I Minute No. 138 Washington County Commissioners Washington, Pa., November 12, 1986 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania,,with the following members being present: Commissioners Mascara and Paluso. Absent being: ,Commissioner Petrosky who has been ill. Also being present: Chief Clerk Dallato e; Attorney Kathy Emery, Solicitor's Office,:-hot_Lignelli, Director of Administration; Roland Bourke, Executive Director of the Redevelopment Authority; Coroner Jackson; Administrative Assistant Davis; Judi Lomago, Executive Secretary; Linda Young, Clerk -Steno II; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Barbara Miller, Observer -Reporter; Natalie Eddy, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 137 each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, approving Minute No. 137 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving budget revisions for the County's Community Development Programs for fiscal years 1980, 1982, 1983, 1984, 1985 and 1986, respectively, and amendments for fiscal years 1985 and 1986, authorized under the Housing and Community Development Act of 1974, as amended. Mr. Bourke briefly explained these budget revisions and amendments. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the Resolution as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Attorney Kathy Emery of the Solicitor's Office recommended that the bid for the repair of concrete at the Washington County Office Building Plaza be a- warded to the lowest responsible bidder, El Grande Industries, Inc., of Monessen,1 Pa., for the amount of $7,800.00. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid as per above; this being the lowest responsible bid received in accordance with the specifications. Attorney Emery recommended that the bids for the New Air Return System ;Construction at the Washington County Jail continue to be tabled for review. s Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the New j Air Return System Construction be tabled as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Attorney Emery noted that subsequent to the last meeting, the bid for the Cab -Over Style Truck for Emergency Services was reviewed by the Emergency Service staff and that it did not meet with their approval. Therefore, it was recommende that the bid be rejected and the Chief Clerk be authorized to re -advertise for bids. Moved by Mr. Paluso, seconded by Mr. Mascara, that the bid for the Cab- er Style Truck for Emergency Services be rejected as per above; and authorizing the Chief Clerk to re -advertise for bids. Commonwealth of Pa. - $28,648.25 - Day Care Program Chief Clerk noted for the record the resignation of Laura Newman as autician at the Washington County Health Center, effective November 30, 1986. ew Business: Chief Clerk presented to the Board for their consideration and approval th following Change Orders to the contracts with Beaver Excavating Company relative to the Airport Runway and Taxiway Extension Project. Phase II - Change Order #3 - decrease of $469.72 Phase III - Change Order #2 - decrease of $26,343.00 Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Change Orders as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests. 1. Dr. Parks, Margaret Buxton and Kathy Miller of the Washington County Health Center to attend a PACAH meeting at Westmoreland I Manor on November 17, 1986. C 1 501 1 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS John Pankop and Rebecca Madvay of Adult Probation to attend a training session sponsored by the Pennsylvania Board of Probation and Parole at Oakdale, Pa., on November 18-19, 1986. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. ts: Chief Clerk announced that a Salary Board Meeting will be held on Thursday, ovember 20th, immediately following the meeting of the Board of Commissioners. Chief Clerk also announced that the Retirement Board meetings for November and December have been changed from the 4th Thursday to the 3rd Thursday due to the Thanksgiving and Christmas holidays. olicitor: Attorney Emery presented to the Board for their consideration and approval he following tax refunds.
