Minute No. 162
Washington County Commissioners
Washington, PA, May 5, 1983
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara and Gilmore. Absent being: Commissioner Paluso.
Also being present: Chief Clerk Dallatore, Executive Assistant DuJordan, Administrative Assist
Davis; Solicitor Bassi, Farrell Jackson, Coroner; Earl Bugaile, Planning Commission; Virginia
Glass, Conservation District; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim
Jefferson, WJPA; Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph and Jim Provance,
Herald -Standard and Norman. Baker, interested citizen.
Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if
there were any corrections, additions or omissions to Minute No. 161, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Mascara, that Minute No. 161 be approved as read
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the well-being of our people depen4 upon the production of
ample supplies of food, fiber and other products of the soil; and
WHEREAS, the quality and quantity of these products depend upon the
conservation, wise and proper management of the soil and water resources; and
WHEREAS, our people have a mutual interest in the land and share the
responsibility of preserving its productivity; and
WHEREAS, conservation districts provide a practical and democratic
organization through which landowners are taking the initiative to conserve
and make proper use of these resources; and
WHEREAS, the conservation districts are carrying forward a program of
soil and water conservation in cooperation with numerous agencies and countless
individuals;
NOW, THEREFORE, We, the Board of County Commissioners of Washington County,
in full appreciation of the value of the soil to the public welfare, and
desiring to honor those who protect it, do hereby proclaim May 8-15, 1983, as
SOIL STEWARDSHIP WEEK in Washington County, Pennsylvania.
Moved -by Mr. Gilmore, seconded by Mr.� Mascara, adopting the foregoing Proclamation.

Old Business: Bids Glass of the Conservation District.
Solicitor Bassi noted that the bids for the Equipment Hauling Trailer for the Parks
Department are still being reviewed and recommended that the Board continue to table the bads,
Moved by Mr. Gilmore, seconded by Mr. Mascara that the bids for the Equipment Haul
Trailer for the Parks Department continue to be tabled as per above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $44,000.00 - Employment & Training Program
2. Ccmmmwealth of Pa. $3,845.91 and $1,262.63 - Medical Assistance
3. Commonwealth of Pa. - 3,2$ 10.12 - Section 406 - payment for incurred
planning costs
4. Commonwealth of Pa. - $18,548.34 - Day Care Contract -Month of March
Chief Clerk made available to the news media a News Release in reference to the
proj ect
1. Housing Authority authorized by HUD to request bids for construction of
High -Rise for the elderly in Bentleyville
New Business:
Chief Clerk presented to the Board for their consideration and approval the following
Proclamation:
WHEREAS, small business plays an important role in the economy
of the nation and Washington County by providing employment opportunities
to many thousands of persons; and
WHEREAS, small businessmen and women have become the acknowledged
leaders of their communities by taking part in the governmental process
and by offering their valuable suggestions to governmental leaders; and
WHEREAS, the citizenry of Washington County relies on the small
businesses of their communities as a source for their consumer products; and
WHEREAS, the U. S. Small Business Administration is sponsoring a
week-long salute to the small businessmen and women of cities
throughout the nation.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners declare the week of May 8 - 14th as SMALL BUSINESS WEEK
in Washington County and call upon all Countians to join us in this
tribute to these leaders who are the backbone of the local economy.
Moved by Mr. Gilmore, seconded by Mr. Mascara, adopting the foregoing Proclamation.

Chief Clerk presented to the Board for their consideration and approval the following
two Change Orders with Coffey Construction Company for the general construction contract for the
Jail Renovation Project:
1. Change Order #G2 - $5,074.00
2. Change Order #G3 - $5,643.00
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Change Orders
with Coffey Construction Company.
Roll call vote taken:

Chief Clerk presented to the Board a request to renew the agreement with Computer
tems (CES) for the purpose of continuing the maintenance agreement on the Aleph Ballot
the period June 1, 1983 to June 1, 1984, in the amount of $4,170.00.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the Agreement with CES as per

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Agreement of
with the Washington -Greene Community Action Corporation for the purpose of making
le a plot of ground located behind the Com mity Action building for community gardening.
Clerk noted that this agreement will be in effect immediately and will remain in effect
a change or termination is requested by either party.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the Agreement of Understanding
the Washington -Greene Community Action Corporation as per above.

Chief Clerk presented to the Board for their consideration and approval the following
Supplemental Budget Appropriation request:
1. Request from the Adult Probation Office for the transfer of
$950 from DCA Budget Line No. 201.2 (Other Services) to 201.3
(Materials & Supplies) in order to facilitate processing and
subsequent payment of outstanding purchase orders.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Supplemental
Budget Appropriation request.

Chief Clerk announced to all those present that the Prison Board Meeting has been re-
scheduled to May 25th in the Commissioners' Conference Room at 11:30 a.m.
