PALUSO, COMMISSIONERS nute No. Washington County Commissioners Washington, Pa., October 30, 1986 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pa., with the following members being present: Commissioners Mascara and Paluso. Absent being: Commissioner Petrosky who has been ill. Also being present: Chief Clerk Dallatore; Attorney Kathy Emery, Solicitor's Office; Coroner Jackson; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Rod Kornrumpf and Floyd Laubham, Planning Commission; Linda Young, Clerk -Steno II; Jack Welty, Data Processing Manager; Gary Stokum, Eugene Painter and Gaylord Sheller, Washington County Conservation District; Denise Harris, Executive Director of the Hospice Care, Inc.; Don Lightfoot, Chairman, Board of Directors for Hospice Care, Inc.; Bea Bebout, Client Care Manager of Hospice Care, Inc.; Jon Stevens, Observer-Reporte ; Jim Jefferson, WJPA; Julie LaCaffinie, Brownsville Telegraph; Natalie Eddy, Herald -Standard; Scott Langenfeld, WKEG. Chaktman Mascara called the meeting to order at approximately 10:00 a.m. and asked if'there were any corrections, additions or omissions to Minute No. 135, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 135 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara read a Proclamation declaring the month of November as Hospice Care Month. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to the representatives of Hospice Care, Inc. Chairman„Mascara announced that the Washington County Conservation District recently returned from the annual meeting of the Pennsylvania Association of Conservation District Directors in Johnstown with three awards. Those awards are: (1) Goodyear Conservation Award; (2) Certificate of Achievement; and (3) Outstanding District Newsletter of the Year Award. PALUSO, COMMISSIONERS i Attorney Kathy Emery of the Solicitor's Office noted that subsequent to E � the last meeting, Ashland Oil Company sent a letter clarifying that their initial! 3 i ;bid proposal for gasoline included taxes; therefore, their sub -total amount should s ,read $4,077.30 (see revised proposal form for unit prices). Therefore, the bid ;bond submitted with their original proposal was proper. However, Attorney Emery noted that the bids have been reviewed and re - ;commended that the bid be awarded to Guttman Oil Company, the lowest responsible bidder. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for the for the per supplying of gasoline to Guttman Oil Company of Belle Vernon, Pa.,/unit prices as submitted in their bid proposal, this being the lowest responsible bid re- ceived in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $40,665.00 - Child Welfare - Supplemental payment for period of 7/1/85 to 6/30/86 2. Commonwealth of Pa. - $11,054.76 - Van Emman Bridge Project 3. Commonwealth of Pa. - $94,749.00 - Seciton 203 Transportation Program, October payment Chief Clerk made available to the news media a News Release in reference the following project: 1. Donora Downtown Street Revitalization Program New Business: Chief Clerk informed the Board that the following individuals haves=been recommended for appointment to the Recount Board for the November General Electi to be held on November 4, 1986: Robert Deckert of Venetia Mildred Jaynes of Monongahela Margaret Korowicki of Washington John Lignelli of Donora Rose Oliver of Houston Mary Patterson of Monongahela Ann Richards of Houston Ermond Troiano of Charleroi Lewis Wasick of Charleroi ALTERNATES: Theodore A: Breuer of Charleroi Richard G. Rogers of Washington Grace Rutz of Monongahela Emily Stotka of Brownsville Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing appointment of individuals to the Recount Board for the General Election. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Scott Bradley, Almon Burke and Dennis Makel of the District Attorney's Office to attend a training session by the Pennsylvania Police Criminal Law Bulletin in Washington, Pa., on November 6, 1986. 2. R. Madvay, C. McQuaid, F. Fillipponi and B. Morgan of Adult Probation to attend a training session sponsored by the Pennsylvania Board of Probation and Parole in Oakdale, Pa., on November 5-6, 1986. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Announcements: Chief Clerk announced that the County Offices will be closed on November 41 in observance of Election Day and November llth in observance of Veterans Day.
