Washington County Commissioners
Washington., PA, July 7, 1983
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Gilmore and Paluso. Absent being Commissioner Mascara.
Also being present: Administrative Assistant Davis, Solicitor Bassi, Coroner Jackson, Earl
Bugaile, Planning Commission; Charles Gillespie, Budget Director; Linda Hands, Clerk -Steno II;
Eugene Painter, Chairman of the Conservation District; Jim Jefferson, WJPA; Scott Myers, WKEG;
Joann Sarkett, Brownsville Telegraph; Jon Stevens, Observer -Reporter and Jim Provance, Herald -
Standard and Lucy Rea, interested citizen.
Vice -Chairman Gilmore called the meeting to order at approximately 10:00 a.m, and asked
if there were any corrections, additions or omissions to Minute No. 170, each der having recei d
a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 170 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Special Order of Business:
Eugene Painter of the Conservation District presented to the Board of Commissioners a
check in the amount of $18,375.00. This check represents the cost share amount from West
for the Harmon Creek Site PA-481 Project. Mr. Gilmore briefly outlined this project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, accepting the foregoing check from the
Conservation District.

Motion carried unanimously.
Correspondence:
Administrative Assistant Davis informed the Board of the receipt of the following check
1. Commonwealth of Pa. - $4,074.75 - Section 406 - Planning - payment for
incurred planning costs
New Business:
Administrative Assistant Davis requested authorization to advertise for bids for the
printing of the 1984 Tax Notices.
Moved by Mr. Paluso, seconded by Mr. Gilmore, giving the _ Chief,, --Clerk
authorization to advertise for bids as per above.

Administrative Assistant Davis presented to the Board for their consideration and
approval the following Supplement Budget Appropriation request:
1. Request for the Supplemental Budget Appropriation (Sheriff's Office)
of $12,500.00 to Account No. 151-3 ( Material and Supplies) from
Account No. 1499 (Unappropriated balances).
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Supplemental Bud-
get Appropriation request.

Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Administrative Assistant Davis presented to the Board for their consideration and
approval a Resolution authorizing the sale of two (2) county vehicles now classified as surplus
personal property.
Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting the above -mentioned Resolution
authorizing the sale of the surplus personal property; said action being in accordance with the
County Code, P.S. 16 Section 1805, as amended.

Motion carried unanimously.
Administrative Assistant Davis requested authorization to re -advertise for bids for the
furnishing and delivering of office supplies. Mrs. Davis noted that this would be for a 5-month
period instead of a 1-year period as previously bid.
Moved by Mr. Paluso, seconded by Mr. Gilmore, giving the Chief Clerk authdrization to
advertise for bids as per above.

Administrative Assistant Davis presented to the Board a request to transfer $7,649.43
from the Liquid Fuels Account into the County General Fund for the purpose of reimbursing the
County for staff services provided by the Planning Department. Mrs. Davis noted that`this action
also conforms to the Operating Budget of the Liquid Fuels and Planning Departments.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing transfer from the
Liquid Fuels Account.

Administrative Assistant Davis presented to the Board a request to authorize the Vice -
Chairman of the Board to sign a certification relating to the land rights the County has acquired
that will enable the Soil Conservation Service to construct a flood control darn on Harmon Creek
Site 481.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Vice-Chairm to execute
the certificate as per above.

In connection with the Drug & Alcohol Program, Administrative Assistant Davis presented
the Board for their consideration and approval Letters of Agreement with the following police
for the provision of extra DUI enforcement as funded by PennDOT. Mrs. Davis noted
terms of the agreements will be from July 1, 1983 thru December 31, 1983. (See Minute No. 155
dated 3-10-83
. 42 for further reference.)

Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Letters of Agreement with

Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing IDA Projects and
authorizing the Chairman of the Board of County Commissioners to execute the certificates or
documents of approval in connection thereto.
