COMMISSIONERS Minute No. 151 Washington County Commissioners Washington, PA, February 3, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara and Gilmore. Absent being: Commissioner Paluso whc is in the hospital. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authority; Henry Fiumelli, Director of Human Services; Farrell Jackson, Coroner; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Scott Myers, WKEG and Mary Herrington, League of Women Voters Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 150, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Mascara, that Minute No. 150 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consider- ation and approval a Resolution authorizing the Board of Commissioners to execute an Agreement with the North Strabane Township Municipal Authority to pay certain expenses relative to the operation of a holding tank in the Washington County Industrial Park - North Strabane. Mr. Bo - briefly explained the details of this agreement. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. r' Motion carried unanimously. (Mr. Fiumelli entered the meeting) Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $71,500.00 - Employment & Training Program New Business: Chief Clerk requested authorization to advertise for bids for the delivering of ballot boxes with election supplies and voting devices, the purchasing and/or printing of ballot cards and the supplying and printing of ballot pages for the Primary Election. Moved by Mr. Gilmore, seconded by Mr. Mascara, giving the Chief Clerk authorization to advertise for bids as per above. COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the Adult Grant -in -Aid Application to the Board of Probation and Parole for calendar year 1983 the amount of $73,349.86. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the Grant -in -Aid Application per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Joint Funding Agreement between the County and the U. S. Department of the Interior, Geological Survey, for a water resources investigation of Washington County for the period of October 1, 1982 to September 3 1983. Chief Clerk noted that the agreement is in the amount of $15,000 and will be paid through Conmrnun.ity Development fiords. Commissioner Gilmore briefly explained some of the details of this project. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Agreement between the County and the U. S. Department of the Interior, Geological Survey. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Note R Washington County authorizes the issuance of a series of Tax Anticipation Notes to Pittsburgh National Bank in the amount of $3,100,000. (A copy of said Note Resolution attached hereto and made a part of the minutes.) Moved by Mr. Gi1wre, seconded by Mr. Mascara, adopting the Note Resolution as per abc Roll call vote taken: w Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request for a Supplemental Appropriation of $7,500 for the Adult Services Block Grant to Account No. 0174-434-19 from Unappropriated , Balance. 2. Request from the Sheriff's Office for the transfer of $1,500 from, Account No. 503-452-00 (Automotive) to Account No. 503-458-00 (Clothing). 3. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of Agreement with Daniel L. Chunko, Esquire, as the Mental Health Review Officer. Chief Clerk that the term of this agreement shall be from Janaury 1, 1983 thru June 30, 1983, at the rate of $1,333.33 per month. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the Letter of Agreement with Daniel L. Chunko as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced that the draft application of the Health Systems Agency of Southwestern Pennsylvania for federal assistance to the Department of Health and Human Services available for public inspection and comments in the Washington County Human Services Office located on the 5th floor in the Courthouse Square Building. 4n1 i ri t-nr Solicitor Bassi presented to the Board for their consideration and approval the Tax Refunds.
