COMMISSIONERS E 1 Minute No. 177 Washington County Commissioners Washington, Pa., August 25, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara and Gilmore. Absent being: Commissioner Paluso. Also being present: Chief Clerk Dallatore; Execu- tive Assistant DuJordan; Administrative Assistant Davis; Linda Hands, Clerk -Steno Solicitor Bassi; Coroner Jackson; Henry Fiumelli, Human Services Director; Jon Stevens of the Observer -Reporter; Scott Myers of WKEG; Joann Sarkett of The Brownsville Telegraph; and C. A. Konchar of The Herald Standard. Chairman Mascara called the meeting to order at.approximately 10:15 a.m. and asked if there were any corrections, additions or omissions to Minute No. 176, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Mascara, that Minute No. 176 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Bids Concerning the bids for the printing and delivering of the ballot cards for the Municipal General Election, Solicitor Bassi stated that the bids have bees reviewed by the Election Department and have been recommended to be awarded as follows: Supplying of the ballot cards in blank form ........................ Computer Election Systems (CE; Printing of the ballot cards (one side only) ...................... Badzik Printing Service, Inc. Moved by Mr. Gilmore, seconded by Mr. Mascara, that the bids for the printing and delivering of the ballot cards be awarded as per above; these being the lowest responsible bids received in accordance with the specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried (Deputy Sheriff Littleton entered the meeting.) unanimously. Solicitor Bassi recommended that the Board continue to table for further review the bids for the delivery of the ballot boxes for the Municipal General Election and the bids for the Washington County Airport, Site Development, Phase Project. Moved by Mr. Gilmore, seconded by Mr. Mascara, that the foregoing bids continue to be tabled for further review as recommended. Roll call vote taken Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS (Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - $188,000.00 - Employment & Training Program 2. Commonwealth of Pa. - $129,618.00 - Children & Youth Period of 1-1-83 to 3-31-83 Chief Clerk made available to the news media News Releases in reference Ito the following projects: 1. North Lincoln Street Improvement Project - City of Washington 2. Installation of Reserve Water Tank for fire fighting purposes in Hopewell Township 3. New Housing Project - Borough of Donora (New Business: Chief Clerk presented to the Board for their consideration and approval a proposal from Main Hurdman to conduct a consulting engagement to investigate the feasibility of automating billing and accounts receivable functions at the Washinc ton County Health Center. Chief Clerk noted that the fees for this work would not exceed $7,500 plus actual out-of-pocket expenses. Moved by Mr. Gilmore, seconded by Mr. Mascara, accepting the proposal from (Main Hurdman as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a 1proposal from CD Applied Research and Engineering, Inc., of McMurray, Pennsylvani4. Chief Clerk noted that the proposal is for a detailed inspection and upgrade anal sis of the Pike Run Bridge located in Coal Center, Pennsylvania. Chief Clerk als noted that the estimated time for completion of this evaluation is one month and the cost will be $5,800. Moved by Mr. Gilmore, seconded by Mr. Mascara, accepting the foregoing proposal. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement with The Neilan Engineers, Inc., of Somerset, Pennsylvania, for professional engineering services for the Washington County Health Center, including test borings and test pits. Chief Clerk noted that,the estimated cost of these services is between $25,000 and $35,000. Chief Clerk presented to the Board for their consideration and approval an update to the 1983/86 County Plan for the Drug and Alcohol Program. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the update to the 1983/86 County Plan as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk brought to the Board's attention requests from the Sheriff's Office and the Domestic Relations Office for attendance at the annual conferences of the Deputy Sheriffs' Association and the Domestic Relations Association. Chief Clerk noted that these two associations are not authorized State Associations as listed at 16 P.S. 8440. Chief Clerk noted that, however, according to 16 P.S. § 446, the County Commissioners may join associations concerned with county or governmental affairs and may send delegates to meetings of such associations and may also authorize any county official and his employees to attend meetings of professional associations and pay the necessary expenses incident to their attend ance at such meetings or conventions. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the joining of the Deputy Sheriffs' Association and the Domestic Relations Association and author- izing the attendance of the Sheriff and his employees and the Director of Domesti Relations and his employees to the conventions and meetings of their respective associations and authorizing the payment of the necessary expenses incident to their attendance at such conventions or meetings as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Tax Assessment Office for the transfer of $600 from DCA #107-2 (Other Services) to #107-3 (Materials and Supplies) 2. Request for a Supplemental Appropriation of $6,000 to be transferred from Acct. #1499 (Unappropriated Balances) to Acct. #208 (Maintenance of Adults in Non -County Institutions) Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing Supplemental Budget Appropriation requests. PALUSO, COMMISSIONERS Solicitor Bassi presented to the Board for their consideration and approve linvoices from the following State Hospitais: Norristown State Hospital - $3,000 - Robert Tarpley Farview State Hospital - $2,400 - Joseph Rosman Mayview State Hospital - $1,320 - Joseph Rosman $ 840 - Charles Holmes $6,726 - Mark Yablonsky (includes $1,23 approved for p y= ment on 7-28-8 ) Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the payment of Ithe foregoing invoices. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
