Washington, PA, January 20, 1983
The Board of Washington County Commissioners met in regular session with the following
being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis, Coroner Jackson, Earl Bugaile
and Floyd Laubham of the Planning Commission; Linda Hands, Clerk -Steno II; Scott Myers, WKEG;
Jim Jefferson, WJPA; Jan Stevens, Observer -Reporter; Lucy Rea, interested citizen; Mary
Hemington, League of Women. Voters and various employees who gave blood in the month of December.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 148, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 148 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business: Recognition of Blood Donors
The Commissioners issued Certificates of Commendation to the following employees who
donated blood during the month of December which had been declared "Blood Donor Recognition Month'
by the Board of Commissioners:

Chief Clerk made available to the news media a News Release in reference to the fo
ect:
1. Demolition and Site Clearance Contract in Monongahela
Business:
Chief Clerk presented to the Board for their consideration and approval an Agreement
the Association for Retarded Citizens for the purpose of that association utilizing the
County Juvenile Detention Center. The association will lease the premise for a sum
$1.00 and be responsible for all maintenance in and around the properties. The term of said
shall be for a period of one year beginning 12-13-82 and ending 12-12-83.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with
Association for Retarded Citizens.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Agreement
th Frank Magone who would be replacing Attorney Kris Vanderman as a member of the Board of
Masters in Divorce at an annual sum of $7,000.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with
ank Magone.

Chief Clerk presented to the Board for their consideration and approval a proposal
and Milinovich, CPA's, to audit the financial statements of the Washington -Greene Drug &
1 Program (both the Single County Authority and the Planning Commission) for the year ending
30, 1983. The fee for said audit is $2,000 plus out-of-pocket expenses.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the proposal from Dugan and
linovich, CPA's as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement
with the Pennsylvania Department of Transportation for a transportation planning grant in the
amount of $19,606 under Section 406 of Act 101 of 1980 (see Minute No. 132, dated 9-9-82, p. 195,
for further reference).
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with
the Pennsylvania Department of Transportation.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Addendum to
the agreement with Arlene Chodock Adelman, Licensed Physical Therapist at the Washington County
Health Center, which increases the number of hours which said services are to be performed from
eleven (11) hours per week to seventeen (17) hours per week at the agreed upon hourly rate.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Addendum to the agreement
with Arlene Chodock Adelman as per above.

Motion carried unanimously.
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 10:15 a.m.
