Washington County Commissioners
Washington, Pa., September 11, 1986
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pa., with the following
members being present: Commissioners Mascara and Paluso. Absent being:
Commissioner Petrosky who has been ill. Also being present: 'Chief Clerk Dallato�e;
Solicitor Bassi; Barbara Davis, Administrative Assistant; Judi Lomaqo, Executive
Secretary; Rod Kornrumpf and Mike Turley, Planning Commission; Linda Young, Clerk -
Steno II; Barbara Miller, Observer -Reporter; Scott Langenfeld, WKEG; Bob Gregg,
WJPA; Julie La Caffinie, Brownsville Telegraph; Robin Huhn, Herald -Standard; and
Pete Celani.
Chairman Mascara called the meeting tb order at approximately 10:05 a.m.
and noted that approval of Minute No. 129 would be held in abeyance.
Special Order of Business:
Moved by Mr. Paluso, seconded by Mr. Mascara, appointing Peter Celani
of Washington, Pa., to the Washington County Hospital Authority, filling the un-
expired term of Gwendolyn Simmons which ends on December 31, 1986.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners then administered the Oath of Appointment to Peter Celanj.
NOTE FOR THE RECORD: Mr. Celani had previously submitted a letter of resignation
as a member of the Washington County Authority.
Old Business: Bids
Solicitor Bassi recommended that the bids for the 1987 Tax Notices continu
to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the 1987
Tax Notices be tabled as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for the Ballot Cards and Ballot
Pages for the November General Election be rejected and authorized to be re -
advertised.
Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the Ballot
Cards and Ballot Pages be rejected as per above; and authorizing the Chief Clerk
to re -advertise for bids.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.

Chief Clerk informed the Board of a notice from the Administrative Office;
of the Pennsylvania Courts that the next course of instruction for prospective
District Justices will be conducted November 10 - December 5, 1986, in Chambers-1
burg, Pa.
Chief Clerk presented to the Board for their consideration and approval a
Proclamation designating September 19, 1986, as "POW/MIA Recognition Day".
Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Pro-
clamation.

Chief Clerk presented to the Board for their consideration and approval
the following items relative to the Dog Law of 1983:

3. A new application to the Pennsylvania Department of
of Agriculture for funding on behalf of various
municipalities for 1986.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving all of the fore-
going items relative to the Dog Law of 1983.

application to the Pennsylvania Department of Transportation for an allocation of
County Liquid Fuel Tax Funds in the amount of $45,000.00 for the Kings Creek
McClurg Bridge #5 Project.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
application to the Pennsylvania Department of Transportation.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Lease Agreement with East Bethlehem Township for the purpose of
the County leasing to the township an additional 0.7 of one acre in order to pro-
vide adequate parking facilities for the baseball fields.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum to
the Lease Agreement with East Bethlehem Township as per above.

Chief Clerk presented to the Board for their consideration and approval an
Amendment to the agreement with the Washington -Greene Community Action Corporati
relative to the distribution of surplus commodities program. The Amendment ex-
tends the -ori-gina.'1 agreement through December 31, 1987.
NOTE: Mr. Paluso questioned whether or not this Addendum required the
signatures of the Greene County Commissioners. Chief Clerk stated that,
as proposed, it does not, but would verify this with the Human Services
Director.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Amendment to
the Agreement with the Washington -Greene Community Action Corporation subject to
the review of the Human Services Director.

Chief Clerk presented to the Board for their consideration and'approval
the following travel requests:
1. Stanley Rockovich of Adult Probation to attend a seminar
sponsored by the U. S. Department of Justice, National
Academy of Corrections, in Boulder, Colorado, on September 22-
26, 1986.
2. Four staff members of Children & Youth to attend a Child
Witnesses and Victims Statewide Conference in Pittsburgh,
Pa., on September 15, 1986.
3. Wayne Fleming, Evelyn Black and Pat Mo_ye to attend the
1986 Tax Claim Bureau Association Convention at Seven
Springs, Pa., on October 21-24, 1986.
4. Cathy Fonaqy and Myra Bernhart of JTPA to attend a
Conference on Employment and Training Programs for
Food Stamp Recipients in Washington, DC, on September 18-
19, 1986.
5. Cynthia Derrico of JTPA to attend a seminar on Resource
Assistance for Energy Problems in Washington, Pa., on
September 19, 1986.
