Washington County Commissioners Washington, Pa., December 11, 1986 The Board of Washington County Commissioners met in regular session in the 1 Tublic Meeting Room, Courthouse Square, Washington, Pennsylvania, with the follow ing members being present: Commissioners Mascara and Paluso. Absent being: 1 Commissioner Petrosky, who has been ill. Also being present: Chief Clerk Dallatc re; jSolicitor Bassi; Coroner Jackson; Attorney Kathy emery,, of the Solicitor's Offico; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary; Phil Garrow, Publications and Information; Linda Young, Clerk -Steno II; Francis King, Director of Property and Supplies; J. Bracken Burns and Dave Smith, Emergency Services; Carole Beck, Court Reporter; Barbara Miller, Observer -Reporter; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Natalie Eddy, Herald -Standard; Julie GaCaffinie, Brownsville Telegraph. Chairman Mascara called the meeting to order and noted that Minute No. 14( would be held in abeyance. Old Business: Bids Solicitor Bassi recommended that the bids for the Judicial Information System continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the Judicial Information System continue to be tabled as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for linen supplies for the Washington County Health Center be awarded to ATD American Company of Wyncote, Pa., for the per unit costs as submitted in their bid proposal and in accordance with the specifications (see contract for the actual purchased items). Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for linen supplies as per above; this being the only responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for tube feeding supplies for ?the Washington County Health Center for the period of January thru December, 1987 Abe awarded to Health Care Concepts, Inc., of Greeraburg, Pa., for the per unit costs as submitted in their bid proposal and in accordance with the specification ;(see contract for the actual purchased items). 9 Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for tube feeding supplies as per above; this being the only responsible bid received in ;accordance with the specifications. Motion carried unanimously. Solicitor Bassi recommended that the Board authorize the re -advertising of bids for beautician services at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief lerkr:to re -advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for a 16-foot "step style" van for Emergency Services be awarded to Mr. William J. Ford of Ligonier, Pa., for the amount of $9,000.00. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid as per above; this being the only bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. New Business: Chief Clerk presented to the Board for their consideration and approval Agreement with Mary Ann Lowery for the provision of interim beautician services at the Washington County Health Center, effective December 11, 1986, at no cost to the County. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement witr Mary Ann Lowery as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Washington -Greene Prevention Corporation relative to the MH/MR Program for FY86/87 at a maximum amount of $20,000.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Purchase of Service Agreement with Washington -Greene Prevention Corporation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grantee Certification relative to the Temporary Emergency Food Assistance Pro- gram (TEFAP) for FY 86/87 to be submitted to the Pennsylvania Department of Agriculture. Washington County was informec PennDOT that rather than encumber the entire amount for distribution, the funds should be encumbered when each municipality submits the propipr forms and eventua given a liquid fuels project number. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing applications with reference to ther-!allocations of County Liquid Fuel Tax Funds. Chief Clerk presented to the Board for their consideration and approval a request from the Director of Administration to rescind the authorization to lease purchase the Xerox 1045 coin -op copier (Minute No. 133 dated 10-2-86) for the office of Recorder of Deeds and give authorization to purchase at a cost of $3,69 through the County's acquisition system. It has been determined that this machin can be purchased outright at a cost below the $4,000 bid limit and $1,765 less than if the County had entered into the two-year lease purchase agreement. quest. Mary J. Drewitz (or another county representative) and Dr. Jonathan Gifford to travel to Montgomery County to visit computerization program on December 18, 1986 (tentative date) 2. Doris Spesak of the Court Administrator's Office to attend the Pennsylvania Association for the Administrator's of Speical Courts Conference to be held in Chambers - burg, Pa., on December 14-15, 1986.
