The Board of Washington County Commissioners met in regular session with the following
being present: Commissioners Mascara and Paluso. Absent being: Commissioner Gilmore.
being present: Chief Clerk Dallatore, Executive Assistant DuJordan, Administrative Assistant
, Solicitor Bassi, Coroner Jackson, Charles Gillespie, Budget Director; Henry Fiumelli, Hinman

Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No, 175, each member having received
copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 175 be approved as read.

Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the Observer -Reporter has a daily circulation of over
36,500 and has an estimated readership of over 100,000 persons in the Wash-
ington County area; and
WHEREAS, the Observer -Reporter informs this vast readership audience
with coverage of news and events taking place in county and local government,
business and industry and significant happenings in the communities within
their coverage area as well as the State, the Nation and the World; and
WHEREAS, the Observer -Reporter will mark its 175th consecutive year of
providing the region with fair and objective coverage of news and events
and maintaining a high degree of professionalism among, its staff of reporters,
editors, advertising staff and all those associated with its publicafinp,,resin
ing in providing the citizens and advertisers of Washington County with the
advantages normally found in only the newspapers of the large metropolitan
markets.
THEREFORE, BE IT RESOLVED, that the Board of Washington County Ceud ssic
ers recognizes the publishers and entire staff of the Observer -Reporter as
they observe the newspaper's 175th Anniversary; and that we also pay tribute
to the many men and women who through this period have continually strived to
maintain the highest journalistic standards in the publication of the Observer -
Reporter and to keep our residents informed of the events in the world around
them.
Meaved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation..
Chairman Mascara then presented the Proclamation to Jack Crouse, Editor of the
Reporter. Mr. Crouse cemented that the Observer -Reporter fully appreciates the Boards adoption

Chairman Mascara read the following Proclamation;
WHEREAS, farming and agx;Lcultural - related bua;4n s is a maj or
source of the economy in Washington County; and
WHEREAS, the Greater Washington Area JAycees are parttcVating in the
national "Outstanding Young Fanner" program in order to represent Washington
County in statewide and national competition, to recognize the achievements of
of the farmer and the role he plays in the daily lives of ' all Americans; and
WHEREAS, the Washington County Outstanding Young Fanner will be
selected at the annual Washington County Fair from a group of entries from fa=
throughout the County.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Connnissioners proclaim the week of August 14 - 20, 1983, as "TARIER ARPRECIATIT
WEEK" in Washington County and join the Greater Washington Area Jaycees as they
pay tribute to one Washington County Fanner who will be selected to represent
this County in the Outstanding Young Fanner competition.

Dean Richardson of Berkman, Ruslander, Fbhl,Lieber and Engel, Band Counsel for the
ington County Hospital Authority, presented to the Board for their consideration and approval the
following Resolution:
WHEREAS, The Washington County Hospital Authority, hereinafter re-
ferred to as the "Authority" has been duly organized by the Board of County
Commissioners of Washington County, Comonwealth of Pennsylvania, hereinafter
referred to as "County Commissioners"; and
WHEREAS, the purpose of the Authority is, inter alia, to acquire, hold,
construct, improve, maintain., own, operate and lease as Lessor or Lessee,
hospitals and hospital facilities or parts thereof at such locations in the
County of Washington as the County Cormaissioners may direct in accordance with
the project or projects specified by the County Commissioners of Washington
County pursuant to the provisions of the Municipality Authorities Act of 1945,
as amended; and
WHEREAS, the Authority and Canonsburg General Hospital (,the "Hospital'
with the approval of the County Carmissioners, have heretofore undertaken a
modernization program for the Hospital, including the design, engineering and
construction of a new hospital facility in North Strabane Township (the "Pro-
j ect") ; and
WHEREAS, the Authority has heretofore issued, at the request of the
Hospital, to finance a portion of the Project and in anticipation of permanent

financing, a series of notes designated "The Washington County Hospital
Authority, Hospital Revenue Notes, 1982 Series A' in the aggregate principal
amount of $15,855.000 (the "Notes"); and
WHEREAS, the Hospital intends to request the Authority, in order to
provide permanent financing for the Project, to refund the Notes by the
issuance of a series of bonds to be designated "The Washington County Hospital
Authority, Hospital Revenue Refunding Bonds, 1983 Series A (Canonsburg General
Hospital Project)" (the "Bonds").
NOW, THEREFORE, BE IT RESOLVED THAT:
1. It is desirable for the health and safety of the people in the
County of Washington to have the Project completed with the assistance of the
Authority and for the Authority to undertake its permanent financing through
the issuance of its Bonds; and
2. The undertaking of the Project and the issuance of the Bands be
and it is hereby designated as a project authorized to be undertaken by The
Washington County Hospital Authority; and
3. It is expressly provided that nothing herein contained shall be
construed as authority for The Washington County Hospital Authority at any
time or in any manner, to pledge the credit or the taxing power of the County
of Washington; nor shall the County be in any manner liable for any such indel
edness incurred by the Authority or the Hospital.
Mr. Richardson then introduced Sherif S. Abdelhak, Administrator of the Canonsburg
who gave a status report of the project. Some discussion followed. The Commissioners
Mr, Abdelhak and the Hospital Authority for a job well done in building a beautiful facility.

Roland Bourke of the Redevelopment Authority presented to the Board for their consider-
ation and approval a Resolution approving revisions to the County's fiscal year 1983 Com unity
Development Program authorized under the Housing and Community Development Act of 1974, as
Mr. Bourke briefly explained the details of this Resolution.

Old Business:
Solicitor Bassi informed the Board that the Chief Assessor has reviewed the bids for
furnishing and delivering of the Tax Duplicate Page Forms and the 1984 Tax Notices and has recom-
mended that both bids be awarded to MOORE BUSINESS FORMS, INC., of Pittsburg.,PA, the lowest
bidder in each instance.
Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids for the furnishing and
delivering of Tax Duplicate Page Forms and the 1984 Tax Notices be awarded as per above.

Chief Clerk presented to the Board for their acceptance and submission to Pend[= the
Reduced -Fare, Shared -Ride, Demand -Responsive Transportation Plan for Senior Citizens which'was
prepared by the Hunan Services Department in conjunction with Comsis Corporation of Bridgeville,
Pennsylvania. Chief Clerk noted that the plan is in conformance with Act 101-Section 406 guide-
lines and procedures finalized by PennDOT. Henry umelli, Director of Human Services, made a
few comments concerning the plan.

In connection with the Public Assistance Transportation Block Grant Program, Chief

Chief Clerk also informed the Board that the County has been offered a grant from the
Department of Public Welfare for the In -Hone Services Demonstration Program (IGSDP) in the amount
of $144,000 for the period of one year starting on October 1, 1983. Chief Clerk noted that a
major purpose of the IGSDP Grant is to provide In -Home social services to people who are ready
for discharge from hospitals or nursing homes, but who need one or more In -Home services; however;
the In -Home services are limited to Chore, Honemlzer and Transportation services. Chief Clerk
noted that this grant will also provide employment opportunities for public assistance clients.

Demonstration Program as per above.

the Board of County Commissioners recommend to the Comnonwealth of Pennsylvania, Department of
Comnriity Affairs that the Washington County Employment and Training Agency be designated as the
agency in Washington County to administer a county wide weatherization program to eligible re-
sidents.

mendation to the Department of Cormmity Affairs.
