PALLISO, COMMISSIONERS Minute No. 160 Washington County Commissioners Washington, PA, April 21, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Executive Assistant DuJordan, Administrative Assistant Davis, Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authority; Charles Gillespie, Budget Dire Earl Bugaile, of the Planning Department; John Litz, Director of Children & Youth Office; Henry Fiumelli, Director of Human Services Department; J. Bracken Burns, Director of EMS; Linda Hands, Clerk -Steno II; Grace Hopwood, WYTK; Scott Niyers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Obsery Reporter; Joann Sarkett, Brownsville Telegraph; James Provance, Herald -Standard; Lucy Rea, inter citizen; Dolores Hart and Cathy Duchess, representatives of the Professional Secretaries Inter- national and Lt. Carney of the Salvation Army. Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No. 159, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 159 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Nation carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, professional secretaries who do their jobs efficiently and effectively are the cornerstones of every office; and WHEREAS, the technical and organizational skills of the professional secretary are essential to the function of County and Municipal offices as well as the business and industry throughout Washington County; and WHEREAS, the demands of increased office productivity require,evenmore highly skilled professional secretaries; and WHEREAS, the week of April 24-30, 1983, has been designated Professional Secretaries Week by the Professional Secretaries International, its originator and sponsor. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners proclaim the week of April 24-30, 1983, as PROFESSIONAL SECRETARIES WEEK in Washington County and ask that management everywhere in Washington County join in recognizing the outstanding professionals in their offices, and further proclaim WEDNESDAY, APRIL 27th, as PROFESSIONAL SECRETARIES DAY. Chairman Mascara then presented the Proclamation to Dolores Hart of the Professional Secretaries International. PALUSO, COMMISSIONERS 0 u f] Chairman Mascara read the following Proclamation: WHEREAS, the nation's current economic conditions have created widespread unemployment and poverty; and WHEREAS, persons affected by the loss of jobs and financial income have been unable to purchase necessary food to sustain an acceptable standard of living; and WHEREAS, The Salvation Army and WYTK, K-Country Radio, have entered into a joint campaign to fight hunger and poverty among the unemployed and economically disadvantaged of Washington County and for this purpose have organized a week-long effort to build a "fountain of Food" that will be used for the purpose of feeding the hungry families of Washington County; and WHEREAS, The Salvation Army and WYTK will be joined in their efforts by local businesses and organizations through food collection points which will be established through the greater Washington area. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners proclaim the week of April 25-30, 1983, as FOOD FOR THE HUNGRY WEEK in Washington County and support the week-long efforts being sponsored to build a "fountain of Food" to feed the unemployed and hungry citizens of the County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes, Motion carried unanimously. Chairman Mascara then presented the Proclamation to Grace Hopwood of WYTK. Henry Fiumelli, Director of Human Services, requested that the Board approve the submittal of an application to the Pennsylvania Department of Transportation (Perm. DOT) to receive up to $350 thousand in funding for a reduced -fare transportation program for senior citizens of the County under Section 406 of Act 101 of 1980. Mr. Fiumelli then introduced Mr. Martin Fertal of the consulting firm, Comsis Corporation of Bridgeville, Pennsylvania, who explained the program and how the funds will be used. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the submittal of the foregoing application. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Roland Bourke of the Redevelopment Authority presented to the Board for their considers tion and approval a Resolution approving an Enterprise Development Area Program (EDAP) app and authorization of its submission to the Pennsylvania Department of Co mamity Affairs. Mr. Bourke briefly outlined this application. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara - Yes. Motion carried unanimously. Mr. Bourke also presented to the Board for their consideration and approval a Res authorizing the County of Washington to execute Amendment No. 2 to a Grant Agreement with the U. S. Housing Authority Projects (Canonsburg and Washington) Chief Clerk informed the Board of a. notice from the Administrative Office of Pennsyl Courts that the next course of instruction for prospective District Justices will be conducted June 6 through July 1, 1983. New Business: Chief Clerk requested authorization to advertise for bids for an ambulance for the Denbo -Vesta Fire Department. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Small Agreements with the Pennsylvania Department of Environmental Resources, State Conservation Commission, for 25% reimbursement of cost -share items for the Harman Creek Watershed ($14,000) 1 and Cross Creek Watershed ($2,500). Chief Clerk presented to the Board for their consideration and approval a Proposal from William Atcheson of Fredericktown, Pennsylvania, for garbage service at Ten Mile Creek Park at rate of $100 per month. Chief Clerk noted that there is no increase in the rate and is effective June 1 thru October 31, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proposal from Atcheson. