Minute No. 166
Washington County Commissioners
Washington, PA, June 2, 1983
The Board of Washington County Corraissioners met in regular session with the following
members being present: Ccmmi.ssioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Executive Assistant DuJordan, Administrative Assistant Davis, Solicitor Bassi,
Coroner Jackson, Earl Bugaile, Planning Comdssion; J. Bracken Burns, EMS Director; Linda Hands,
Clerk -Steno 11; Billy Higgins, Executive Director of The Greater Washington Area Parks & Recreatic
C ui.ssion; Scott Myers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Joann Sarkett
Brownsville Telegraph; James Pxxovance, Herald -Standard and Lucy Rea, interested citizen.
Chairman Mscara called the meeting to order at approximately 10:00 a.m, and asked if
there were any corrections, additions or omissions to Minute No. 165, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 165 be approved as read.

Mr, Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the month of June has been designated Recreation and Parks
Month nationally to call attention to local parks and recreational sites; and
WHEREAS, The Greater Washington Area Parks and Recreation Commission
will participate in the observance of Recreation and Parks Month with a
day -long schedule of events entitled "Superday" to be held in Washington
Park on Saturday, June 4, 1983; and
WHEREAS, the citizens served by the Greater Washington Area Parks
and Recreation Commission have been invited to participate in the many
olympic-styled events scheduled to be held on "Superday" with the overall
theme of "Life . Be in it."; and
WHEREAS, many events scheduled during "Superday" will directly benefit
the Washington Area Food Bank through donations made by participating
citizens.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners designate Saturday, June 4, 1983, as "SUPERDAY -- LIFE.
BE IN IT," in cooperation with The Greater Washington Area Parks and
Recreation Commission and urge the citizenry- of Washington County to
join us in saluting or participating in the events which have been
scheduled by the organizers of the activities.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation.

Chairman Mascara then presented the Proclamation to Billy Higgins, Executive Director of
Greater Washington Area Parks and Recreation Commission.
Business:
Solicitor Bassi stated that the EMS Director has reviewed the bids for the furnishing
vering of One (1) 1983 Ambulance and has recommended that the bid be awarded to the low bidder
SUPERIOR SALES, INC.
Moved by Mr. Gilmore, seconed by Mr. Paluso, that the bid for the 1983 Ambulance be
as per above.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa, - $65,288.00 - Children & Youth 1982/83 second
quarter State share of expenditures and advance payment for fuLwth
quarter.
2. Commonweath of Pa. - $687,69 and $20,836.14 - Medical Assistance
New Business:
Chief Clerk presented to the Board for their consideration and approval an Agreement
with Pinch/Hitters, Inc., for the purpose of training five (5) CETA participants in the Word Pro-
cessing field. The contract period will be from July 13, 1983 to September 30, 1983. The con
will be a "Performance Based Contract" and will not exceed $11,500.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with
Pinch/Hitters, Inc.

Chief Clerk presented to the Board for their consideration and approval the 1983 Student
Intern Grant Application for the Juvenile Probation Office. Chief Clerk noted that the total
amount of funds requested is $2,100.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing 1983 Student
Intern Grant Application.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Application.
for Dam or Water Obstruction Permit to the Department of Environmental Resources in order for the
County to repair embankment slope at wing walls and install drainage pipe for the maintenance of
a County owned bridge across Canonsburg Lake.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Application and
authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a Payroll
Agreement with Pittsburgh National Bank for the WCETA Summer Youth Employment Program.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement and
authorizing the Chairman of the Board to so execute.

Motion carried unanimously.
There being no further business, Chairman. Mascara declared the meeting adjourned at
approximately 10 A0 a,m.
