PALUSO, COMMISSIONERS No. 158 Washington County Commissioners Washington, PA, April 7, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Executive Assistant DuJordan, Administrative Assistant Davis, Solicitor Bassi, Coroner Jackson, Bill Sember, Director of Plamming and Development; Earl Bugaile, Planning Department; John Litz, Director of Children & Youth; Henry Fiumelli, Director of Hunan Services; Linda Hands, Clerk -Steno II; John Turner, Fred DeLong and Martha McCleery, Greater Washington Board of Realtors; Scott Myers, UKEG; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA and Joann Sarkett, Brownsville Telegraph, Chairman Mascara called the meeting to order at approximately 10:00 a,m, and asked if there were any corrections, additions or omissions to Minute No. 157, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 157 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara -Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read a Proclamation declaring the week of April 10-16, 1983, as PRIVATE PROPERTY WEEK in. Washington County. Mr. Mascara then presented the Proclamation to Fred DeLong of the Greater Washington Board of Realtors. Mr. John Turner, a realtor, then made some comments. Moved by Mx. Paluso, seconded by Mr. Gilmore, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Mr. Gillespie, Mrs. Pennline and James Provance entered the meeting) Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $8,529.11 - Medical Assistance 2. Commonwealth of Pa. - $37,711.00 - Adult Services Block Grant 3. Commonwealth of Pa. - $50,360.00 - Children. & Youth Title XX Block Grant - 4th quarter payment 4. U. S. Treasury - $18,000.00 - Employment & Training Program Chief Clerk made available to the news media a News Release in reference to the pro j ect : 1. Rehabilitation of Washington Senior Citizens Center New Business: Chief Clerk presented to the Board for their consideration and approval a Preapplicatiom for funding from the -Federal Aviation Administration (FAA) in the amount of $625,000 to be used 1�t in the continuing expansion and improvement program at the Washington County Airport. PALUSO, COMMISSIONERS 11 1 Clerk noted that the grant will be seeked through a Jobs Bill recently enacted by Congress to create work in the construction industry. Chief Clerk explained that the grant would include expansion of existing facilities in the amount of $475,000 and $150,000 to install a partial Instrumental Landing System (ILS). Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Preapplication and authorizing the Chairman to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr, Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the agreement with Richardson, Gordon and Associates of Pittsburgh, Pennsylvania, for the provision of professional services for the 1982-83 Airport Development Projects at the Washington County Airport. Chief Clerk explained that the Amendment amends Paragraphs 2.A.4 and 2.A.5. of the original agreement but noted that the total sum of the engineering costs remain unchanged. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Amendment to the agreement with Richardson, Gordon and Associates. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandum. of Agreement with Local 585, Service Employees International Union, tano-erning Article XII (vacations) of the labor agreement. Chief Clerk noted that the purpose of this Memorandum of Agreement is to clarify the interpretation and application of the earning and usage of annual vacation entitlement and shall apply prospectively from January 1, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Memorandum of Agreement Local 585, Service Employees International Union as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a 5-year lease with John Tarr of Washington, Pennsylvania, for the leasing of land at the Washington County Fairgrounds at the rate of $300.00 per year payable to the Washington County Agricultural Fair, Inc. Chief Clerk noted that the lease will commence on April 11, 1983. per above. Solicitor: Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the lease with John Tarr as Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
