MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS IMinute No. 142 Washington County Commissioners Washington, Pa., December 18, 1986 E The Board of Washington County Commissioners met in regular session inj the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Paluso. Absent beinc Commissioner Petrosky, who has been ill. Also being present: Chief Clerk Dalla- tore; Solicitor Bassi; Coroner Jackson; William Sember, Director of Planning; Jack Welty, Data Processing Manager; Phil Garrow, Publication and Information Coordinator; Linda Young, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Langenfeld, WKEG; Natalie Eddy, Herald -Standard; Julie LaCaffinie, Brownsville Telegraph; and a Deputy Sheriff of the Sheriff's Office. APPROVAL OF MINUTES Chairman Mascara called the meeting to order at approximately 10:00 a.r and asked if there were any corrections, additions or omissions to Minute No. 14[ each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 140 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that approval of Minute No. 141 would be held in abeyance. Old Business: Bids Solicitor Bassi recommended that the bid for Laundry Supplies for the period of January 1, 1987 through December 31, 1987, be awarded to JACK FRYE SALES & SERVICE, INC., of Clairton, Pennsylvania, for the per unit costs as listE below: Item Six -Gallon Unit Cost Detergent $41.10 Bleach $24.30 Sour/Softener $36.90 Builder (Break) $38.40 Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for Laundry Supplies as per above; this being the lowest responsible bid received in accordance with specifications. PALUSO, COMMISSIONERS L LJ Solicitor Bassi recommended that the bid for the Disposable Briefs, Underpads and Washcloths for the WCHC for the period of January 1, 1987 through December 31, 1987, be awarded to the following vendors for the per unit costs as listed below: Vendor Item Per Unit Cost Gatti Medical Supply Briefs, Large $23.19/case Gatti Medical Supply Briefs, Medium $33.44/case ATD American Co. Washcloths - #666 $19.09/case *NOTE: It was also recommended that the estimated quantity for the washcloths be increased from 200 cases to 400 cases as the brand accepted has a case quantity of 500 rather than 1000 as specified. It was noted that in some cases, the lowest per unit cost was not recommended as the item was not acceptable or a sample was not submitted for testing as re- quired in the bid specifications. Also, an additional pickup at the rate of $3.50 per cubic yard. Mingo Creek County Park (May 1 to October 31) Award a 3-year contract to William H. Martin, Inc., at an annual rate of $4,620.00 the first year; $4,980.00 the second year; and $5,370.00 the third year. (Total for 3 years - $14,970.00) Cross Creek County Park (May 1 to October 31) Award a 3-year contract to Revo Disposal, Inc., at an annual rate of $510.00 the first year; $510.00 the second year; and $510.00 the third year, or a total cost of $1,530.00 Washington County Health Center Award a 3-year contract to William H. Martin, Inc., on a per -call basis at the rate of $142.00 per pull for the first year; $152.00 per pull for the second year; and $163.00 per pull for the third year. Burgettstown Senior Citizen Center Award a 3-year contract to Revo Disposal, Inc., at an annual cost of $300.00 the first year; $300.00 the second year; and $300.00 the third year. (Total for 3 years - $900.00) Cross Creek Senior Citizen Center Award a 3-year contract to Revo Disposal, Inc., at an annual cost of $300.00 the first year; $300.00 the second year; and $300.00 the third year. (Total for 3 years - $900.00) Washington County Airport Award a 3-year contract to William H. Martin, Inc., at an annual cost of $1,020.00 the first year; $1,104.00 the second year; and $1,188.00 the third year. (Total for 3 years - $3,312.00) Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid for the collection and disposal of solid waste as per above. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk to re -advertise for bids for the collection and disposal of solid waste for Ten Mile Creek County Park, Vestaburg Senior Citizen Center and Claysville Senior Citizen Center. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Judicial Information System be rejected and authorization be given to re -advertise for bids. Moved by Mr. Paluso, seconded by Mr. Mascara, rejecting the bids for the Judicial Information System and authorizing the Chief Clerk to readvertise for bids. ! Correspondence: Chief Clerk informed the Board of the receipt of the following checks: (1) Commonwealth of Pa. - $28,648.25 - Day Care Program (2) Commonwealth of Pa. - $50,355.00 - Child Welfare, Title XX Block Grant - 3rd quarter (3) Commonwealth of Pa. - $209,401.82 - Van Emman Bridge Project Chief Clerk informed the Board of a notice from the Administrative Office', of Pennsylvania Courts that the next course of instruction for prospective distric justices will be conducted February 2 through February 27, 1987. New Business: Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement for Professional Services with Dr. Jonathan L. Gifford relative to the development and monitoring of the implementation of the Judicial Information System. The purpose of the Addendum is to provide for reimbursement of travel expenses, excluding computing costs. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum to the agreement with Dr. Jonathan L. Gifford as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing budget transfers in accordance with P.S. 16, Section 1784. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the Resolution as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Lease Agreement with Howard F. and Elva I. Fisher for the purpose of renewing the lease agreement for an additional ten years, effective January 1, 1987 through December 31, 1996, for the total rent of $1,500.00 (no increase). Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum to the Lease Agreement as per above. John Pettit, District Attorney, to attend the Pa. District Attorneys Association 14th Annual Mid -Winter Meeting to be held on Feb. 3-6, 1987, in Philadelphia, Pa. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing travel request and authorizing payment of all expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for (1) gasolin( and (2) casebinders. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Agreement with Service Employees International Union (SEIU), Local 585, relative to Karen O'Bryan, an employee of the Health Center. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Memorandum of Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of Amendment to the agreement with PennDOT relative to the Morrow Bridge Project. The purpose of the amendment is to authorize a change in the State's reimbursement to the County from $129,000 for design, right-of-way acquisition, allowable utility relocation, and construction costs to $12,000 for design. It was noted that the agreement would be amended at a later date when funds become available for right-of-way acquisition, allowable utility relocatior and construction costs. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Letter of Amendment as per above and authorizing the Chairman of the Board to so execute. The purpose of the amendment is to authorize a new staff complement and a new budget summary. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the amendment to the contract as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of Grant Award from the Pennsylvania Commission on Crime and Delinquency relative to the Victim/Witness Services Program for the year 1987 in the amount of $15,976. Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the Grant Award as per above and authorizing execution of all documents related thereto. Announcements: Chief Clerk announced that the County Offices would be closed on Thursday, December 25th, and Thursday, January 1st, for the Christmas and New Year's holi- days and that the next Commissioners' meeting is scheduled for Monday, December 29th. 10:15 a.m. - Meeting recessed. 10:35 a.m. - Meeting reconvened for the purpose of opening bids.
