Washington, PA, May 12, 1983
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore,FiL-,�ri _AA; stmt DuJordan, Administrative Assistant Davis, Coroner Jackson,
Mrs. Dolores Mascara, Lou Lignelli, WCETA Director; Bill Sember, Planning Comnission; Linda Hands,
Clerk -Steno II; Lee Symons of the Southwestern Pa. Area Agency on Aging; Anthony Luppino, Directoz
of Adult Services; Debbie DeStefano, Senior Citizen Center Supervisor; Wilma. Toth, Chairperson foz
the Washington County Advisory Council on Aging; Joann Sackett, Brownsville Telegraph; Scott Myers
WKEG; Jon Stevens, Observer -Reporter; Jim Provance, Herald -Standard and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately 10:10 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 162, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 162 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, May has been appropriately designated as Older Americans Month;
WHEREAS, the nearly 50,000 older residents of Washington County form
the solid foundation of our County's commmity and social structure; and
WHEREAS, Washington County's population of residents age 60 years
and over constitutes fully twenty percent or one in five of our overall
population; and
WHEREAS, We, the Board of Comni.ssioners of Washington County, have
endeavored to prioritize the needs of our older adults commensurate with
both their tremendous contributions to our County's social fiber as well
as their expressed desire for programs and services designed to address
their particular needs.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners designate the month of May as OLDER. AMERICANS NDNTH in
Washington County and salute the older adult residents of the County for
their dedication, support and consistent contributions to our County's
economic, moral and social well-being.
BE IT FURTHER RESOLVED, that we continue our sincere efforts to
provide all older Washington County residents with a full range of
programs and services designed to alleviate loneliness and isolation;
to promote comet nrity, social and recreational opportunities; to develop
good nutritional and health awareness; and to insure that our older
adults remain active, alert, healthy and productive members of our con mity.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation.

for their consideration and approval the following proposed Resolution:
WHEREAS, the Wheeling Creek Watershed Commission is constructing a dry dam,
PA-648, on the Enlow Fork of Wheeling Creek, in Washington and Greene Counties,
Pennsylvania, which will be the last component of the Conmi.ssion's flood control
project; and
WHEREAS, the Enlow Fork Valley contains much natural habitat worthy of
preservation as delineated by the Western Pennsylvania Conservancy and other
agencies; and
WHEREAS, the Compact of the Wheeling Creek Watershed Commission states that
if Washington and Greene Counties are not interested in leasing the dam and
surrounding land, then they must give their approval to any alternative
disposition of the property; and
WHEREAS, contingent upon the Counties' approval, the Wheeling Creek Watershed
Commission plans to transfer property purchased at the PA-648 site to the
Western Pennsylvania Conservancy in exchange for management of the land and
cleaning of debris at the dam.
THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Washington Coun
do hereby disclaim any and all interest in owning or leasing lands purchased by
the Wheeling Creek Watershed Commission's intent to transfer the property to
the Western Pennsylvania Conservancy.
. Bawer briefly explained the details outlined in the Resolution. Commissioner Paluso c
. Bower for her efforts and the efforts of the Western Pennsylvania Conservancy.

Chief Clerk informed the Board that the Parks Department Director has recommended that
for the Equipment Hauling Trailer be awarded to the law bidder, BULL INTERNATIONAL, INC.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Equipment Hauling
be awarded as per above.

Chief Clerk informed the Board of the receipt of the following check:
1. U. S. Treasury - $35,000.00 - Employment & Training Program
New Business:
Chief Clerk presented to the Board for their consideration and approval the following
WHEREAS, Doug Kotar has brought fame and national recognition to himself and
to Washington. County as a high school, college and professional football player; an
WHEREAS, Doug Kotar's professional career was cut short by a tragic illness
resulting in great personal expense for his family; and
WHEREAS, celebrities in sports and entertainment as well as citizens of Wash-
ington County will participate in a benefit bowling tournament to be held on
Saturday, May 14th, to raise funds to benefit Doug Kotar and members of his family.
THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners
declare Saturday, May 14th, 1983, as DOUG KOTAR DAY in Washington County and urge

JAgreement with Edwards Chapel United Methodist Church for property located in Nottingham Township,

Chief Clerk informed the Board that Mary L. Weaver of Washington, Pennsylvania, has
(recommended for appointment to the Children and Youth Social Services Advisory Committee for a
three-year term, effective immediately.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the the appointment of Mary L.
Weaver as per above.

Chief Clerk informed the Board that James A. Malone, Jr., of Canonsburg, Pennsylvania,
has been recommended for appointment to the Washington -Greene Drug and Alcohol Planning
to fill a vacancy in the "Labor" category. Chief Clerk noted that the appointment would be
immediately and would be a three-year term.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of James A.
Jr. as per above.

Regarding the WCETA Program, Chief Clerk presented to the Board for their considerations
and approval an Agreement with California State College Alumni Association for the purpose of
training forty (40) CETA-SYEP participants in day camp activities training. The contract period
will be from May 15, 1983 thru September 30, 1983. The contract will not exceed $15,000.00.
Chief Clerk also presented to the Board for their consideration and approval a Lease
Agreement with the First National Bank and Trust Company to lease an office in the First Financie
Plaza, Roam 411, Washington, Pennsylvania. The lease will entail the period of May 16, 1983 thrL
August 31, 1983, at $750.00 per month including utilities. Chief Clerk noted that this office
space will be utilized for the purpose of administering the 1983 Summer Youth Employment Program.

Chief Clerk presented to the Board for their consideration and approval the following
Supplemental Budget Appropriation request:
1. Request from the Coroner's Office for the transfer of
$570.00 from DCA Budget Item 152.2 (Other Services) to
152.4 (Capital Outlay) for the purchase of a lateral file.
Moved by Mr. Pilmore, seconded by Mr. Paluso, approving the foregoing Supplemental
Budget Appropriation request.

Chief Clerk announced to all those present that the County Offices will be closed
on Tuesday, May 17th, for Election Day.

Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be
authorized to prepare the following tax refund due to either duplication or overpayment of real
