Minute No. 125 4 r E Washington County Commissioners i Washington, Pa., July 24, 1986 The Board of Washington County Commissioners met in regular session with f the following members being present: Commissioners Mascara, Petrosky and Paluso.� s z Also being present: Chief Clerk Dallatore; Assistant Solicitor Bigi; Coroner x Jackson; Administrative Assistant Davis; Linda Young, Clerk -Steno II; Wayne Fleming, Chief Assessor; Floyd Laubham, Planning Commission; Jon Stevens, Observelr- Reporter; Scott Langenfeld, WKEG; Jim Jefferson, WJPA; Natalie Eddy, Herald- s Standard; Joe Nicolella, Alcoa Recycling Company; Ellen Foreman, Alcoa P.R. Chairman Mascara called the meeting to order and asked if there were any 3 corrections, additions or omissions to Minute No. 123, dated July 3, 1986 and Minute No. 124, dated July 10, 1986, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute Nos. 123 and 124 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. t Motion carried unanimously. Special Order of Business: Chairman Mascara read a Proclamation designating August as "Aluminum Cans for Burned Children Month". F Moved by Mr. Paluso, seconded by Mr. Paluso, adopting the foregoing P z 7 Proclamation. Roll call vote taken: 's Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners then presented the Proclamation to firefighters Jacques t Cochran and Mike Comfort. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Washington Senior Citizens Center Renovation Project New Business: Chief Clerk presented to the Board for their consideration and approva a proposal from KMG Main Hurdman, CPA's, of Pittsburgh, Pa., to examine the financial statements of the Washington County Children & Youth Social Service Agency for the fiscal reporting period July 1, 1985 to June 30, 1986. Fees for this audit will not exceed $15,950.00 plus out-of-pocket expenses. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal from KMG Main Hurdman as per above. items: Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the followin, 1. Winter Supplies for the Joint Municipal Purchasing Program 2. Printing of 1987 Tax Notices Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval agreement with Neilan Engineers, Inc., of Somerset, Pa., for professional engineer- ing services relative to the construction of a replacement structure for Chartier Creek Bridge No. 25 (Morrow Bridge), South Strabane Township. Engineering costs are based on a direct cost plus fixed fee type of agreement. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreement with Neilan Engineers, Inc. Chief Clerk presented to the Board for their consideration and approval a proposal from Staley Tree Service of Washington, Pa., in the amount of $400.00 for the purpose of trimming three (3) maple trees located at the western end of the Washington County Airport. Chief Clerk presented to the Board for their consideration and approval an; Agreement with Jerico Telecommunication Consulting, Inc., of Columbus, Ohio, to i ;examine the present and past telecommunications market and the county -owned AT & :T System 75 and provide required research and analysis. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Transamerica Occidental Life Insurance Company ;relative to the provision of group employee life insurance. The addendum extends the agreement from August 1, 1986 to September 1, 1986, at the same rate of 34 ,cents per thousand. r Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum to the Agreement with Transamerica Occidental Life Insurance Company as per above. Gifford for the purpose of providing a report, con- sultation and guidance relative to Washington County's consideration of implement ing a computerized court information system developed by Montgomery County. Thi: system would be implemented by GTE who would also have the right to market the system. Mr. Gifford's fee for this service would be $1,000.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing agreement with Jonathan L. Gifford. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving a proposal for Redevelc ment of Disposition Parcel No. 3C-4 in the Canonsburg Curry Field Urban Renewal Project, PA R-165 by Martin Fast Foods of Pennsylvania, Inc., a Pennsylvania Corporation, and the form of the Redevelopment Contract with said developer. Mr. Bourke briefly explained the details of this project. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Announcements: Chief Clerk announced that the Commissioners' meeting scheduled for July has been cancelled due to hearings scheduled before Judge Acker concerning the 1985 surcharges filed by Controller Beharry against the Commissioners.
