Absent being: Commissioner Petrosky, who is ill. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Bill Sember and Rod Kornrumpf, Planning Commission; President Judge Gladden; Mary Drewitz, Court Administrator; Henry Fiumelli, Human Services Director; J. Bracken Burns and Dave Smith, Emergency Services; Larry Spahr, Director of Elections; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Linda Young, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Julie LaCaffinie, Brownsville Telegraph; Robin Huhn, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute Nos. 129 and 130, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, approving Minute Nos. 129 a 130 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that Minute No. 131 would be held in abeyance. Special Order of Business: Larry Spahr, Director of Elections, announced that the Pennsylvania Departl ment of State has established a Pennsylvania Voter Hall of Fame to honor citizens with exemplary voting records. He stated that membership to the Voter Hall of Fame wil be open to all Pennsylvania registered voters who have voted in every November election for which they were eligible for at least fifty years. Appli- cations for membership can be obtained at the Election Office. Old Business: Bids Solicitor Bassi recommended to the Board that the bids for the Groceries and Staples for the Washington County Health Center and Jail for the period of October 1 thru December 31, 1986, be awarded to the following vendors for the per unit costs as listed in theix bid proposals and in accordance with the specifi- cations (see contracts for the actual purchased items). PALUSO, COMMISSIONERS Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the groceries and staples for the Washington County Health Center and Jail be awarded as per above; these being the lowest responsible bids received in accordance with the specifications. E NOTE: As per the bid specifications, the quantities of the bid items are esti- mates; therefore the total quantities could increase or decrease, depending on quantities used. Solicitor Bassi recommended that the bid for the breathing apparatus, spate cylinders and activated radio interfaces for the Emergency Services Department be awarded to I. S. Resources, Inc., of Allison Park, Pa., for the amount of $10,090.00. Moved by Mr. Paluso, seconded Mr. Mascara, awarding the bid for the breathing apparatus, spare cylinders and activated radio interfaces for EMS as per above; this being the only bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. - (Lou Lignelli entered the meeting) Chief_ Clerk presented to the Board for their consideration and approval a License Agreement with Montgomery County relative to Washington County's use o Montgomery County's computer software, without charge, in connection with imple- mentation of the judicial information system. Both Judge Gladden and Mary Drewi z, Court Administrator, commented on this project. Moved by Mr. Paluso, seconded by Mr. Mascara, to accept the License Agre ment as per above as su:b_mitted by Montgomery County and reviewed by the Court Administrator and County Solicitor's Office and authorizing the execution there- of. REMARKS: Mr. Paluso requested that the Court Administrator furnish to the Commissioners a monthly progress report on this project. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented a Certificate of Appreciation to Henry Fiumelli, the County's first Human Services Director, who is resigning effective September 26, 1986. MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS New Business: Chief Clerk presented to the Board for their consideration and approval an Agreement with Donald Swogger for the provision of maintenance consultant and training to the maintenance staff of the Washington County Health Center on a per diem basis (62 hours). The total cost of the agreement shall not exceed $3,000.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement with Donald Swogger. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. REMARKS: Commissioner Paluso recommended that the Chief Clerk inform the Personnel Director and the Washington County Health Center Administrator, in writing, to keep strict and accurate records relative to Mr. Swogger's hours of employment so that the number of sessions does not exceed thirty (30) as stated in the contract. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with J. F. Kruppa and Associates relative to the pro- vision of speech therapy services at the Washington County Health Center. The Addendum extends the Agreement for an indefinite period at the same hourly rate of $20.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum to the Agreement with J. F. Kruppa and Associates as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Service Agreement with Community Care, Inc., for the provision of RN's and LPN's at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Service Agreement with Community Care, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for (1) printing of the 1987 Tax Duplicate Binders; and (2) annual maintenance covering county -own typewriters. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. ' 4 Moved by Mr. Paluso, seconded by Mr. Mascara, approving the proposed 1986/87 !Plan as per above; and designating the Washington -Greene Community Action Corporation ,as the lead agency to administer the program. Chief Clerk presented to the Board for their consideration and approval an application for an allocation of County Liquid Fuel Tax Funds in the amount of $16,080.00 from the Borough of Charleroi relative to the signalization project of the 8th Street railroad crossing. Moved by Mr. Paluso, seconded by Mr. Mascara, approvinq the Liquid Fuels Tax Funds Application as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Addendum No. 1 to Remedial Action Agreement No. DE-RO04-85AL27603 which allows t DOE to repair the riprap along County property located at the West Bank of Chartiors Creek behind 702 Latimer Avenue. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum to the Remedial Action Agreement as per above and authorizing the Chairman of the (Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Henry Badzik entered the meeting) Chief Clerk advised the Board that subsequent to the last meeting, Chief Deputy Sheriff Littleton informed the Board that due to scheduling problems, the Allegheny County Sheriff's deputies that were assiqned to guard prisoner James Talley at Allegheny General Hospital are to be paid by their_ rate of pay instead of the previously authorized rate of $50.00 per shift. (See p.F459 for further reference). Some discussion followed. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing that the Alleghe County Sherifff's deputies be paid by their_ rate of pay instead of the previously authorized rate of $50.00 per 8-hour shift as per above and therefore approving payment of an invoice from the Alleqheny County Sheriff's Office in the amount of! i $ 99 1. 7 2 for guard services. Audrey Fine and Lou Ellen Smith of the Washington County Health Center to attend a seminar on "Nursing Assessment and Management of the Confussed Elderly Client" in Pittsburgh, Pa., on October 6,I1986. 5. John Litz, Children & Youth Director, to attend the Pennsylvania Children and Youth Administrators Quarterly Meeting in Pittsburg, Pa., on October 22-23, 1986. 6. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreements with the Pennsylvania Department of Public Welfare; and authorizing the Chairman of the Board to so execute.
