The Board of Washington County Commissioners met in regular session with

Chairman Mascara called the meeting to order and asked if there were any

Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, Spina Bifida is the number one crippler of new--
borns; and
WHEREAS, Spina Bifida is a defect in the spinal column in
which the spine fails to close properly during prenatal develop-
ment; and
WHEREAS, Spina Bifida occurs more frequently than Muscular
Dystrophy, Multiple Sclerosis, Polio or Cystic Fibrosis combined;
and
WHEREAS, 30 years ago 80 percent of the children born with
Spina Bifida died; today, through aggressive, modern medical in-
tervention, 90 percent survive to live full lives; and
WHEREAS, the Spina Bifida Association of Western Pennsylvania
is the only local organization dedicated to representing those
with Spina Bifida, their families and friends; and
WHEREAS, the Spina Bifida Association of Western Pennsylvania
is actively engaged in encouraging research on the causes and
treatment of Spina Bifida; and
WHEREAS, those born with Spina Bifida or other handicaps are
entitled to the same opportunities available to other citizens

THEREFORE, BE IT RESOLVED, that the Board of County Commissioners ,
proclaims the month of October as SPINA BIFIDA MONTH IN WASHINGTON
COUNTY and calls upon the citizens of this County to join us by
recognizing the work being carried out in Spina Bifida research.

clamation.

The Commissioners then presented the Proclamation to Vickie Sargent and

'Tara Maggi of the Washington Spina Bifida Association.
Roland Bourke of the Redevelopment Authority presented to the Board for
'their consideration and approval a Resolution approving revisions for the County's
Community Development Programs for fiscal years 1980, 1981, 1982, 1983, 1984 and
'1985, respectively, and amendments for fiscal years 1984 and 1985, authorized
under the Housing and Community Development Act of 1974, as amended. Mr. Bourke
'briefly explained these revisions/amendments.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
Resolution,

Old Business:
Solicitor Bassi recommended that the bid for the furnishing and delivering,
,of one (1) Four -Wheel Drive Pick -Up Truck for the Washington County Health Center;
be awarded to the lowest bidder, Rotolo's Dodge -Chrysler -Plymouth of North
:Charleroi, Pa., for the amount of $11,998.00 (Proposal II n which includes the
;snowplow package).

)this being the lowest responsible bid received in accordance with the specifications.

�a Contract with the Pennsylvania Department of Community Affairs in the amount of

j$5,000 under the Recreational Improvement and Rehabilitation Act Program. The
funds will be used to complete a feasibility study for the potential development
'of revenue producing facilities at Cross Creek Park.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the contract with
the Pennsylvania Department of Community Affairs as per above.

Chief Clerk presented to the Board for their consideration and approval an!
,Agreement with the Township of South Franklin for maintenance of a road that pro-,'
ivides access to the Washington County Airport whereby the County will pay the
,Township $30.00 per hour worked and also for actual cost of materials used. The
'Agreement covers the period of November 1, 1985 to October 31, 1986.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement with
,the Township of South Franklin as per above.

the following Resolution:
RESOLVED, that the Washington County Board of Commissioners
s hereby pledges to commit, on a one time basis, the sum of
Twenty-seven Thousand Six Hundred ($27,600.00) and 00/100
Dollars as Washington County's share of the total local match
to the Mid -Mon Valley Transit Authority's capital grant applications
for $1,120,000 for the purchase of eight buses, signs, shelters,
radios and other miscellaneous equipment.
Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Re-
solution.

Chief Clerk presented to the Board for their consideration and approval��
Addendums to the Agreements with Attorneys Raymond Amatangelo and J. Preston Pizzi
of the Public Defender's Office which increases their contractual payments from
$5,700 annually ($475.00 per month) to $11,900 annually ($991.67 per month)
effective October 3, 1985, until Attorney Janette Baisley returns from maternity
f
'leave. The increase is due to the fact that they will be assuming additional re
£sponsibilities (from a part-time basis to a full-time basis) during Janette Baisl yis
absence.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendums to
:the Agreements as per above.

NOTE: Mr. Paluso stated that this rate adjustment is only a temporary arrangement
(i.e. week -to -week basis) and subject to change upon the return of Attorney
Baisley.

Provider Agreement with Sugarcreek Home, Inc., at a per diem rate of $45.15 relative
to the MH/MR Program for FY 85-86.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agree-
ment.

Chief Clerk presented to the Board for their consideration and approval an:
;Agreement with Attorney Jeffrey P. Derrico as an Assistant District Attorney who
,will be head of a newly created child abuse unit of the District Attorney's Office.

;The agreement is effective October 3, 1985, at an annual contract payment of
=$11,900.00, payable on a monthly basis of $991.67.

to attend basic training at Camp Hill, Pa., on October 7 25,
1985.

,NOTE: This motion is deemed necessary because of the position taken by the County
Controller and is pending resolution of the Court case involving travelre
quests.
Chief Clerk presented to the Board for their consideration and approval a
tMemorandum of Agreement with Service Employees International Union (SEIU), Local
585, regarding Martha Theurer, an employee of the Tax Assessment Office who was
;temporarily transferred to Resources and Investigations and her entitlement to an
upward adjustment of three steps on the salary schedule during the time she was
i
temporarily transferred.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Memorandum of
Agreement with SEIU as per above.
