The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the follow
ing members being present: Commissioners Mascara and Paluso. Absent being:
who has been ill.
Commissioner Petrosky, Also being present: Chief Clerk Dallatore; Solicitor
Bassi; Tom Z3brida, Planning Commission; Barbara Davis, Administrative Assistant;
Judi Lomago, Executive Secretary; Jon Stevens, Observer -Reporter; Jim,Jefferson,
WJPA; Philip Garrow,PdbTicat-1 .-& Information Coordinator; Scott Langenfeld, WKEG;
Julie LaCaffinie, Brownsville Telegraph; a representative from the Herald-Standar
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 138
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 138 be app
as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Solicitor Bassi recommended that the bid received for the New Air Return
System Construction at the Jail be rejected and that the bid be re -advertised.
Moved by Mr. Paluso, seconded by Mr. Mascara, rejecting the bid received
for the New Air Return System Construction at the Jail and authorizing the Chief
Clerk to re -advertise for bids.

Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk presented to the Board for their consideration and approval a

;Resolution and Grant Application to be submitted to the Pennsylvania Department
of Community Affairs under the Recreational Improvement and Rehabilitation Act
i(RIRA) Program for the Access Road Rehabilitation Project at Cross Creek Park.
'`the application is in the amount of $134,000 representing 50% of the project costs.

The remaining costs will be paid by local matching funds (Liquid Fuels).

Chief Clerk informed the Board that the following individuals have been
recommended for reappointment to the Soil Conservation District Board of Directors:

Term: 1-1-87 thru 12-31-87
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing re-
appointments.

Motion carried unanimously.
Regarding the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval an Agreement with Washington -Greene Community Action
Corporation. The purpose of the'Agreement is to provide the sponsorship of a
symposium for dislocated workers (JTPA Title III eligibles). The contract term

is from November 20, 1986 to June 30, 1987. The contract will be funded from
contributions made available to JTPA by Mellon Bank and Brockway.

at a cost not to exceed $10,000.

Amendment No. 2 to the Agreement with the Pennsylvania Department of Transportati
relative to the Section 406 Transportation Program which amends the maximum com-
pensation to $353,972.00.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving Amendment No. 2 to
the Agreement with Pennsylvania Department of Transportation as per above; and
adopting a Resolution authorizing the Chairman of the Board to so execute and the
Chief Clerk to so execute and attest.

Chief Clerk presented to the Board for their consideration and approval t
following travel requests.
1. Commissioner Mascara and Margaret Pennline, Personnel Director,
to attend NACo's 6th Annual Labor Conference in Fort Lauderdale,
Florida, on December 13-17, 1986.
2. Richard Brady, Director of Domestic Relations, to attend a
DRAP Board of Directors meeting in Harrisburg, Pa., on
December 11-12, 1986.
3. Joseph Craig Meny of Adult Probation to attend a training
session sponsored by the Pennsylvania Board of Probation
and Parole in Wilkinsburg, Pa., on November 18-20, 1986.
4. Dan Huffman of Human Services to attend a Section 203
Transportation Workshop in Harrisburg, Pa., on December 2,
1986.
5. Myra Bernhart and Ron Davis of JTPA to attend a Youth
Training Seminar in Harrisburg, Pa., on December 4,
1986.
6. Lou Lignelli, Margaret Pennline, David Suski and Jack
Manning to attend a "Right to Know Act" training session
sponsored by DCA in Washington, Pa., on December 8, 1986.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto.

Chief Clerk announced that the County Offices would be closed on Thursday,f
