I Washington, Pa., August 21, 1986 I The Board of Washington County Commissioners met in regular session ink @the Public Meeting Room of the Courthouse Square Office Building, Washington, I i Pennsylvania, with the following members being present: Commissioners Mascara, I :Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Linda Young, Clerk -Steno II; Rod Kornrumpf and Floyd Laubham, Planning K Commission; Richard Brady and Betty Ross, Domestic Relations Office; Natalie Eddy,, r Herald -Standard; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Scott t Langenfeld, WKEG. P Chairman Mascara called the meeting to order at approximately 10:05 a.;m. and noted that approval of Minute No. 127 would be held in abeyance. Special Order of Business: The Commissioners presented a Certificate of Appreciation to Betty Ross, an employee of the County since January of 1965, who is retiring at the end .of August. ;Old Business: Bids k Solicitor Bassi recommended that the bid for the 1986 Model Raised t ` Roof, Wheelchair Lift Equipped Handicap Van for the WCHC be awarded to D&L Van Conversions, Inc., d/b/a/ Keystone Coach Works of Bethel Park, Pa., for the amount of $27,120.00. i Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as 6 per above; this being the only bid received in accordance with the specification . { Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Portable Trash Com- pactor for the WCHC be awarded to the second lowest bidder, B. A. Equipment, Inc, { of Pittsburgh, Pa., for the amount of $8,937.90. He noted that the lowest bidder, I Lincoln Equipment Company, Inc., ($8,495.00) did not comply with significant aspects of the specifications and therefore would not be compatible with the needs of the WCHC. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as 4 per above; this being the lowest responsible bid received in accordance with thej specifications. PALUSO, COMMISSIONERS Solicitor Bassi recommended that the bids for the Sidewalk Repair Project ,continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids continue to be ;tabled as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. iCorrespondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $127,320.00 - HSDF First quarter 86/87 2. Commonwealth of Pa. - $1,656.20 - payment of fixed charges in lieu of 1986 taxes on State gam_elands 3. Travelers - $20,000.00 - reimbursement for goat barn destroyed in fire at fairgrounds Chief Clerk made available to the news media a news release in reference to the following project: 1. Canonsburg Central Business District Improvement Project New Business: Chief Clerk presented to the Board for their consideration and approval a request from the Director of Administration to authorize an extended discovery period with Forum Insurance Company, through Chambers Insurance Agency, for the provisions of the public officials liability policy which terminated on July 26, 1986. The purpose is to provide an extension of the coverage granted by this policy for a claim(s) which may be first made against the insureds during the period of twelve (12) calendar months after the date of such cancellation or non - renewal. The cost of the extended discovery period is 75°0 of the annual premium which was $35,970.00, for a premium amount of $26,978.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing an extended discovery period and approving the payment of $26,978.00 as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. , Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to approve an agreement with Canada Life Assurance Company for group employee life insurance at the rate of 32 cents per thousand for a 16-month period, effective September 1, 1986. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving an agreement with Canada Life Assurance Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approvl a Deed of Easement, Agreement of Sale, Settlement Statement and Directive to Pay with Mary E. Churney in the total amount of $5,772.13 relative to the Van Emman Bridge Project. s Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoin' documents and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Carol Rumberger and Nicholas Davidson of Juvenile Probation to attend a JCJC training institute in Harrisburg, Pa., on September 10-12, 1986 } 2. Lou Lignelli, David Suski and Linda Bell to attend a DOL meeting and Pa. State Job Training Coordinating Council k meeting in Harrisburg, Pa., on August 26-27, 1986 f 3. Andy Brown of the WCHC to attend a Special Electric Motor and Energy Seminar in Pittsburgh, Pa., on September 30, 1986 Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoin travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. BIDS FOR JOINT MUNICIPAL PURCHASING PROGRAM Controller Beharry opened the bids received for the Joint Municipal Purchasing Program (winter supplies). Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids received for the Joint Municipal Purchasing Program (winter supplies) be reviewed and I tabulated by the Planning Commission; and the Planning Commission will certify f to the municipalities in the program the apparent low bidders in each of the categories. 1 1 MINUTE BOOK r BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY.
