The Board of Washington County Commissioners met in regular session in the!
Public Meeting Room, Courthouse Square, Washington, Pa., with the following membeirs
being present: Commissioners Mascara and Paluso. Absent being: Commissioner
Petrosky who has been ill. Also being present: Chief Clerk Dallatore; Solicitor
;Bassi; Coroner Jackson; Barbara Davis, Administrative Assistant; Judi Lomago,
=Executive Secretary; Linda Young, Clerk -Steno II; Dan Huffman, Human Services;

Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were:any corrections, additions or omissions to Minute No. 134
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 134 be
approved as written.
Roll call vote taken:

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $28,648.25 - Day Care Program

Chief Clerk requested authorization to advertise for bids for the follow
1. Boat Launching Improvements at Cross Creek Park
2. Beautician Services at the Washington County Health Center
Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk
to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
Lease with the Flyers Club for the purpose of leasing a building with adjacent
!parking area at the Washington County Airport. The term of the Lease is from

;November 1, 1986, through October 31, 1991, for the sum of $1.00 per year.

Lease with the Flyers Club.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with McDonald Associates Engineering relative to the
construction of new grandstands at the Arden Downs fairgrounds. The Addendum
increases the engineering fees by $975.00 and is necessary due to a redesign of
the engineering plans from a grandstand construction to a bleacher construction.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
Addendum to the Agreement with McDonald Associates Engineering.

Chief Clerk presented to the Board for their consideration and approval an
Agreement for Professsional Services with Dr. Jonathan L. Gifford for the purpose
of providing professional advice and assistance in the development, implementatioi
and utilization of the Judicial Information System. Compensation for services
will be at the rate of $50.00 per hour.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement with
Dr. Jonathan L. Gifford as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Attorney Thomas J. Allen of Washington, Pa., as a part-time
Assistant Public Defender at the compensation of $5,928.00 annually ($494.00 per
month), effective November 1, 1986.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement with
Attorney Thomas J. Allen as per above.

Chief Clerk presented to the Board for its ratification a,Memorandum of
Agreement with SEIU, Local 585, whereby both parties agree to waive the 80% hirinc
provision (as contained in the labor agreement in Exhibit A, Section 10, Wage and
Fringe Benefits) for Registered Nurses at the Washington County Health Center and
to thus hire them at the contract rate of $9.33 per hour.
Moved by Mr. Paluso, seconded by Mr. Mascara, ratifying the Memorandum of
Agreement as per above.

eligible employees and/or their beneficiaries with the opportunity to purchase
'continued health care group insurance coverage upon qualified cessation of benefit
coverage, effective December 1, 1986.

Resolution.

Chief Clerk presented to the Board for their consideration and approval a
revised Section 406 Application to the Pennsylvania Department of Transportation
which amends the former amended Application which was submitted in December of
1985. It was noted that this revised Application is in the amount of $353,972.00
Moved by Mr. Paluso, seconded by Chairman Mascara, approving the revised
Section 406 Application as per above; authorizing the Chairman of the Board to
so execute; and authorizing its submission to the Pennsylvania Department of
Transportation.

Chief Clerk presented to the Board for their consideration and approval a
proposal from Dugan & Milinovich, CPA's, of Washington, Pa., to audit the
financial Statements of the Washington -Greene Drug & Alcohol Program for the
year ending June 30, 1987. Fees will be $2,100.00 plus out-of-pocket expenses.
Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the proposal from
Dugan & Milinovich, CPA's; and authorizing the Chairman of the Board to so execut

Announcement:
Chief Clerk announced that the Retirement Board meeting has been rescheduled
from October 23rd to October 30th immediately following the Commissioners' meeting.
