MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS 0 inute No. 121 Washington County Commissioners Washington, Pa., June 19, 1986 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky, and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Bigi; Judi Lomago, Executive Secretary; William Sember, Rod Kornrumpf and Floyd Laubham, Planning Commission; Dave Smith and Jeff Yates, Emergency Services; Ron Chromulak and Clarence Ashcraft, Air Force Association; Scott Lanqenfeld, WKEG; Barbara Miller, server -Reporter; Natalie Eddy, Herald -Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute No. 120 dated June 12, 1986, would be held in abeyance. Special Order of Business: Commissioner Paluso read a Proclamation recognizing the Air Force Association and proclaiming June 25, 1986, as "GENERAL OF THE AIR FORCE HENRY "HAP" ARNOLD DAX". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners then presented the Proclamation to Ron Chromulak, Presid( lof_ the Air Force Association. IOld Business: Bids Assistant Solicitor Bigi recommended to the Board that the bids for the Groceries and Staples for the Washington County Health Center and Jail for the period of July 1 thru September 30, 1986, be awarded to the following vendors for the per unit costs as listed in their, bid proposals and in accordance with the specifications (see contracts for the actual purchased items). Behrhorst & Sons Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the qro- ceries and staples for the Washington County Health Center and Jail be awarded as per above; these being the lowest responsible bids received in accordance with the specifications. NOTE: As per the bid specifications, the quantities of the bid items are esti- mates; therefore the total quantities could increase or decrease, dependin on quantities used. New Business: Relative to the Children & Youth Program, Chief Clerk presented to the [Board a request for Waiver of Regulation to be submitted to the Department of 1 `Public Welfare relative to the requirement for the County to contract for an audi- of the Cost Allocation Plan by a certified public accounting firm. It was noted that the County was requesting this waiver due to the fact that the County con - ,'tracts with a certified public accounting firm (KMG Main Hurdman) to prepare an s €annual update of the Cost Allocation Plan. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Purchase of ,Service Agreement as per above; and authorizing the Chairman of the Board to so execute. Motion carried unanimously. i Chief Clerk presented to the Board for their consideration and approval a Memorandum of Understanding with the National Weather Service (NWS), National Oceanic and Atmospheric Administration (NOAA), and a Resolution relative to develop- 'ing an enhanced Flash Flood/Flood Warning System for Washington County. It was knoted that the NWS will paV for the capital costs of all equipment, installation ; #and equipment replacement or upgrading. However, the County will have to assume t Ian annual recurring cost of approximately $1200 - $1800 for maintenance, local communications (if required), routine servicing and operating costs. Motion carried unanimously. Relative to the JTPA Program, Chief Clerk presented to the Boar4 for their 1consideration and approval the following items: a. An Agreement with the County of Greene for the purpose of leasing space located at 602 Old County Office Building, Waynesburg, Pa. The monthly rental shall not exceed $500.00 per month, effective July 1, 1986. The purpose is for an Applicant Service Center in Greene County. t b. Agreements with the following contractors to pro- vide Classroom Training, On -the -Job Training, and Adult Literacy Programs to JTPA participants in Program Year 1986 at a total cost not to exceed $1,840,000. The contract term is July 1, 1986 b thru June 30, 1987 and will be funded under Title IIA and the State Education Grant. The contract amount will not exceed the authorization amount: (NOTE: This agreement replaces the agree- ment with T. J. Request for eight (8) caseworkers of Children & Youth to attend a child abuse seminar in Westmoreland County on June 20, 1986. 2. Request for five (5) employees of Domestic Relations to attend a DPW Child Support workshop in Westmoreland County on July 7, 1986.
