Washington County Commissioners
Washington, PA, September 8, 1983
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis; Bill Sember, Director of the
Planning Commission; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Scott Myers,
WKEG; Jim Jefferson, WJPA; Jim Provance, Herald -Standard; Joann Sarkett, Brownsville Telegraph
and Martha McCleery, League of Women. Voters.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 178, each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 178 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Solicitor Bassi recommended to the Board that the bid for the fuxntsh�,ng mid dell er#i.g
of 1000-1400 tons of 2A Aggregate Material be awarded to 1MRNAT10NAL KLU SERVICE, TIC;, the
lowest responsible bidder.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid fox ,the _fuii;hiag s,',

Motion carried unanimously.
Solicitor Bassi informed the Board that the contract with Dick Enterprises, Inc,, for
the Washington County Airport Site Development Phase II Project is ready for signature,
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the contract with Dick Enter-
prises, Inc., as per above and authorizing the Chairman of the Board to so execute.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $161,000.00 - Employment & Training Program,
2. Commonwealth of Pa, - $1,047,75 - Pa, Game Commission -payment of fixed
charges in lieu of taxes for 1 83 on State gamelands
3. Commonwealth of Pa. - $2,438.19 - Medical Assistance
New Business:
Chief Clerk presented to the Board -for their consideration and approval an agreement

Pennsylvania Renewable Resources, Inc., and the Borough of Brownsville for the development of a
project at the Maxwell Lock and Dam on the Monongahela River.

Pennsylvania Renewable Resources, Inc., and the Borough of Brownsville.

Chief Clerk requested authorization to advertise a notice concerning the sale of
located in Nottingham Township to Lloyd George Williams. Chief Clerk also requested
to advertise for bids for the furnishing and delivering of groceries and staples for the
Health Center and Washington County .Tail.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise
notices as, per above.

Chief Clerk presented to the Board for their consideration and approval a Letter of
Intent to the Pennsylvania Board of Probation and Parole for participation in the 1984 Grant -in. -
Aid Program.
Moved by Mr. Gilmore, seconded by W, Paluso, approving the execution of the Letter of
Intent as per above.

Chief Clerk presented to the Board for theme consideration and approval a request from
the 1,As .gton County Health, Center �istratea: to increase the per aem; rate from $68.00 to
$70.00 for private pay residents at the Washirgton. County Health Center for skilled care
Chief Clerk noted that the intermediate rate would remain the saw. at $54.00 per day.

Chief Clerk presented to the Board for their consideration and approval, A reneged
agreement with Kathleen A. Baclner as Speech --Language Pathologist at the Washington County Heal
Center. Chief Clerk noted that the hourly rate has been in=eased fl-m, $38, 50 to $42.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the renewed agreement with
Mthleen A. Backner as per above.

Supplemental Budget Appropriation request:

1. Request from the Veterans Affairs Office for the transfer of funds
in the amount of $500.00 from Account 603-2 (Other Services) to
Account 603-3 (Materials & Supplies) to cover the cost of Veterans
Markers.
Moved by Mr. Gilsmre, seconded by Mr. Paluso, approving the foregoing Supplemental
Appropriation request.

Chief Clerk presented to the Board for their consideration and approval Bank
with Pittsburgh National Bank for new checking accounts - In -Hone Demonstration Program, Public
Assistance`transport-.tion Block Grant and JOBS Bill Child Day Care Program;.
Moved by Mr. Gilmore, seconded by Mr, Paluso, approving the foregoes Bok. Resolutions
and authorizing the execution of the necessary signature cards.

Chief Clerk presented to the Board for their consideration and approval the issuance
the Washington County Industrial Development Authority of Mortgage Purchase Note in an amount
to exceed $4,200,000.00 an behalf of the Leonard Medical Facility Associates for the purpose
of constructing a medical office building adjacent to 95 Leonard Avenue, Washington, Pennsylvania.
