PALLISO, COMMISSIONERS Minute No. 131 Washington County Commissioners Washington, Pa., September 18, 1986 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara and Paluso. Absent bE Chief Clerk Comm. Petrosky. Also being'present: Dallatore;Solicitor Bassi; Roland Bourke, Executive aho was ill) Director of the Redevelopment Authority; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Rod Kornrumpf and Mike Turley, Planning Commission; Linda Young, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Julie LaCaffinie, Brownsville Telegraph; Robin Huhn, Herald -Standard; Lou Lignelli, Director of Administration and Ferdal Littleton, Deputy Sheriff, who later entered the meeting. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that Minute Nos. 129 and 130 would be held in abeyance. Special Order of Business: Chairman Mascara read a Proclamation designating the week of September 21- 27, 1986 as "EMERGENCY MEDICAL SERVICES/TRAUMA WEEK" in Washington County. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners then presented the Proclamation to Jeff Yates of the Emergency Medical Services Office. Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution authorizing the filing of an application for funds with the Department of Community Affairs, Commonwealth of '(Western Center park P.ro�ect) . Pennsylvania. Mr. Bourke explained the details of this project. Moved by Mr. Paluso, seconded by Mr. Mascara, adoptinq the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Solicitor Bassi stated that after a review of the bids for the printing a delivering of the 1987 Tax Notices by Wayne Fleminq, Chief Assessor, it is re- commended that the bid be awarded to the second lowest bidder, Moore Business Forms, Inc., for the total amount of $4,659.00 ($46.59 per thousand). He noted that this is $154.00 higher than the lowest bid submitted by NCR Corporation. Solicitor Bassi recommended that the bid for Medical Supplies for the Washington County Health Center be awarded to the following vendors; these being the lowest bids submitted on a per unit cost: Penn Medical Supply Company Stuarts Drug & Surgical Supplies Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for Medica' Supplies for the Washington County Health Center as per above. I � the Washington County Health Center be awarded to Stuart's Drug & Surgical Suppl�, Inc., of Greensburg, Pa., for the total amount of $3,850.00. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the Mobile Chart Caddies for the Washington County Health Center as per above; this being the only responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the installation of a 100-ft radio tower for Emergency Services be awarded to Mobile Radio Associates, Inc., 1 of Washington, Pa., for the total amount of $7,397.00. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for the 100-foot radio tower as per above; this being the lowest responsible bid receive in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: s 1. PALUSO, COMMISSIONERS New Business: Chief Clerk presented to the Board for their consideration and approval Addendum to the Agreement with RBA Professional Data Systems, Inc., relative to programming services for the Tax Claim Bureau. The purpose of the Addendum is to extend the completion date to December 31, 1986, at no additional cost. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Addendum to the Agreement with RBA Professional Data Systems, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief -Clerk presented to the Board for their consideration and approval a request from David Suski, JTPA Director, to approve an agreement with All Tell, Inc., for the provision of telephone services to the Greene County Offices. The rental price of the telephone equipment shall not exceed $132.00 per month. The term of the agreement shall be from September 22, 1986 thru September 30, 1987. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement wi All Tell, Inc., as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for consideration and approval a Re- solution authorizing the sale of surplus personal property consisting of two vehicles, a 1981 Plymouth Grand Fury and a 1980 Ford Fairmont. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Resolution; said action being in accordance with P.S. 16 Section 1805, as amende Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval an Addendum to the contract with Tony Baiano Construction Company relative to the Sidewalk Repair Project. The Addendum authorizes additional work to be performed for an additional cost not to exceed $2,500.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Addendum to the contract with Tony Baiano Construction Company. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Penny Spiewak and Jeffrey Derrico of the District Attorney's Office to attend a Child Witnesses and Victims Conference in Pittsburgh, Pa., on September 19, 1986. 2. Robert Lamendola, Angeline Veltri and Joan Gildow of Tax Assessment Office to attend a two-day class on "Introduction to Assessments" sponsored by the Assessor's Association of Pennsylvania at New Stanton, Pa., on September 23-24, 1986. 3. Richard Brady of Domestic Relations to attend a DRAP Board of Directors meeting in Harrisburg, Pa., on October 2-3, 1986. 4. Nine staff members of Children & Youth to attend a conference sponsored by the Child Welfare Training Institute from Temple University in Pittsburgh, Pa., on September 30, 1986. 5. Two representatives from each of the offices of Court Administrator, Prothonotary, Clerk of Courts, Register of Wills and Recorder of Deeds and Jack Welty of Data Processing to travel to Montgomery County to evaluate its computerized court system on September 30 - October 2, 1986. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Understanding between the County, SEIU, Local 585, and Edna Dorisio) Df the Controller's Office relative to a grievance filed by Mrs. Dorisio for her .3erformance of overtime during the period of February 10, 1986, through April 3, Discussion L986. The final settlement figure of this grievance is $1,019.13. followed. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Memorandum 3 of Understanding as per above.
