PALUSO, COMMISSIONERS Minute No. 153 Washington County Commissioners Washington, PA, April 14, 1983 The Board of Washington County Commissioners net in regular session with the following members being present: Commissioners Mascara, Gilmore and Palusp,. Also being presep.t: Chief Clerk Dallatore, Executive Assistant DuJordam, Administrative Assistant Davis, Solicitor Bassi., 1 Bugaile and Floyd Laubham of the Planning Department; Linda Hands, Clerk -Steno II; Margaret 1, Amy Tonti, Cindy Derrico and Grace Hopwood, representatives of the Washington County 1 on Alcoholism and Drug Abuse Center; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No. 157, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 157 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read a Proclamation designating the week of April 17-24, 1983, as 'VICTIMS RIGHTS WEEK" in Washington County in cooperation with a statewide effort being conducted by the Pennsylvania Coalition Against Rape and recognizing the Washington County Council on Alcoholism and Drug Abuse Center in Washington County for its continued programs and services in supportive and counseling services for the victims of rape and sexual assault. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara then presented the Proclamation to Margaret Harrell, Executive Dj "The Center". Ms. Harrell then made a few comments. ence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $40,000.00 - Employment & Training Program 2. Commonwealth of Pa. - $2 , 086.05 - Medical Assistance 3. Commonwealth of Pa. - $12,854.12 - Day Care Contract - t1mnth of February, 1983 4. Commonwealth of Pa. - $21,453.00 - 1983 Adult Probation Grant -in -Aid Chief Clerk announced that the draft 1983 Annual Implementation Plan of the Health (System Agency of Southwestern Pennsylvania is available for public inspection and comment in the Human Services Office located on the 5th floor of the Courthouse Square Building. 1 ZE MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS New Business: Chief Clerk presented to the Board for their consideration and approval the following Proclamation: WHEREAS, Michael Seibert is a native of the City and County of Washington, Pennsylvania, and has achieved fame as a Figure Skater with his partner, Judy Blumberg of Tarzana., California; and WHEREAS, Michael Seibert and Judy Blumberg have recently won their third consecutive United States National Figure Skating Championship in competition held in the City of Pittsburgh; and WHEREAS, Michael Seibert and Judy Blumberg have most recently won the Bronze Medal in the World Figure Skating Championships, ranking them among, the top three ice -dancing teams in the world; and WHEREAS, Michael. Seibert and Judy Blumberg will enter the 1984 Winter Olympics in Yugoslavia and will represent not only Washington County but the hopes of all Americans for a Gold Medal in their event; and WHEREAS, Michael Seibert and Judy Blumberg have returned to Washington County to be honored by its citizens for the international fame they have achieved personally, at the same time bringing a measure of international fame to the City and County of Washington. THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Washington County pay tribute to Michael Seibert and his dance partnter, Judy Blumberg, and extend to them our most sincere wishes for their good fortune in the events which they will enter in the future. BE IT FURTHER RESOLVED that we proclaim April 15, 1983, as MICHAEL SEIBERT DAY IN WASHINGTON COUNTY and urge the citizens of this County to bid him welcome during his homecoming. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Intermediate Patient Care Transfer Agreement between the Washington County Health Center and the Curry Memorial Nursing Home located in Waynesburg, Pennsylvania, for a period of one year, effective March 24, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Intermediate Patient Care Transfer Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval two proposals to provide Social Services to older persons through the Southwestern Pennsylvania Area Agency on Aging for the program period of July 1, 1983 thru June 30, 1984 for the following programs: Adult Day Care Tentative budget of $88,120 Adult Services Tentative budget of $961,735 n E MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with Blue Cross/Blue Shield of Western Pa. for Blue Cross/Blue Shield and Major Medical Coverage. Chief Clerk noted that these agreements include the "Cost Containment" benefit and are retroacti to 9-1-82 thru 2-28-83. (Note: New rates for period of 3-1-83 to 2-29-84 were approved at on 1-13-83, p. 7). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agreements with Blue Cross/Blue Shield of Western Pennsylvania and authorizing the Chairman to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation request: 1. Request to increase the Adult Services Block Grant Fund D.C.A. Budget Line No. 319.2 in the amount of $37,711 as a result of the receipt of additional funds in that amount. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Appropriation request. Solicitor: Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi presented to the Board the following Tax Claim Bureau Resolutions: Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 59, for property situate in Canton Township, Washington County, Pennsylvania, sold on September 10, 1979, Tax Claim Bureau Sale, being described as 1 Sty Fr Hse, Lot 596, DB 1511-248, situate in Canton Town- ship, Washington County, Pennsylvania and formerly assessed in the name of Harold Jr. & Amy be approved and that the sum of $720.00 be accepted from CANTON TOWNSHIP, Washington Tax Claim Bureau receiving the consent of the taxing districts involved: Trinity Area School District - 3-3-83 and Canton Township - 3-3-83. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 60, for property situate in Donora Borough, Washington County, Pennsylvania, sold on September 13, 1976, Tax Claim Bureau Sale, being described as Part Lot 14-15, DB 432-390, situate in Donora Borough, Washington , Pennsylvania and formerly assessed in the name of Gregg L.
