PALUSO, COMMISSIONERS Minute No. 182 Washington County Commissioners Washington, PA, September 29, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Executive Assistant DuJordan., Lou Lignelli, Director of the Program; Virginia Glass of the Conservation District; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Scott Myers, WKEG; Joarm Sackett, Brownsville Telegraph; and Jon Stevens, Observer -Reporter; Dave Smith, Washington County Firemen Association and C. A. Konchar, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 181, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 181 be approved as read, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, the conservation of the natural, scenic, historic and aesthetic resources of Washington County, Pennsylvania, is of concern to the Washington County Commissioners; and WHEREAS, the Washington County Commissioners established the Washington County Conservation District on March 10, 1947, as a result of this concern for our resources; and WHEREAS, the Washington County Conservation District, as one of the 66 conservation districts in Pennsylvania, is playing a key role in developing and implementing programs and practices to protect the natural resources in Washington County and the Commonwealth of Pennsylvania. NOW, THEREFORE, the Washington County C rnissioners proclaim the week of October 2-8, 1983, as CONSERVATION DISTRICT WEEK and urge all citizens to give recognition to the people involved in the Washington County Conservation District and participate in their events and activities. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara then presented the Proclamation to Virginia Glass of the Conservation District Office. Old Business: Solicitor Bassi noted that the bids for the furnishing, delivering andiinstallation of two (2) Data Entry Terminals, Programmable Printers and other related materials compatible with a B1800 Data Processing System have been reviewed by the Data Processing Manager who has reconnend- ed that the bid be awarded to RBA Professional Data Systems, Inc., the lowest bidder. Mr. Bassi also noted that it has been recommended that the County accept RBA's alternate bid for the Model 84 Printer. u E MINUTE ■ ■ 177 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Two (2) Data Entry Terminals, Programmable Printers and other related materials be awarded to RBA PROFESSIONAL DATA SYSTEMS, INC., of State College, Pennsylvania, as per above, this bid being the lowest re- sponsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - Employment & Training Program - $45,500 and $44,000 2. Commonwealth of Pa. - $288,275.43 - Medical Assistance 3. Commwnwealth of Pa. - $16,170.75 - DER - Reimbursement per Small Watershed Agreement - Harmon Creek - $13,670.75 Cross Creek - $ 2,500.00 Chief Clerk made available to the news media a News Release in reference to the follow- ing project: 1. Approval received from HUD for a $2.7 million application for moderizatiol of the Washington County Housing Authority's Highland Terrace Housing Project in Donora. New Business: Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, the. Commonwealth.- of Pennsylvxiia, _in general and the, -- Mid-Mon Valley of Southwestern Pennsylvania, in particular, is desperately in need of additional expressways; and WHEREAS, the Mon Valley Expressway and others would provide access for essential development of industry, business, tourism and resources in major portions of the Commonwealth, thereby enhancing the general State economy; and WHEREAS, funding from traditional revenue sources such as fuel taxes and license fees is inadequate to satisfy maintenance requirements and simultaneously address these essential new expressway construction projects; and WHEREAS, a comprehensive study was conducted by a bi-partisan toll road task force from across the Commonwealth which was appointed by Governor Dick Thornburgh; and WHEREAS, that study provides conclusive documentation of the feasi- bility and desirability of constructing these expressways as tollways; and WHEREAS, such construction will annually provide 34,000 jobs during the construction period and a minimum of 11,000 permanent jobs upon completion of the expressways; lessen the unemployment; reduce the unemployment com- pensation and welfare burden; provide safer highways, thereby lessening loss of life and injury; and greatly enhance economic development in the Common- wealth, THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners respectfully urges Governor Dick Thornburgh and members of the Pennsylvania Senate and House of Representatives to immediately imple- ment the recommendations of the Pennsylvania Toll Road Task Force as outlined in the feasibility study recently completed. Chief Clerk presented to the Board for their consideration and approval a Resolution approving execution of a Sub -Division Plan for Parcel A of the Old Men's County Home property in Chartiers Township. Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the Board of County Corrmissioners to execute a Deed of Dedication transferring to the township the necessary Right -of -Way for a sewer system to serve the Washington County Industrial Park located in South Strabane Township. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for new downspouts and for three (3) T-hangars at the Washington County Airport. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr, Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Game Commission concerning hunting in Cross Creek Park. Chief Clerk noted that the agreement is for a period of five years. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with Pennsylvania Game Commission. Chief Clerk presented to the Board for their consideration and approval a Change Order to the bid awarded to International Mill Service, Inc., for the furnishing and delivering of 2A aggregate material for Cross Creek Park. Chief Clerk noted that the Change Order increases the amount of 2A aggregate material from 1400 tons to 1900 tons at the cost of $5,50 per tore. Chief Clerk noted that the (Comprehensive Property & Liability amounts to $11,487..00 and the Medical Professional Liability Catastrophe Loss Fund amounts to $1,588.00. Both policies will extend through the period of August 1, 1984. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the renewal of the Comprehensi Property & Liability insurance and Medical Professional Liability Catastrophe Loss Fund as per Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval the follow- ing contracts for the implementation of the Fiscal Year 1984 Plan: (WCETA Program) Im SAMS Associategg.will be contracted for the purpose of conducting a testing and assessment program for approximately 1530 participants. The cost will not exceed $143,636.40. The Private Industry Council will be contracted to serve approximately 55 participants for On -the -Job Training positions at a cost not to exceed $135,000.00. The Private In6Ls rSrn nei-1_-70001 will be contracted to serve participants for GED and placement at a cost not to exceed $120,000.00. The Washington Institute of Technology -Remedial will serve participants that need remedial and GED help at a cost not to exceed $31,179.60. The Pernsylvani.a Office of Employment Security for the purposes of determining eligibility of all applicants for services under the Job Training Partnership Act at a cost not to exceed $20,709.00.
