PALUSO, COMMISSIONERS I� 1 Minute No. 170 Washington County Comni.ssioners Washington, PA, June 30, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Coroner Jackson, Lou. Lignelli, Director of Pro- perty & Supplies; Solicitor Bassi; Timothy Harrison, Director of the Juvenile Probation Office; Dean Kenefick and George Linck, Probation Officers; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA,; Scott Myers, WKEG; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard; Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No. 169, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 169 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara - Yes. Motion carried unanimously. Special Order of Business: Civic Service Program Timothy Harriion, Director of the Juvenile Probation Office, presented to the Board for their consideration and approval a proposal for a Civic Service Work Program for the Juvenile Probation Office and also the County's acceptance of liability insurance coverage for the parti- cipants of the program. Mr. Harrison explained the details of the program and haw it would work. Discussion followed. Mr. Paluso suggested that the program be approved for the remainder of this fiscal year and a report of the program be submitted to the Board. It was noted that the liability insurance coverage for these participants would be covered under the County's general liability insurance policy. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Civic Service Program as proposed and the County's acceptance of liability insurance coverage for the participants as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Bids Concerning the bids received for the furnishing and delivering of office supplies, Solicitor Bassi stated that the bids have been reveiwed and it has been recommended that the bids be awarded as follows to the lowest bidders: Gordon Office Equipment, Inc. Alling & Cory Columbia -Great Lakes Corp, Dana's Office Supply E. W. Curry Co. MASCARA, DAVID L GILMORE. EDWARD M. PALUSO, COMMISSIONERS Mr. Paluso stated that he believes the Board should reject all bids and re -think this entire bidding procedure. He stated that he dosen't think we should be permitting ourselves to b, a stockpile and inventory source for approximately $50,000-%0,000 worth of office supplies which have a habit of disappearing very rapidly. He also stated that he doesn't think we should be obligating next year's budget; and if the bidding was necessary, it should have only included the remainder of this fiscal year. He further stated that he feels the whole matter needs re-tha and more research on it. Mr. Lignelli, Director of Property & Supplies, made a few comments in response to Mr. Paluso's remarks. Mr. Paluso added that he has asked the Solicitor to explore the legalities of bidding these items and is also researching other levels of government, in.clud:L other counties, as to haw they handle this matter. He also noted that only two of the six lowest bidders are County employers and taxpayers. Moved by Mr. Paluso, seconded by Mr. Mascara, that all bids be rejected and the entire bidding procedure for this matter be re -thought as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - No; Mr. Mascara - Yes. Motion carried. Correspondence: project: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $60,000.00 and $39,500.00 - Employment & Training Program 2. Commonwealth of Pa. - $9,609.00 - Outstanding balance of 2.369% of total reimbursement for court costs for FY1981 Chief Clerk made available to the news media a News Release in reference to the 1. Contracts for construction of Bentley Tower elderly housing project in ville New Business:_ Chief Clerk presented to the Board for their considertion and approval an Agreement with L. W. Miller, Inc., of Washington, Pennsylvania, in the amount of $3,950.00 for the purpose of correcting waterproofing work to the back wall of the lobby section at the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the WCETA Program, Chief Clerk presented to the Board for their consideration and approval the following three (3) contracts: Washington Institute of Technology - amend the Agreement for a total of $2,769.15. The purpose of this amendment to the Agreement is to add money to line items books and supplies. The increase is due to the conversion of the Electronic Technology program to an Associates Degree Program, The new authorized amount is $181,258,20 Electronic''s Institute - increase the authorized amount by $4,000.00. This increasce will allow for the training of three (3) additional individuals in Electronics. The new authorized amount is $30,000.00. 1 MINUTE BOOK III BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. MASCARA. DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS Rosedale Technical Institute - increase the authorized amount by $2,000.00. This increase will allow for the training of three (3) additional individuals in automotive and diesel technology. The new authorized amount is $27,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing WCETA Contracts. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. In connection with the Children & Youth Program for fiscal year 1983/84, Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with the following agencies: 1. Social and Camunity Services of the Pittsburgh Dioceses, Inc. Canonsburg, PA Amount: $81,023.00 2. Southwestern Pa. Youth Alterntives, Inc. Washington, PA Amount: $234,500.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Purchase of Service Agreement in connection with the Children & Youth Program. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimmously. Chief Clerk informed the Board that Dr. Rodney D. Dorinson has been receded for appointment as the Washington County governmental representative on the Emergency Medical Service Institute (EMSI Board), replacing Henry Fiumelli. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Dr. Rodney D Dorinson as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to renew the agreement with Colleen C. Allison, R.R.A., as Medical Records. Consultant for the Wash- ington County Health Center at an hourly rate of $30.00, effective July 1, 1983. Chief Clerk noted that this amount represents an increase of $5.00 per hour from the previous agreement. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the renewal of the agreement with Colleen C. Allison, R.R.A. as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for a Unit Dosage System for the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise as per above. Roll call vote taken: Mr, Paluso - Yes; Nor. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk informed the Board that the Washington -Greene Camimity Action Corporation has been recommended to be designated as the lead agency in the County for coordinating the dis- tribution of surplus cheese and butter to the needy. Moved by Mr. Gilmore, seconded by Mr. Mascara, designating the Washington. -Greene Action Corporation as the lead agency in the County for the distribution of surplus cheese and butter to the needy as per above. Roll call vote taken: Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried. Chief Clerk presented to the Board for their consideration and approval a Change Order in the amount of $4,530.00 to the plumbing contract with Steel City Piping Company for the Jail Renovation Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Main Hurdman, Certified Public Accountants, to develop an Indirect Cost Plan for Washington for the years 1980, 1981 and 1982 for an amount not to exceed $28,750 plus out-of-pocket expenses. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the proposal from Main Hurdman as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that the contracts for the Site Development Project and Fencing Project for the Washington County Airport have been reviewed and are now ready for Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chairman of the Board to execute the foregoing contracts. Chief Clerk announced to all those present that the Washington County Offices will be closed Monday, July 4th, in observance of the Fourth of July Holiday. Solicitor Bassi stated that a number of lawsuits have been lodged against the County Jail facility, most of which have proven to be frivolous yet have occupied a considerable amount of the County's legal expertise and time in defending these lawsuits. Mr. Bassi suggested that in conformity with some of the thinking that has been throughout the Commonwealth, the County CormLissioners authorize the County's Legal Department to file suit against those prisoners for the costs that have been generated and costing the taxpayers of this County for those frivolous suits. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Solicitor to take appropriate action he deems necessary as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimoulsy.
