PALUSO. COMMISSIONERS No. 164 Washington County Commissioners Washington, PA, May 19, 1983 The Board of Washington County Commissioners met in regular session with the following ,-s being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Dallatore, Executive Assistant DuJordan, Administrative Assistant Davis, Solicitor Bassi, Director Gillespie, Lou Lignelli, Director of Property & Supplies and WCETA; Linda Hands, -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG; Joann :t, Brownsville Telegraph and James Provance, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if were any corrections, additions or omissions to Minute No. 163, each member having received la copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No, 163 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes, Motion carried unanimously. Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $26,500.00 - Employment & Training Program New Business: Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, the President of the United States signed into law on October 13, 1982, Public Law 97-300 known as the Job Training Partnership Act; and WHEREAS, the Job Training Partnership Act stipulates in Section 101 that the Governor of each state shall designate service delivery areas; and WHEREAS, the Governor of the Commonwealth of Pennsylvania has designated Washington and Greene Counties as the singular service delivery area for the geographic and political subdivisions known as Washington and Greene Counties; and WHEREAS, both Washington and Greene Counties recognize their responsibilities and have a willingness to make a commitment to those individuals in need of employment and training services. THEREFORE, BE IT RESOLVED, that the Washington and Greene County Cannissioners, acting as the chief elected officials of their respective subdivisions, hereby agree and accept the responsibilities of a joint employment and training program under the Job Training Partnership Act to cover the geographic and political subdivisions known as Washington and Greene Counties; and BE IT FURTHER RESOLVED, that the Washington County Caunissioners and the Greene County Cou ni.ssioners shall designate the Washington County Employment and Training Agency as their acting agent in the administration, planning and development of the Job Training Partnership Act programs; and E 1 MINUTE :■■ 83 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. COMMISSIONERS BE IT FINALLY RESOLVED, that the Washington County and Greene County Boards of County Commissioners in accordance with the Job Training Partner- ship Act will establish and submit for the Governor's approval a Private Industry Council which will provide policy guidance and oversight in a partner- ship with the aforementioned untis of general local goverrnmt. Mr. Lignelli, Director of WCKA, briefly explained the details of this Resolution and the agreement with Greene County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Resolution and ing Agreement with Greene County establishing a Private Industry Council as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the installation of a new roof the Adidnistration Building located at the Washington County Airport Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Policy of Washington County Health Center for patients who own Real Estate or other assets. Chief Clerk noted that said Memorandum, of Policy was prepared by Solicitor Bassi. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Memorandum of Policy. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Xascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Roger J. Ecker for services to the Controller's Office at a rate of $3,000.00 ammually. This Agreement would be effective May 16, 1983, and is replacing Attorney Patrick Derrico, who resigned. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with Attorney Roger J. Ecker as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval an invoice from Mayview State Hospital in the amount of $6,705.00 for Dino M. Ely. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the payment of the foregoing invoice from Mayvi.ew State Hospital.
