PALUSO, COMMISSIONERS Minute No. 153 Washington County Commissioners Washington, PA, February 17, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara and Gilmore. Absent being: Commissioner Paluso who is ill. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicito Bassi, Edward DuJordan, Administrative Assistant; Roland Bourke, Executive Director of the Redevelopment Authority; Lou Lignelli, Director of Property & Supplies and WCETA; J. Bracken Burns, EMS Director; James Ha, C. S. McKee representative; Linda Hands, Clear. -Steno II; Jim Jefferson, WJPA; Scott Myers, WIWEG; Jon Stevens, Observer -Reporter and JQa m Sarkett, Browns- ville Telegraph. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 152, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Mascara, that Minute No. 152 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consider- ation and approval a Resolution approving the Redevelopment Proposal for the Blaine Avenue Redevelopment Area. Mr. Bourke briefly outlined the -project. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $40,200.00 - Employment & Training Program Chief Clefk made available to the news media a News Release in reference to the follow- ing project: 1. C mnnm.ity Building Project in Dunlevy Borough New Business: Chairman Mascara read the following Proclamation: WHEREAS, unemployment is one of the most serious problems confronting our nation today; and WHEREAS, the Pennsylvania Unemployment Compensation Office lists unemploy- ment in Washington County at approximately 16 percent based on January figures with an even higher unemployment rate in the Monongahela Valley Area of the County; and 1 MINUTE BoOK 31 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS iL F� WHEREAS, KDKA Television has organized a regional effort to provide assistance for families who have suffered severe economic hardships due to unemployment through various food collection centers in the counties which have been most affected; and WHEREAS, KDKA Television has organized a Washington County Food Collection Center to be conducted for the benefit of the unemployed residents of this County. 'THEREFORE, BE IT RESOLVED, that the Board of County Commissioners support KDKA Television in its Washington County Food Collection Center and that we call upon every employee of this County to join us in contributing to the effort by bringing food items to a Washington County Employees Food Collection Center to be established on Thursday, February 17, and Friday, February 18, at the Courthouse Square Office Building and the Washington County Health Center. BE IT FURTHER RESOLVED, that we ask all of our citizens who are financially able to do so to participate in the KDKA and Washington County effort by bringing food to the KDKA Food Collection Center to be held at the Washington Mall on Saturday, February 19, between the hours of 11:00 a.m. and 2:00 p.m. Moved by Mr. Gilmore, seconded by Mr. Mascara, adopting the foregoing Proclamation. Miller of the Observer -Reporter entered the meeting) Chief Clerk presented to the Board for their consideration and approval the following (Supplemental Budget Appropriation requests: 1. Request for a Supplemental Appropriation of $2,100 from Unappropriated Balances to Budget Line Item 616,2,10.', in order to pay holding tank charges per agreement between the County and. North Strabane Township Mkmicipal Authority. 2. Request from the Clerk of Courts for a Supplemental Appropriation,of $3,000 from Unappropriated Balances to Budget Line Item 154.1 (Personal Services) in order to compensate the Solicitor - RE: Crews vs. Petrosky Civil Action 80283J. Moved by Mr. Gilmmre, seconded by Mr. Mascara, approving the foregoing Supplemental Budget Appropriation requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unani musly. Chief Clerk presented to the Board for their consideration and approval an Agreement with Pete Dorchak as posting agent for the Tax Claim Bureau for a period of seven (7) months conren.cing on the 1st day of April, 1983, and ending on the 31st day of October, 1983 for a sum not to exceed $9,000. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Agreement with Pete Dorchak. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
