Washington County Commissioners Washington, Pa., April 10, 1986 The Board of Washington County Commissioners met in regular session with ;the following members being present: Commissioners Mascara and Petrosky. Absent being: Commissioner Paluso, who was out of town. Also being present: Chief ;Clerk Dallatore; Assistant Solicitor Bigi; Lou Lignelli, Director of Administra- tion; Ed DuJordan, Executive Assistant; Henry Fiumelli, Director of Human Service ;Marge Pennline, Director of Personnel; J. Bracken Burns, Director of Emergency Services; Kevin Humble, Budget Director; Rich Galway, Redevelopment Authority; 4`Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Linda .Hands, Clerk -Steno II; Barbara Miller, Observer -Reporter; Natalie Eddy, Herald - 'Standard; Scott Langefeld, WKEG; Philip Garrow, Brownsville Telegraph; and Dean 'Nichols and Charlotte Scholl of the Greater Washington Board of Realtors. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. ill, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. ill be approved as written. , Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. f Motion carried unanimously. 5 Special Order of Business: I k Chairman Mascara read a Proclamation declaring the week of April 13-19, x 1986, as American Home Week in Washington County. F fMoved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing `Proclamation. Roll call vote taken: z � Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Charlotte Scholl and Dean f Nichols of the Greater Washington Board of Realtors. t Commissioner Petrosky read a Proclamation declaring the month of April as9 Fair Housing Month in Washington County. Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing 'Proclamation. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Rich Galway of the Redevelopment Authority. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS Old Business: Bids f Assistant Solicitor Bigi advised the Board that it has been recommended fi P, that the bid for furniture for the Clerk of Courts Office be awarded to Contract; d Business Interiors of Wheeling, West Virginia, for the total amount of $8,375.00.i It was noted that a letter was received from Contract Business Interiors clarify-' ing the prices and symbols contained in their bid proposal. Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid for ifurniture for the Clerk of Courts Office as per above; this being the lowest s responsible bid received in accordance with specifications. Commonwealth of Pa. - $4,962.74 - Title II USDA Commodities Program - period of 10/1/85 to 12/31/85 4. Commonwealth of Pa. - $5,771.80 - Day Care Program, Supplemental Payment for October, November and December of 1985 and January, 1986 5. Demolition and Site Clearance Project - City of Washington t Chief Clerk informed the Board of a notice from the Administrative Office of the Pennsylvania Courts that the next course of instruction for prospective District Justices will be conducted June 2 - June 27, 1986, in Chambersburg, Pa.$ New Business: Chief Clerk presented to the Board for their consideration and approval s applications from Cross Creek Township and Mount Pleasant Township for allocations k of County Liquid Fuel Tax Funds in the amount of $2,000.00 each for general main tenance of roads. Chief Clerk presented to the Board for their consideration and approval an !Agreement Addendum with Susan O'Ferrell for the provision of professional service i ?as Dietary Director and Dietitian at the Washington County Health Center. The r addendum increases Ms. O'Ferrell's hours from 20 to 302 hours per week, but the s hourly rate remains the same at $13.50. The addendum is effective April 15, 1986 w Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement Addendum with Susan O'Ferrell as per above. Chief Clerk presented to the Board for their consideration and approval ;an Agreement Addendum with Laura Neuman for the provision of professional beauti-{ :cian services at the Washington County Health Center. The addendum is effective E April 1, 1986, for an indefinite period at no cost to the County. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement .Addendum with Laura Neuman as per above. Chief Clerk presented to the Board for their consideration and approval a z +proposal from Dugan and Milinovich of Washington, Pa., in the amount $2,100.00 4 ;for an audit of the Washington -Greene Drug & Alcohol Program for the fiscal year F ° ending June 30, 1986. Moved by Mr. Petrosky, seconded by Mr. Mascara, accepting the proposal of Dugan and Milinovich as per above. Chief Clerk presented to the Board for their consideration and approval �a Grant Agreement in the amount of $13,646.93 with the Pennsylvania Department of Agriculture, Bureau of Dog Law Enforcement, for approved salaries for Dog Control Officers employed by various municipalities in the County. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Grant Agree ment as per above. Roll call vote taken: � Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Request for Penny Spiewak, Assistant District Attorney, to� 1 attend a Criminal Law Symposium in Hershey, Pa., on May 2-3, 1986. 2. Request for J. Bracken Burns and David Smith of Emergency Services to attend a Time Management Course sponsored by PEMA in Greensburg, Pa., on May 8, 1986. E 3. Request for Andy Pagac, Veterans Director, to attend the Annual Convention of the P.S.A.C.D.V.A, in Pittsburgh, Pa., on June 16-20, 1986. 4. Request for Terry Crawford of the Washington County Health Center to attend an AIDS Seminar in Morgantown, WVA, on April 18, 1986. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Samuel J. Reich, Esquire, as special prosecutor for the District Attorney's Office, effective April 10, 1986, at the rate of compensation of $75.00 per hour for all services performed other than courtroom appearances and $100.00 , ;per hour for all services performed in the courtroom. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement ;with Sanuel J. Reich, Esquire, as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Bracken Burns, Director of the Emergency Services, announced that the voluntary ban on open burning which was imposed on March 31st due to a rash of " field fires which were contributed by the hot dry weather and gusty winds will I be lifted on Friday, April llth, at 9:00 a.m. He thanked the public for its cooperation in this situation. r� 1 0
