PALLISO. COMMISSIONERS Minute No. 161 Washington County Commissioners Washington, PA, April 28, 1983 i with the following The Board of Washington County Commissioners met in regular session th members being present: Comnii.ssioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore; Executive Assistant DuJordan, Administrative Assistant Davis; Attorney Retos, Farrell Jackson, Coroner; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jeffers) WJPA; Joann Sarkett, Brownsville Telegraph; James Provance, Herald -Standard and Lucy Rea, interest citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions -to Minute No. 160, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 160 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $52,000.00 - Employment & Training Program Business: Chief Clerk requested authorization to advertise for bids for a one-year supply of office supplies to be delivered as needed by the vendor. Moved by Mr. - Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to payment of County funds in the amount of $200.93 to the Westmoreland County Employment and Training Agency. Chief Clerk explained that this amount will negate Washington County's share of a questioned cost derived from an audit performed on the Southwest Pennsylvania Manpower to which the Washington County Employment & Training Agency belonged during the period lof August, 1977 through December, 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the payment to the County Employment and Training Agency as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Request from the Parks Department for the Supplemental Appropriation of,�,17,700 t-o-be ` 4b=ddfrom Capital Expenditures DCA Line Item 1499 (Unappropriated Balances) to Capital Expenditures Line Item 607.4 (Parks - Capital Outlays). 2. Request for the Supplemental Budget Appropriation of $30,000 to establish Human Services - M.I.S. Fund DCA Budget Line Item No. 117.2 (Other Services). Source of said approprition is the estimated funds to be received during 1983 which were not pre- viously appropriated. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation requests. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor: Attorney, George Retos of the'Solicitor's Office presented to the Board for their consideration and approval a request for the issuance by the Washington County Industrial Development Authority of 1xbrtgage Purchase Notes in the amounts not to exceed $375,000, $175,000 and $350,000. Attorney Retos lained that the Authority been requested to issue said notes 2 on behalf of: � ion -2 -a3-F�10J- ­� U 1. Middleman Enterprises - for the purpose of acquiring certain ($375,000) real property situated at 50 North Main Street, Washington, Pennsylvania, and making improvements thereto; 2. John and Doris V. - for the construction of a building at Sapia 7th Street & McKean Avenue, Charleroi, ($175,000) Pennsylvania, for the purpose of retail sales; 3. Banksville Investments - for renovation and remodeling of a building at 200 Station Street, McDonald, Permsylvania, for the purpose of a retail food market. There were no comments nor questions from the public. However, Mr. Paluso questioned what happens if the :indivduals do not follow through with their projects, Mr. Retos advised Mr. Paluso that the Industrial Development Authority provides that in the event that these people do not do what they are required to do by statute within 18 months from the date of this approval, then the entire project is forfeited. Mr. Paluso requested that such items be submitted to the Commissioners at least a week in advance with the accompanying information, particulars, etc,, so that they could review the projects prior to the meeting. Moved by Mr. Gilmore, seconded by Mr. Paluso, that .after reasonable notide -and -a public hearing, the County Commissioners hereby approve the issuance of the aforesaid Mortgage Purchase Notes and the Projects to be financed thereby and designate the Chairman of the County Commissionars as the "applicable elected representative" -of Washington County and authorize him to execute any certificate or document required to be executed in connection with the aforesaid. )Fva11 ` call vote taken: Mr. Paluso - Yes; Mr .
