F � ....r,,�Minute No. 87 Washington County Commissioners Washington, Pa., October 10, 1985 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Petrosky and Paluso. Absent 'being: Commissioner Mascara who was out of town. Also being present: Chief Clerk 'Dallatore; Solicitor Bassi; Coroner Jackson; Earl Bugaile and Floyd Laubham, ;Planning Commission; Barbara Davis, Administrative Assistant; Judi Lomago, Execu-R tive Secretary; Linda Hands, Clerk -Steno II; Barbara Miller, Observer -Reporter; Jim Jefferson; WJPA; Scott Langenfeld, WKEG; Natalie Eddy, Herald -Standard; Roger, Young, President of the Washington County Firemen's Association; Robert Malone, R Chaplain of the Firemen's Association and Dave Smith, a director. Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a,m. and asked if there were any corrections, additions or omissions to Minute No. 86, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 86 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Special Order of Business: t Vice -Chairman Petrosky read the following Proclamation: WHEREAS, National Fire Prevention Week is being observed throughout the country, calling upon citizens everywhere to be mindful of fire prevention; and WHEREAS, National Fire Prevention Week will conclude with a Fallen Firefigh,tersMemorial Day on Sunday, October 13th, at which time firefighters who have lost their lives on the job will be memorialized with services and a nationwide ringing of church bells and sounding of sirens; and s WHEREAS, the Washington County Firemen's Association is a F vital part of the community, comprised of firefighters from I every community in the county who, like their comrades, risk 4 their lives each time they respond to the fire siren; and s z WHEREAS, members of the Washington County Firemen's Association r will participate in the nationwide memorial as well as reminding residents of the county about fire prevention rules. s � THEREFORE, BE IT RESOLVED, that the Board of County Commissioners recognizes and supports the efforts of the Washington County e Firemen's Association and joins them in their salute to fallen firefighters throughout the nation. BE IT FURTHER RESOLVED, that we encourage the churches of the county to join,this tribute with the ringing of their bells at 12:00 ; Noon on Sunday, October 13th, for FALLEN FIREFIGHTERS MEMORIAL DAY, The Commissioners presented the Proclamation to the representatives of the Washington County Firemen's Association.. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $89,398.00 - Section 203 Transportation Program 2. Commonwealth of Pa. - $116,356.02 - Monies due County under Pa. Public Utility Realty Tax Act 3. Commonwealth of Pa. - $247,007.10 - Medical Assistance I 4. Commonwealth of Pa. - $32,560.00 - Transportation Block Grant Chief Clerk made available to the news media a News Release in reference to the following project: 1. Donora Downtown Street Revitalization Project - Phase II a New Business: Chief Clerk requested authorization to advertise for bids for the follow- ing projects: 1. Courthouse Front Steps Repair Project 2. Washington County Airport Project - Phase III 3. Installation of waterline from Old Plank Road to vicinity of Administration Building at the Airport Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk i �to advertise for bids as per above. ; Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. h Chief Clerk presented to the Board for their consideration and approval Blue Cross and Major Medical Agreements which represent the program of benefits effective February 1, 1985 for County employees (which includes elected official' i management employees and union employees) relative to the $100 deductible pro- € vision as negotiated in the current labor agreements. It was noted that it was not necessary to execute new agreements for Blue Shield and the Eye Examination and Refraction coverage since there were no changes to those coverages. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Blue Cross and Major Medical Agreements as per above; and authorizing the Vice -Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes, Motion carried unanimously. -2 MINUTE LOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, on December 27, 1984, the County of Washington budgeted $1,074,806 of General Revenue Sharing Funds to the budgetary program known as Human Services, consisting primarily of the following activities: Health Center, Children & Youth Services and Aging Services; and WHEREAS, the Office of Revenue Sharing requires that the ' r accounting system must provide an adequate trail so that revenue 4 sharing funds can be traced to the specific voucher, payroll, etc., for which they were expended. s NOW, THEREFORE, BE IT RESOLVED, that the amount of $264,633.44 be transferred to the following departments to reimburse them for payroll expenses for the period of March 1, 1985 through June 30, 1985 as follows: Children & Youth Services 13.24% or $ 35,037.47 Aging Services 13.19% or $ 34,905.15 Health Center 73.57% or $194,690.82 Verification of the payment of these funds can be traced to the specific employees by consulting the expenditure reports and pay- roll journals for the period stated above. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval ;the following travel requests: 1. Request for Attorneys Penny Spiewak and Jeffrey Derrico of the District Attorney's Office to attend a Child Abuse and Exploitation Seminar in Baltimore, Maryland, on October 13-16, 1985. 2. Request for John Penderville of Juvenile Probation to ' attend a training institute sponsored by the JCJC at Hershey, Pa., on October 23 - 25, 1985. P Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing ,travel requests and authorizing the payment of all necessary expenses incident r thereto.
