MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS Minute No.113���.___�,_.�M�� u E Washington County Commissioner: Washington, Pa., April 17, 198E The Board of Washington County Commissioners met in regular session w_LL.11 the following members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner Mascara, who was out of town. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Barbara Davis, Administrative Assistant; J. Bracken Burns, Director of Emergency Services; Dan Huffman, Assista t to the Human Services Director; Judi Lomago, Executive Secretary; Linda Hands, I 4Clerk-Steno II; Natalie Eddy, Herald -Standard; Jon Stevens, Observer -Reporter; I Scott Langenfeld, WKEG; Jim Jefferson, WJPA; Philip Garrow, Brownsville Telegraph r John Secrist and John Claypool, representatives of PennDOT. Vice -Chairman Petrosky called the meeting to order and asked if there weres any corrections, additions or omissions to Minute No. 112, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 112 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Special Order of Business: Vice -Chairman Petrosky read a Proclamation declaring the month of April = k f as "Keep Pennsylvania Beautiful Month" in Washington County. Commissioner Palusc! made some comments relative to this campaign. z Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing ¢ Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to John Secrist and John Claypool, representatives of PennDOT. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $300,595.00 - Medical Assistance Chief Clerk announced that a copy of the Drug and Alcohol Services Method - I ology for the Pennsylvania State Health Plan is available for public inspection in the Drug and Alcohol Office located on the fifth floor of the Courthouse Square Building and that a public hearing will be held in Harrisburg on May 2, b a 1986. i t C t MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Chief Clerk presented to the Board for their consideration and approval all Agreement with the Inter -Governmental Communications Organization (IGCO) for the purpose of IGCO providing emergency telephone answering service during non-busingss hours to various County departments. The agreement is effective June 1, 1986, a the rate of $300.00 per month. s I Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreement with the Inter -Governmental Communications Organization. Relative to the Section 203 Transportation Program, Chief Clerk presented Amendments to the Agreements with the following taxicab providers for the purpos of changing the termination date of the agreements from December 31, 1985 to June 30, 1986: ? Chief Clerk presented to the Board for their consideration and a Agreement with the Pennsylvania Department of Public Welfare for the provision of subsidized day care services for the period commencing July 1, 1986, and k ;ending June 30, 1987, at a maximum cost of $343,779.44. i Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as 's 'per above. Request for ten employees of Children & Youth to attend a Child Sexual Abuse Conference at Meadowlands, Pa., on April 18, 1986. 3. Request for Wayne Fleming, James Sutherland, Tom Cox and Josephine Haines of Tax Assessement Office to attend the Annual Conference of the Assessors' Association of Pennsylvania atGettysburg, Pa., on May 7-9, 1986. 4. Request for Scott Bradley and Thaddeus Dutkowski, Law Clerks, to attend the Third Annual Criminal Law Symposium in Hershey, Pa., on May 2-3, 1986. t E 5. Request for Linda Bell of JTPA to attend D-Base Computer Training in Harrisburg, Pa., on April 17, 1986. 6. Chief Clerk presented to the Board for their consideration and approval t following Reacal;utic7n: MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS WHEREAS, the United States Department of Agriculture, i ' k Soil Conservation Service, on April 8, 1986, authorized the release of funds from the bank account known as the Cross Creek Park Fund (Account No. 22-00-6190) that was established in 1977 under a Bank Deposit Agreement; and WHEREAS, said agreement was entered into between Washington County and the Soil Conservation Service for the purpose of making payments for the construction of Cross Creek Dam (Pro- ject No. PA-661) which has been completed; and WHEREAS, all monies deposited in said bank account emanated from the 1974 Bond Issue Fund, which, in prior years, appeared as a separate fund in the County's annual financial report. NOW, THEREFORE, BE IT RESOLVED, that effective April 17, 1986, a fund be re-established to be known as the 1974 Bond Issue Fund. This fund will be one of the "Other Governmental" group of funds and will have a separate bank account in the name of said fund. Announcements: Mr:-._'etrosk�y announced that the Commissioners' Meeting for April 24th has been cancelled -due to the Commissioners being out of town. Solicitor: Solicitor Bassi presented to the Board for their consideration and approv< the following tax refund: 1985 1. James D. Shoemaker (Personal Property) 834 Bebout Road Venetia, PA 15367 PERSONAL PROPERTY TAX Total amount: $30.80 S. S. No. 178-30-1219 Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Tax Assessment Office to prepare the following tax refund due to either duplication or overpayment of real estate or personal property tax. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. I Solicitor Bassi recommended that the Board approve a Release relative to i the City of Monongahela being responsible, and not the County, for any damages which may result from the demolition and/or razing of a structure situate at 750 East Main Street (Vogini property) in Monongahela, Pa. Motion carried unanimously. MINUTE 1300K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR. EDWARD M. PALUSO, COMMISSIONERS Solicitor Bassi presented to the Board for their consideration and approva an invoice in the amount of $150.00 from Huntingdon County for costs incurred °for a Mental Health proceeding concerning Gerald Adams, a resident of Washington !County. Mr. Bassi advised the Board that Washington County is responsible for ;these costs under Mental Health Act 143. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the payment to i G Huntingdon County as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously.
