Washington County Commissioners
Washington, Pa., July 28, 1983
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Gilmore and Paluso.
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Metro Petrosky,
Clerk of Courts; Roland Bourke, Executive Director of the Redevelopment Authorit
Administrative Assistant Davis; Earl Bugaile and Floyd Laubham of the Planning
Commission; Barbara Miller of The Observer -Reporter; Jim Provance of the Herald -
Standard; Jim Jefferson of WJPA; Scott Myers of WKEG; Joann Sarkett of The Brown
ville Telegraph; Alice Montgomery of Hickson's Office Supply; Lee Highmore of
Wayne -Ferrell; and James Barry of Barry's Office Service.
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 173
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 173 be appr
ed as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, Lori Oliver of Belle Vernon has been selected Miss
Pennsylvania National Teenager and will represent this region
and the Commonwealth in national finals to be held in August;
and
WHEREAS, Lori Oliver has appeared in numerous special activities
throughout the Monongahela Valley and Washington County during
the summer, and her musical and scholastic talents have brought
personal recognition to her and recognition to Western Pennsyl-
vania; and
WHEREAS, Lori Oliver, although a resident of neighboring Fayette
County, has performed much of her preliminary work within Wash-
ington County and will be the local favorite to win the national
competition.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners extends congratulations to Lori Oliver, and on
behalf of all of our citizens, bid her best wishes for success
in the Miss National Teenager competition.

clamation.

Commissioner Gilmore read the following Proclamation:
WHEREAS, the Polish American Congress which represents 10 million
Polish Americans set nationwide August as "POLISH HERITAGE MONTH";
and
WHEREAS, the Tri-County Polish Historical Cultural Society has
been asked to act as arm of the Polish American Congress in the
Southwestern Pennsylvania area; and
WHEREAS, the Tri-County Polish Historical Cultural Society, a
Nationalistic organization, is a true representative of all
segments of Poles regardless of religious beliefs or birthplace
of Poland; and
WHEREAS, the struggles of Revolutionary War Heroes such as
Thaddeus Kosciusko and Casimir Pulaski and the accomplishments
of today's Lech Walesa and today's Polish American leaders who
strive to high levels of government, business, sports, the arts,
Nobel Prize winners and the professions have exemplified the
bravery, ingenuity and freedom -loving sentiments of the Polish
people; and
WHEREAS, the Polish population of Washington County will be
taking part in special programs and activities during the month
to reaffirm the pride they maintain for their heritage.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners joins the Polish American Congress and proclaims
the month of August as "POLISH HERITAGE MONTH" and urges all
Poles as well as all citizens to observe it and to acquaint
themselves with the history, culture and contributions made
by Poles and Polish Americans.

clamation.

of the Tri-County Polish Historical Cultural Society.)

Chief Clerk presented to the Board for their consideration and adoption t
following Proclamation:
WHEREAS, older Americans have endured and grown through
countless experiences, situations and hardships, and have
developed a competitive edge over many persons by applying
wisdom, determination and patience in dealing with life's
challenges; and
WHEREAS, many older Americans are faced with high unemploy-
ment and low financial security creating a waster of many of
their energies and talents; and
WHEREAS, Pennsylvania Green Thumb, a rural based program for
low-income older workers, has recognized the important funda-
mental philosophy which applies to all Older Americans - the
right and need to work; and
WHEREAS, Pennsylvania Green Thumb is putting to work the numer-
ous talents of over one thousand older workers at non-profit
host agencies throughout the Commonwealth. These workers are
learning new skills and expanding their work experience while
preparing for unsubsidized employment in the public or private
sector.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners, in cooperation with Pennsylvania Green Thumb,
designates the month of August as "GREEN THUMB MONTH" in con-
junction with the organization's 15th Anniversary, and recog-
nizes the accomplishments of the program in the Washington County
area.

Roland Bourke, Executive Director of the Redevelopment Authority, presentee
to the Board for their consideration and approval a Resolution accepting the p
visions of a Grant Agreement authorized by the Department of Housing and Urban
Development under the Emergency Jobs Bill Supplemental Community Development Block
Grant Program pursuant to Title I of the Housing and Community Development Act of
1974, as amended. Mr. Bourke briefly explained the details of the Grant Agree-
ment.

lution.

Chief Clerk informed the Board of the receipt of the following checks:

3. Commonwealth of Pa. - $40,945.00 - Adult Services Block Grant
4. Commonwealth of Pa. - $51,525.00 - Child Welfare Title XX
Block Grant - lst quarter
New Business:
Chief Clerk presented to the Board for their consideration and approval an
Agreement to Settle Condemnation for proceedings filed by the County Redevelop-
ment Authority for property located on Franklin Avenue in the Borough of Canons-
burg for the full settlement amount of $3,360.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement to Settle Condemnation.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Dugan and Milinovich Partnership for the purpose of auditing the
MH/MR Program for the period of July 1, 1982 thru June 30, 1983, for a fee of
$11,900.

ment.

Personal Service Agreement with the National Benevolent Association Christian
Murch for senior center activities at the Thomas Campbell Apartments.

reement with the Mon Valley Health and Welfare Council, Inc. (Southwestern Penn-
ylvania Area Agency on Aging) for the Adult Services Program for FY 83/84.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement as

,Chief Clerk presented to the Board for their consideration and approval an
reement with Henkels & McCoy for the purpose of training ten (10) CETA partici-
pants as Cable.Installers. The contract period will be from August 1, 1983 throuc
September 30, 1983 and will not exceed $25,000.

per above.

Chief Clerk presented to the Board for their consideration and approval a
Change Order to the contract with Steel City Piping Company for the Jail Renova-
tion Project; said Change Order being in the amount of $383.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Change Order.

Chief Clerk informed the Board that the Pennsylvania Department of Public
Welfare is offering to the counties a Public Assistance Transportation Block Gran
for a nine -month period beginning October 1, 1983, for the purpose of providing
transportation services for low-income persons to needed medical services. Chief
Clerk noted that Washington County's allocation for the period of October 1, 1983
to June 30, 1984, is $186,609.

Moved by Mr. Gilmore, seconded by Mr. Paluso, that the County accept the
Public Assistance Transportation Block Grant as per above and so notify the De-
partment of Public Welfare.

Chief Clerk presented to the Board for their consideration and approval a
request from the Service Employees International Union, Local 585, for the allow-
ance of a payroll deduction from its members who have signed authorization cards
for the purpose of contributing to the elections of Federal, State and Local can-
didates. Chief Clerk noted that it would be understood that this deduction would
be strictly voluntary and would not be deducted without a deduction authorization
card signed by the members.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the allowance
of a payroll deduction as per above.

foregoing invoices.