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Notion carried uanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandan of Understanding with Service Employees International Union, Local 585, concerning a waiver for the regular bidding procedure for the District Justice Secretaries, (see Salary Board Minute No. dated 3-24-83, pp. 64-66). Said waiver reads as follows: "A waiver to allow the second person in the office to bid for the grade and step of the District Justice Secretary position, if they have completed one year in the office. If less than one year of service is completed by the person within the office, they would receive Pay Grade 7, Step Base. Upon completion of one year they will move to Grade 7, Step 5". Chief Clerk presented to the Board for their consideration and approval an Agreement with South Franklin Township Fire Company in the amount of $750.00 for the purpose of providing fire protection of County lands and buildings within their respective jurisdiction, namely, the County Airport. This agreement will cover the period of January 1 through December 31, 1983. Chief Clerk noted that this agreement was inadvertently omitted from the list of fire companies which were approved on March 10, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with South Franklin Township Fire Company. Chief Clerk presented to the Board for their consideration and approval a Renewal Agreement with the Washington. COMMISSIONERS Health Center at the rate of $17,00 per hour. Said Agreement shall be for a period of one year, effective March 31, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with The Washington Hospital as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. (Mrs. Permline entered the meeting) Chief Clerk presented to the Board for their consideration and approval the following two Resolutions in connection with the Harmon Creek Flood Control Project (Site 481). (1) WHEREAS, the County of Washington, pursuant to the provisions of the Act of January 26, 1972, Act No. 4, adopted Resolution No. 141-1 on October 18, 1978, pertaining to condemnation of certain tracts of ground in Hanover and Smith Townships, Washington County, Pennsylvania, for purposes of flood control, recreation and fishing, and WHEREAS, an amending resolution was adopted on November 2, 1978, to correct the descriptions of two of the tracts to be condemned, and WiIEREAS, the County of Washington now deems it necessary and prudent to revoke the condemnations hereinafter referred to, BE IT RESOLVED that the County of Washington hereby revokes the following condemnations or declarations of taking, and further resolves that Declarations of Relinquishment shall be filed, together with any and all other acts and documents that may be necessary to effectively revoke the said condemnations: a. Washington County v. Dr. Glenn M. Roberts and E. Jean Roberts, 64 November Term 1978 A.D. b. Washington County v. Starvaggi Charities, Inc, 65 November Term 1978 A.D. c. Washington County v. Starvaggi Industries Inc., 66 November Term 1973 A.D. (2) BE IT RESOLVED that the County of Washington, pursuant to the provisions of the Act of January 26, 1972, Act No. 4, acquire by voluntary conveyances or condemnation for purposes of flood control and recreation the following tracts of land, all being in Washington County, Pennsylvania. 1. A tract of 11.7 acres in Hanover Township now owned by Glenn M. Roberts and E. Jean Roberts, his wife. Being a portion of the tract conveyed by E. Roy Klein et ux. to Glenn. M. Roberts and E. Jean Roberts, his wife, by deed dated April 20, 1966, and recorded in Deed Book 1249, page 797. 2. A tract of 2.5 acres more or less in Smith Township awned by Starvaggi Charities,, Inc. Being a portion of Tract FIRST conveyed by Greensburg-Comellsville Coal & Coke Co. to Starvaggi Charities, Inc., by deed dated August 1, 1961, and recorded in Deed Book 1112, at page 361. 3. Being a portion of tract I_conveyed by National Steel Corporation to Weirton Ice and Coal Supply Company, by deed dated December 26, 1968, recorded in Deed Book 1291, page 139. 5. A tract of 11.0 acres more or less in Smith and Hanover Townships owned by Starvaggi Industries, Incorporated. See Corporation Book 16, page 1099 for Certificate of Merger. Being a portion of Tract Number Six described in the deed from Weirton Ice and Coal Supply Company to Pennweir Construction. Company, dated Feburary 21, 1962, recorded in Deed Book 1123, page 311. 6. A tract of 61.4 acres more or less situate in Smith and Hanover Townships. Being a portion of the premises conveyed by David Walker to Goodwill Hill Fishing Club, by deed dated October 21, 1939, and recorded in Deed Book 631, page 627. Be it further resolved that any condemnations so instituted may be discontinued in favor of negotiation and purchase at any time. Chief Clerk informed the Board that Judith Fisher of Washington, Pennsylvania, has been recommended for appointment to the Washington -Greene D/A Planning Comnission for a 3-year term (May, 1983 to May, 1986) filling a vacancy in the "Optional" slot. Chief Clerk also noted that Sandra Morgan of Houston, Pennsylvania, and Robert Willison of Charleroi, Pennsylvania, have been recommended for reappointment to the Comni.ssion for 3-year terms (April, 1983 to April 1986). Request from the Adult Probation Office for a supplemental appropriation of $21,840 to be transferred from Line No. 1499 (Unappropriated Balances) as follows: $19,640 to Line Item 201.1 and $2,200 to Line Item 201.2.
