Chairman Mascara called the meeting to order at approximately 10:10 a.m. and asked if there were any corrections, additions or omissions to Minute No. 139 each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No.139 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution authorizing the Redevelopment Authority of the County of Washington to submit an application to the U. S. Department of Commerce, Economic Development Administration for a $1(,000,000. Grant in connection with the Development of the Western Center Park in Cecil Township. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. ld Business: Bids Attorney Retos recommended that the bid for Varied Types of Lumber be re- jected and authorization for re -advertising be approved. Moved by Mr. Paluso, seconded by Mr. Mascara, rejecting the bid received for Varied Types of Lumber and authorizing the Chief Clerk to te-advertisefor bids. Phillips & Sons of Washington, Pa., in the amount of $776.01 !for the installation of seven galvanized boxes with locks and hinges to be in- stalled over motors that control louvers at the Washington County Jail. Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the foregoing roposal from C. W. Phillips & Sons as per above. Chief Clerk presented to the Board for their consideration and approval a Roadway Lighting System Agreement with the Pennsylvania Department of Transportati for the energizing of the highway lighting system at the Donora-Monessen Bridge. Under this agreement, the Commonwealth will reimburse the County 50% of the energizing costs. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Roadway Lightil System Agreement as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a proposal from Neilan Engineers in the amount of $1,200.00 for the purpose of monitoring and studying the moisture and cracking problem areas of the interior masonry walls of the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the proposal from Neilan Engineers as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Preapplication for Federal Assistance in the amount of $2,776,480 for continued expansion at the Washington County Airport with emphasis on safety and operationa improvement projects. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Preapplication for Federal Assistance as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an amendment to the engineering agreement with Michael Baker, Jr., Inc., relative to the Washington County Airport Runway and Taxiway Extension Project, Phase III. Chief Clerk informed the Board that Dr. William Fronczek of Canonsburg has been recommended for appointment to the Washington County Tourism Board, replacin Charles Chattaway who recently passed away. Chief Clerk presented to the Board for their consideration and approval an Extension Deposit Agreement with the Western Pennsylvania Water Company relative to the recently installed waterline at the Washington County Airport. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Extension Deposit Agreement as per above and authorizing the Chairman of the Board to so execute.
