PALUSO, COMMISSIONERS •Minute No. 111 P � Washington County Commissioners Washington, Pa., April 3, 1986 The Board of Washington County Commissioners met in regular session with the i ;following members being present: Commissioners Mascara, Petrosky and Paluso. ;Also being present: Chief Clerk Dallatore; Solicitor Bassi; Lou Lignelli, Direct of Administration; Barbara Davis; Administrative Assistant; Judi Lomago, Executivl ,Secretary; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jeffe sson, WJPA; Scott Langenfeld, WKEG; Natalie Eddy, Herald -Standard; various Elected Officials, Program Directors and Department Heads; School Principal, Basketball ;Coach and members of the I.C. Girls Basketball Team; School Principal, Basketball: k 9 ,Coach, members of Washington High School Boys Basketball Team and other repre- sentatives for WHS; School Principal, Wrestling Coach and wrestler Ron Rothka of Canon -McMillan High School; School Principal representative, Wrestling Coach and S wrestler Bob Truby of Trinity High School. Chairman Mascara called the meeting to order and asked if there were any ;corrections, additions or omissions to Minute No. 110, each member having receive a copy. Special Order of Business: Recognition of Local Athletes s Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting a Proclamation re- cognizing the Principal and basketball coaches and members of the I.C. Girls Basketball Team for winning the 1986 WPIAL Class A Championship. s Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. � Motion carried unanimously. x Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting a Proclamation re- E 4 cognizing the School Principals, Wrestling Coach and wrestler Ron Rothka of Canot McMillan High School for his winning the 1986 PIRA title in the 105-pound category. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting a Proclamation z recognizing the School Principal, Basketball Coaches and members of the Washington High School Boys Basketball Team for winning the 1986 PIAA Class AA Championship.; a Roll call vote taken: Mr. Paluso -Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. ! Motion carried unanimously. The Commissioners also presented certificates to all of the athletes for a their achievements. Old Business: Bids Solicitor Bassi recommended that the bids for furniture for the Clerk of E Courts Office continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids for furnitures for the Clerk of Courts Office continue to be tabled for review as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $3,396.87 - EMA reimbursement - Period of 10-1-85 to 12-31-85 rt 2. Commonwealth of Pa. - $51,525.00 - Child Welfare Title XX Block Grant - 4th quarter payment 3. Commonwealth of Pa. - $124,212.00 - Transportation Block € t Grant - 4th quarter payment ° Chief Clerk made available to the news media a News Release in reference I to the Donora Downtown Street Revitalization Program. New Business: Chief Clerk presented to the Board for their consideration and approval 6 a Grant Agreement with the FAA in the amount of $1,080,000 relative to the Washington County Airport Runway and Taxiway Extension Project, Phase III. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Grant Agreement and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky -Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for thier consideration and approval an application from South Franklin Township for an allocation of County Liquid Fuel Tax Funds in the amount of $11,872.00 for improvement of Old Plank Road. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Alternatives Corporation of Pottstown, Pa., relative to the Juvenile Probation/Children & Youth programs for the period of �March 20, 1986 through June 30, 1986. It was noted that on March 20, 1986, an ;emergency situation occurred at Norristown State Hospital that required the re- ;Moval of a juvenile (Sherman Cox) from that facility, and Judge Terputac issued ,an Order that the juvenile be placed on an emergency basis at Alternatives ;Corporation. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Purchase of ;Service Agreement as per above. Roll call vote taken: a Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara- Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval !the following travel requests: a 1. Request for J. Bracken Burns and Jeff Yates of Emergency x Services to attend a meeting at the Emergency Medical Services Institute in Pittsburgh, Pa., on April 24, 1986. 2. Request for Mary J. Drewitz, Court Administrator, to attend a conference on Jury Utilization in Harrisburg, Pa., on April 9, 1986. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requestsand authorizing the payment of all necessary expenses incident B ,thereto.
