Washington, PA, June 9, 1983
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Richard Glance, County Architect
Bill Sember and Ken Krupa, Planning Commission; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA;
Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegraph and Gina McGregor, Herald -
Standard.
Chairman Mascara called the meeting to order at approximately 10:05 a.m, and asked if
there were any corrections, additions or omissions to Minute No. 166, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr, Paluso, that Minute No. 166 be approved as read,

Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. U. S. Treasury - $40,500.00 - Employment & Train.ing Program
Chief Clerk made available to the news media News Releases in reference to the
projects:
1. Rental Applications for highrise in North Charleroi
2. Application to HUD for two housing subsidy grants
3. Donora -Recipient of $500 , 000 Grant from FHA. for Housing Development Project
New Business:
Chief Clerk requested authorization to advertise for bids for a three (3) motibh supply
of groceries and staples for the Washington County Health Center and Jail.
Moved by Mr. Gilmore, seconded by Mr. Paluso, giving the Chief Clerk authorization to
advertise for bids as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Agreement
with Honeywell Corporation in the amount of $3,780.00 for the purpose of providing and installing
all equipment in parts for a judge's alarm system in each of the judge's chambers and courtrooms.
Chief Clerk noted that this was a recommendation made as a result of a state-wide review conducte
by the Supreme Court of Permsylvania in 1982. Chief Clerk also stated that this will be a wire-
less system with control panels set up in the Sheriff's Office both in the Courthouse and in the
Courthouse Square Building.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement.

Chief Clerk presented to the Board for their consideration and approval a request from
L. Michael Sollars, President of Jetcraft, Inc., to extend the existing lease between the County
of Washington and Jetcraft, Inc., for a per.Lod of one year (6-1-83 to 5-31-84) under the same
terms and conditions of the existing lease.
Moved by Mr. Gilmore, seconded by Mr. Paluso, to extend the lease with Jetcraft, Inc.,
as per above.

Motion carried unanimously.
Chief Clerk informed the Board of a memorandum from A. Richard Glance, County Architect,
and Robert Lettrich & Associates, architects for the Jail Renovation Project, concerning unfore-
seen additional redesign and structural work pertaining to said project and the costs related
thereto. Chief Clerk noted that concerning Item Number One, redesigning of the guard walkway
in the range area, the negotiated constructicn cost shall not exceed $40,000 on a time and mater
basis. Concerning Item Number Two, structural rehabilitation in the range area, it was noted th
it is impossible to calculate an exact final cost due to varying field conditions; however, it
is anticipated that the cost may fall within a range of $50,000 to $70,000 for item number two.
Mr. Glance briefly explained the additional work involved.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the additional work as per
above and the expenditure of the additional funds related thereto.
