Washington, PA, January 6, 1983
The Board of Washington County Commissioners net in regular session with the following
being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Coroner Jackson, Bill Sember,
Director of the Planning Commission; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter;
Jim Jefferson, WJPA; Scott Myers, WKEG and Joann Sarkett, Brownsville Telegraph.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No, 146, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 146 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Cnwealth of Pa. - $18,335.44 - Day Care Program - Month of November, 1982
New Business:
Chief Clerk presented to the Board for their consideration and approval a Maintenance
Agreement with Cincinnati Time Recorder Company of Pittsburgh in an amount of $4,800,00 for the
purpose of providing maintenance to the parking garage equipment on Levels B, C and D. The term
of the agreement is from January 1, 1983 to December 31, 1983. This full service maintenance
agreement covers the ticket printer, computer, gates, detectors and card readers.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Maintenance
Agreement with Cincinnati Time Recorder Company.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Application
to the Pennsylvania Department of Transportation for the State"s share (5%) of the federal grant
for the Airport Expansion Project ($800,000). Chief Clerk noted a similar application was
approved a few weeks ago for the first federal grant we received.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Application and
authorizing the Chairman to so execute.

Chief Clerk presented to the Board for their consideration and approval an Agency
Agreement with the Pennsylvania Department of Transportation which will allow our federal grant
for airport construction to come directly to the County rather than pass through the State.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agency Agreement.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Concerning the Washington County Health Center, Chief Clerk presented to the Board
for their consideration and approval a mewa.l Agreement with Louis Dagostino for barber services
at a annual rate of $11,000.00. This will be for the period of January 1, 1983, through January �,
1984.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with
Louis Dagostino.

Chief Clerk presented to the Board for their consideration and approval an Agreement
between the Washington -Greene Drug and Alcohol Planning Commission and the Mon Valley United
Health Services, Inc. for the delivery of drug and alcohol services for the period of July 1,
1982, through June 30, 1983, for the total amount of $77,870.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement
the Washington -Greene Drug and Alcohol Planning Conrai.ssion and the Man Valley United Health
Services, Inc.

Solicitor Bassi presented to the Board for their consideration and approval the follow-
ing Tax Refunds.
Moved by Mr. Gilmore, seconded.by Mr. Paluso, that the Tax Assessment Office be
authorized to prepare the following Tax Refunds due to either duplication or overpayment of real
estate or personal property tax:
