PALUSO, COMMISSIONERS E Minute No. 150 Washington County Coimu.ssioners Washington, PA, January 27, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara and Gilmmre. Absent being: Conmissioner Paluso who is in the hospital. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Bill Sember Director of the Planning Commission, Farrell Jackson, Coroner; Bill Mitchell and Bill Verno, District Attorney's Office; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Scott Myers, WJPA; Jon Stevens, Observer -Reporter and Mary Hemington, League of Women. Voters.' Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No. 149, each member having recei a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 149 be approved as read. Roll call vote taken: Mr. Gilmore— Yes; Mr. Mascara - Yes . _ . Motion carried unanimously. (Kevin Humble of the Budget & Fiscal Department entered the meeting) Special Order of Business: District Attorney - Budget William Mitchell of the District Attorney's Office stated that the District Attorney's Office applied for $10,000 in the 1983 budget for the drug program. Mr. Humble of the Budget & Fiscal Department noted that $4,500 had been allocated for the drug program in the approved 1983 budget. Some discussion followed. The Board directed Mr. Humble to prepare the necessary line item adjustments in the District Attorney's budget and that the Board would act on the adjustment at the next meeting. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Coim ormaealth of Pa. - $3,622.92 - Day Care Program - month of November, 1982 2. Commonwealth of Pa. - $243,032.85 - Medical Assistance Chief Clerk made available to the news media News Releases in reference to the following projects: 1. Coremont/Burton Storm Sewer Reconstruction Project - City of Washington 2. Final Phase - Sixth Street Crossing - Donora Borough 3. Central Avenue Road Reconstruction Project - City of Washington New Business: Chief Clerk requested authorization to advertise for bids for a burst tool for the Lone Pine Fire Department. Moved by Mr. Gilmore, seconded by Mr. Mascara, authorizing the Chief Clerk to for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Agreement with Henkels & McCoy for the purpose of training five (5) CETA participants as Cable Installers. The contract will not exceed $1,195.00_and will run from Feb 1, 1983--through Sept. 30, 1983. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Agreement with Henkels & McCoy. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara read the following Resolution: WHEREAS, the Federal General Revenue Sharing program expires September 30, 1983; and WHEREAS, the General Revenue Sharing program is the most visible local return of the Federal tax dollar; and WHEREAS, the General Revenue Sharing progarm allows municipalities the freedom to tailor spending to individual commmity needs; and WHEREAS, the General Revenue Sharing program has enabled counties to finance projects and services for their citizens that they otherwise would not be able to provide; and WHEREAS, property taxes or other taxes and user fees would have to be raised to offset any loss of General Revenue Sharing funds or program services reduced; and WHEREAS, favorable action needs to be taken on the General Revenue Sharing program before municipalities begin to work an their 1984 budgets. NOW, THEREFORE, BE IT RESOLVED, that the County of Washington, Pennsylvania, urges the President and the Congress to work for an early re-enactment of the Federal General Revenue Sharing program as it now exists; and BE IT FURTHER RESOLVED, that copies of this Resolution be sent to the President, the Pennsylvania Senators and the House Members representing this district in Congress and to the Pennsylvania State Association of County Commissioners. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Bank with Gallatin Bank for a new checking account - Washington County Health Center Patient Welfare I Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Bank Resolution and authorizing the execution of the necessary signature cards. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that Mrs. Ruth Morgan of Washington has been for appointment to the County Library Board of Directors representing the Citizens Library (re- placing Joyce McClay). Said appointment would expire December 31, 1983. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing appointment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Chief Clerk informed the Board that the following did fdua. s have been recommended for to the Washington County Hospital Authority: Robert Fuller (replaces Timio Vitullo) Burgettstown Term expires 12-31-86 James Gregorakis (replaces Mario DeAngelo) Canonsburg Term expires 12-31-87 Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing appointments to the Washington County Hospital Authority. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that Dr. Adlai Michaels of Washington has been recce appointment the Industrial Development Authority for a five-year term expiring December 31, 1987 (rep IW. Scott Russell). Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the appointment of Dr. Adlai Michaels as per above, Roll call vote taken: Mr. Gilmore - Yes; Mr, Mascara - Yes, Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Mary Drake Korsmeyer who would be a menber of the Board of Standing Masters in (Divorce at the annual rate of $7,000, effective January 1, 1983. Chief Clerk noted that this !will increase the number of Masters from five to six. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Agreement with jAttorney Mary Drake Korsmeyer. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Cross Creek Township whereby the Township will maintain LR 62035 for a total cost not to exceed $750.00. Said work to be performed during the period of December 1, 1982, through March 31, 1983. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the Agreement with Cross Creek Township as per above.
