Chairman Mascara called the meeting to order at approximately 10:00 a.m.
,and asked if there were any corrections, additions or omissions to Minute No. 119,E
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 119 be
approved as written.

Chairman Mascara read a Proclamation designating the week of June 16-22,
1986, as "The Washington Hospital Cancer Treatment Center Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.

Electric Service Agreement with West Penn Power Company for the senior citizens
center located in Claysville, Pa. It was noted that this agreement provides

for a reduced power rate as a result of a recent PUC ruling.

'Revenue Replacement Grant Application and Agreement with the Pennsylvania Depart-
Iment of Transportation relative to the Section 203 transportation program for
IFY86-87 at an estimated reimbursement of $613,000.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Revenue Re -
(placement Grant Application and Agreement as per above; also, adopting a Resolutic
lauthorizing the Chairman of the Board to execute said agreement and authorizing
Ithe Chief Clerk to attest the same.

Term: 1 year, effective July 13, 1986 thru July 12, 1987
Number of pickups per week: 3
Cost: $226.00 per week
Washington County Health Center
Term: 3 months, effective July 13, 1986 thru October 12, 1986
Number of pickups per week: 5
Cost: $450.00 per month
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Service Agree-
ments as per above, contingent upon review and opinion by the County Solicitor.

Resolution authorizing the sale of surplus personal property consisting of a

per above this being in accordance with Section 1805 of the County Code.

Cheif Clerk presented to the Board for their consideration and approval th
following travel requests:
1. Commissioner Petrosky to attend the Annual Convention
of the Prothonotaries' and Clerk of Courts' Association
in Philadelphia, Pa., on July 9-11, 1986.
2. Three staff members of JTPA to attend Management Information
Systems training in Harrisburg, Pa., on June 19, 1986.
3. Stan Rockovich of Adult Probation to attend an Executive
Board Meeting of the Chief Adult Probation Officers Assoc.
at State College, Pa., on June 24-25, 1986; and a Program
Development Meeting in Northampton._ County on June 25-27, 1986.

? Chief Clerk noted for the record the resignation of Dr. James Weis as one'
of the physicians at the Jail, effective June 30, 1986.
Chief Clerk presented to the Board for their consideration and approval ark
amendment to the Agreement with the Jail physician(s) for the purposes of per-
mitting the physician(s) to subcontract or otherwise make alternative physician

services available in the event, due to vacation, incapacity or otherwise, the

physician(s) shall not be available on a regular basis as stated in the contracts
it shall be the physician(s) sole responsibility to provide another physician or,
physicians to perform the services required. The purpose of this amendment is
that beginning July 1, 1986, the County will have only one physician at the !ail,;
and the remaining physician is planning to go on vacation on July 1, and at this
time does not have the ability in his agreement to subcontract to other physicians

to perform the services required.

Commissioner Petrosky made some comments relative to the County's liability

insurance in terms of errors and omissions which expires in July of this year.
He noted that the Commissioners are in pursuit of a new carrier due to the fact

that the present carrier has notified the County that it is dropping its coverag.
He stated that if the County is not successful in obtaining another carrier, som
services that the County provides may have to cease. ¢
Commissioner Mascara made a few remarks and suggested the possibility of
speaking to the Courts or the PSACC to see what can be done to give some immunity
b
to Commissioners who are forced to operate and govern counties without that in-
surance coverage.
Mr. Paluso suggested that the Solicitor's Office explore the legality of
the Board adopting whatever documents would be necessary in order that the Counts
would not be liable for any errors and omissions suits that may be undertaken
against any County officials or employees during lapses in insurance coverage.
