The Board of Washington County Commissioners met in regular session w_LL.11
the following members being present: Commissioners Petrosky and Paluso. Absent
being: Commissioner Mascara, who was out of town. Also being present: Chief
Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Barbara Davis, Administrative

Vice -Chairman Petrosky called the meeting to order and asked if there weres
any corrections, additions or omissions to Minute No. 112, each member having
received a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 112 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Special Order of Business:
Vice -Chairman Petrosky read a Proclamation declaring the month of April

as "Keep Pennsylvania Beautiful Month" in Washington County. Commissioner Palusc!
made some comments relative to this campaign.

The Commissioners presented the Proclamation to John Secrist and John

Chief Clerk informed the Board of the receipt of the following check:

Chief Clerk announced that a copy of the Drug and Alcohol Services Method -

ology for the Pennsylvania State Health Plan is available for public inspection
in the Drug and Alcohol Office located on the fifth floor of the Courthouse
Square Building and that a public hearing will be held in Harrisburg on May 2,

Chief Clerk presented to the Board for their consideration and approval all
Agreement with the Inter -Governmental Communications Organization (IGCO) for the
purpose of IGCO providing emergency telephone answering service during non-busingss
hours to various County departments. The agreement is effective June 1, 1986, a
the rate of $300.00 per month.

WHEREAS, the United States Department of Agriculture, i
' k
Soil Conservation Service, on April 8, 1986, authorized the
release of funds from the bank account known as the Cross
Creek Park Fund (Account No. 22-00-6190) that was established
in 1977 under a Bank Deposit Agreement; and
WHEREAS, said agreement was entered into between Washington
County and the Soil Conservation Service for the purpose of
making payments for the construction of Cross Creek Dam (Pro-
ject No. PA-661) which has been completed; and
WHEREAS, all monies deposited in said bank account emanated
from the 1974 Bond Issue Fund, which, in prior years, appeared
as a separate fund in the County's annual financial report.
NOW, THEREFORE, BE IT RESOLVED, that effective April 17,
1986, a fund be re-established to be known as the 1974 Bond
Issue Fund. This fund will be one of the "Other Governmental"
group of funds and will have a separate bank account in the
name of said fund.

750 East Main Street (Vogini property) in Monongahela, Pa.

per above and authorizing the Vice -Chairman to so execute.

Solicitor Bassi presented to the Board for their consideration and approva
an invoice in the amount of $150.00 from Huntingdon County for costs incurred
°for a Mental Health proceeding concerning Gerald Adams, a resident of Washington
!County. Mr. Bassi advised the Board that Washington County is responsible for
;these costs under Mental Health Act 143.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the payment to

Huntingdon County as per above.
