of Health in Greensburg, Pa., on April 30 - May 2, 1986. 4. Request for Bruce Morgan and Rebecca Madvay of Adult Probation to attend a training session sponsored by the Pa. Board of Probation and Parole at State College, Pa., on April 8-9, 1986. Solicitor Bassi reported to the Board that this morning he filed a Motion Ifor Preliminary Injunction on a Complaint in Equity filed by the Commissioners against Controller Beharry relative to her working Edna Dorisio (1) overtime hours job jwithout proper prior authorization; and (2) out of her/Classification. Mr. Bassi noted that after consultation among the Court Administrator, Judge Gladden and the AOPC, the case has been tentatively assigned to out -of -County Judge Acker; and that a hearing has been scheduled for Tuesday, April 1, 1986, at 1:30 p.m. Some discussion followed. The Commissioners also discussed the matter of Attorney Peter Suwak sub- mitting billings to Judge Rodgers in the total amount of $1,695.00 for his re- presentation of Controller Beharry in the case of AT&T Information Systems, Inc., vs. the County of Washington. — Moved by Mr. Paluso, seconded by Mr. Petrosky, to appoint the firm of Karlowitz, Hoffman & Brodbeck of Pittsburgh, Pennsylvania, to replace the firm of Berkman, Ruslander, Pohl, Lieber & Engel as special counsel regarding financial and litigation matters in reference to the Washington County Health Center and general bond counsel on -.municipal finance matters.
