PALUSO, COMMISSIONERS Minute No. R Washington County Commissioners Washington, Pa., May 22, 1986 The Board of Washington County Commissioners met in regular session with j the following members being present: Commissioners Mascara, Petrosky and Paluso. I R Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; s Roland Bourke, Executive Director of the Redevelopment Authority; Rod Kornrumpf, Public Relations; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Linda Hands, Clerk- Steno II; Jon Stevens, Observer -Reporter; Jim � I Jefferson, WJPA; Scott,Langenfeld, WKEG; Natalie Eddy, Herald -Standard; Dr. Donal] Hartswick, Superintendent of Trinity Area Middle School; James Husk, Assistant Superintendent of Trinity Area Middle School; Angel Rodriquez, Principal of s r s Trinity Area Middle School; William Marsden, President, -Thomas Ouintier, Public Relations Director, and chapter members of Wheeling-Pittsburgh Steel National Management Association; Rhonda Haddad, President and local chapter members of MADD;; Henry Fiumelli, Director of Human Services; and Floyd Laubham, Planning Commission. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 116, each member having received a copy. f Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 116 be approved as written. i Roll call vote taken: i Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented to Rhonda Haddad, President of the Washingtons County Chapter of MADD, a proclamation designating the month of May as "MADD f � Month of May" which was adopted at last week's meeting. Commissioner Petrosky read a Proclamation congratulating the Trinity Area! 3 4 Middle School students for their efforts in raising $10,000 toward the Statue of j Liberty's restoration project, which, to date, is the largest amount of money raised by any one school in the entire country. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara- Yes. Motion carried unanimously. Motion carried unanimously. ! The Commissioners then presented the Proclamation to William Marsden, i President, Mon Valley Chapter of NMA. Roland Bourke presented to the Board for their consideration and approval a Resolution approving the F.Y. 1986 Community Development Block Grant Program and filing of the final statement of Community Development objectives and projected use of funds. Mr_. Bourke briefly explained the projects included in the 1986 t CDBG Program. Some discussion was held on the impact of the Gramm-Rudman legis- lation on Community Development funds. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Commonwealth of Pa. - $1,291.27 - Medical Assistance New Business: Chief Clerk presented to the Board for their consideration and approval a' Agreement with Neilan Engineers, Inc., of Somerset, Pa., for engineering service associated with the preparation of plans and specifications for replacement of I the Kings Creek Bridge No. 5 located in Hanover Township. Fees for these servic�s I � will be $6,440.00 which will be paid from Liquid Fuels funds. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the agreement with Neilan Engineers, Inc., as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. It was noted that there will be no cost to the County fo f ;these services. It was noted that this agreement replaces the agreement with Dr. Tom Greene who has terminated his services effective June 1, 1986. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement wit Dr. Thomas A. Dietrich of Washington, Pa., as per above. Chief Clerk presented to the Board for their consideration and approval a iPersonal Service Agreement with National Benevolent Association Christian Church iin reference to the operation of senior citizens activity center program. Chief k ;Clerk noted that the County will contribute the sum. of $4,550.65 to the church for personal service expenses and that the Personal Service Agreement will be from July 1, 1986 to June 30, 1987. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Personal Service Agreement with National Benevolent Association Christian Church as per above. Request for Dennis Walters, John Pankopf and Rebecca T Madvay of Adult Probation to attend a conference sponsored by the Washington -Greene Prevention Corporation on June 5, 1986, at Meadowlands, Pa. Bartram his wife t � j pursuant to Court Order of Judge Rodgers dated November 20, 1981, relative to the County transferring two tracts of land (ME-38 and ME-39) situate in Nottingham Township to the �Bartram's. Mr. Bassi noted that this transfer of property was in conjunction with s j the Mingo Creek Park Expansion Project and is in consideration of the sum of $35,106.00. Seneca, the Sheriff's solicitor, for representing the (Sheriff in the U.S. Bankruptcy Court relative to the Dunn Case No. 86-819 at the ;rate of $75.00 per hour. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving a Supplemental Agree- ment with Attorney Anthony J.
