Mr. Paluso stated that he believes the Board should reject all bids and re -think this

a stockpile and inventory source for approximately $50,000-%0,000 worth of office supplies which
have a habit of disappearing very rapidly. He also stated that he doesn't think we should be
obligating next year's budget; and if the bidding was necessary, it should have only included
the remainder of this fiscal year. He further stated that he feels the whole matter needs re-tha
and more research on it. Mr. Lignelli, Director of Property & Supplies, made a few comments in
response to Mr. Paluso's remarks. Mr. Paluso added that he has asked the Solicitor to explore

Solicitor Bassi stated that a number of lawsuits have been lodged against the County
Jail facility, most of which have proven to be frivolous yet have occupied a considerable amount
of the County's legal expertise and time in defending these lawsuits. Mr. Bassi suggested that
in conformity with some of the thinking that has been throughout the Commonwealth, the County
CormLissioners authorize the County's Legal Department to file suit against those prisoners for
the costs that have been generated and costing the taxpayers of this County for those frivolous
suits.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Solicitor to take
appropriate action he deems necessary as per above.
