PALUSO, COMMISSIONERS 1 1 Minute No. 178 Washington County Commissioners Washington, PA, September 1, 1983 The Washington County Board of Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Executive Assistant DuJordan, Administrative Assistant Davis, Solicitor Bassi, Coroner Jackson, Henry Fiumelli, Human Services Director; Bill Sember and Earl Bugaile, Planning Commission;, Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard; Vicki Janes, Pittsburgh Post Gazett and John Mudd, President of the Washington County Chapter of the Families of POW/MIA's. Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No., 177, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 177 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, almost 2,500 Americans are still unaccounted for as the result of the Vietnam War and have been listed as Missing -in -Action or Prisoners -of -War; and WHEREAS, in spite of efforts on the part of governmental officials and American veterans groups, communist - continue to deny holding Prisoners -of -War and offer only minimal information an the fate of other Americans who are still missing; and WHEREAS, the National League of POW/MIA Families has joined in a nation- wide vigil and effort to renew pressure on government officials to work for the release of prisoners still held by the corm nlist government in Vietnam; and their efforts are being supported an the Washington County level with a vigil and ceremcmy to be held at the Washington County Courthouse on Monday, September 5, 1983. THEREFORE, BE IT RESOLVED, that the Board of Washington County Cow ssioners declares Monday, September 5, 1983, as VIETNAM POW/MIA RII0ARRANCE DAY and call upon the citizens of this County to show their support for the release of the POW's now held along with information on the MIA's by attending the vigil, signing petitions to send to Hanoi government as well as turning on their headlights during the day in xembraace, of the American veterans who served in the Vietnam conflict and, in particular, those who are still listed as Prisoners -of -War or Missing -in -Action. Chairman Mascara then presented the Proclamation to John Mudd, President of the ton Chapter of the Families of POW/MIA's. Motion carried unanimously. nl (i R11Ci nP44 Chief Clerk presented to the Board for their consideration and approval a Grant Agree - meet with the Department of Transportation, Federal Aviation Administration, whereby the County agrees to accept the grant offer of $402,840.00 for the Washington County Airport Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, accepting the Grant Offer as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the bid for the Washington County Airport Site Development -Phase II Project be awarded to Dick Enterprises, Inc., the lowest responsible Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Washington County Airport Site Development -Phase II Project be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. In reference to the bids for the delivery of the ballot boxes for the Municipal General Election, Solicitor Bassi recommended that the Board reject all bids and re -advertise. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids received for the delivery of ballot boxes for the Municipal General Election be rejected and the Chief Clerk be authorized to re -advertise for bids. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes., Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: U. S. Treasury - $35,000.00 - Employment & Training Program Commonwealth of Pa. - $245,151.77 - Medical Assistance Commonwealth of Pa. - $17,752.63 - Day Care Program - Month of June Chief Clerk made available to the news media a News Release in reference to the follow- ing project: Curry Field Improvements Project - Borough of Canonsburg Chief Clerk informed the Board of a notice fram the Administrative Office of Permsyl Courts that the next course of instruction for prospective District Justices will be conducted November 14 thru December 9, 1983. Chief Clerk informed the Board of the resignation of Raymond P. Amatangelo, Esq., as Assistant District Attorney, effective August 15, 1983. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote'taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration md approval the Children & Service Plan and Budget Estimate for fiscal year 1983/84. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Children & Youth Plan and Budget Estimate as per above and authorizing its submission to the Department of Public Welfare. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, the Pennsylvania Department of Public Welfare has revised Pa, Code Chapter 1181 (relating to nursing facility care) and establishes Subchapter B, Manual for Allowable Cost Reimbursement for Skilled Nursing and Intermediate Care Facilities; and WHEREAS, the regulations are being adopted under the Department's statutory authority as set forth at §443.1 (2) and (3) of the Public Welfare Code, Act of June 13, 1967 (P.L. 31, No. 21) as amended (62 P.S. §443.1 (2) and (3) ). The order takes effect July 1, 1983, except for Subchapter A §1181.59 which shall take effect January 1, 1984; and WHEREAS, Section 1181.259 (Q) states "The funding of all allowable depreciation shall be required for the future replacement of assets, including those assets_ obtained through Federal and State funds or grants such as legacy foundation grants and Hill -Burton grants. Funding of other depreciation shall be required in order that funds will be available for future replacement of assets by the facility. Documentation support- ing funded depreciation accounts shall be required!"; and WHEREAS, by definition as set forth at Section 1181,202 of Subchapter B, the Board of County Commissioners directs the actions and policies of the facility. NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved, that a Sinking Fund be established to be known as the Washington County Health Center Sinking Fund for the purpose of accruing funds for the future re- placement of assets-, at the Washington County Health Center, including the replacement and renovation of buildings, fixed equipment, movable equipment and grounds, roadways, parking lots as determined by the Board of County Commissioners. BE IT FURTHER RESOLVED, that the Administrator of the Washington County Health Center shall immediately arrange to deposit into this Fund the monthly depreciation received through Medicaid and Medicare payments retroactive to July 1, 1983. There will also be deposited into this Fund from time to time such other monies as may be directed by the Board of County Commissioners. Moved by Mr. Gilmore, -,seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the revised Travel Regulations for County employees to be effective September 1, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Travel effective September 1, 1983. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to,)advertise a Notice of an ordinance to be adopted by the Board providing for the issuance of a General Obligation Note in the principal amount of $525,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise a Notice of an ordinance as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that the County offices will be closed on Monday, September 5th, in observance of the Labor Day Holiday. Chief Clerk presented to the Board a request for the Director of Elections and a member of his staff to attend the Annual Election Officials Conference. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Director of Elections and a member of his staff to attend the Annual Election Officials Conference to be held in Harrisburg on September 7 - 9, 1983, and authorizing the payment of allcessary expenses incident thereto.
