COMMISSIONERS 0 n Washington County Comni.ssioners Washington, PA, October 6, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Cam-d-ssioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Da.11atore, Solicitor Bassi, Coroner Jackson, Administrative Assistant Davis, Roland Bourke, Executive Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard and Scott Myers, WKEG. (Vice -Chairman Gilmore conducted the meeting due to Commissioner Mascara being hoarse) Vice -Chairman. Gilmore called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to Minute No. 182, each member having re- ceived a copy. Moved by Mr. Mascara, seconded by Mr. Paluso, that Minute No. 182 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their and approval a Resolution of the Board of Commissioners of the County of Washington, Pennsylvania, approving the revisions to the County's fiscal year 1983 CcxTu mity Development Program authorized under the Housing and Comaunity Development Act of 1974, as amended. Mr. Bourke briefly outlined this resolution. Moved by Mr. Mascara, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr, Gilwre - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Solicitor Bassi recommended to the Board that the bids for the Groceries and Staples the Washington County Health Center and Jail be awarded as follows: Romeo & Sons, Inc. $ 1,640.32 Paper Products Co., Inc. 756.33 Sky Brothers, Inc. 5,587.74 H. F. Behrhorst & Son $16,513.45 TOTAL AWARDED $24,497.84 JAIL Sky Brothers, Inc. $ 4,158.46 Romeo & Sons, Inc. 1,015.19 H. F. Behrhorst & Son 4,668.92 TOTAL AWARDED $ 9,842.57 Moved by Mr. Mascara, seconded by Mr. Paluso, awarding the bids for the groceries and staples as per above. Commonwealth of Pa. - $4,275.98 - Medical Assistance 2. Commonwealth of Pa. - $109,002.10 - Pa. Public Utility Realty Tax Chief Clerk made available to the news media News Releases in reference to the following roj ects : 1. Redd's Mill Road Reconstruction Project - Fallowfield Township 2. New Curbs and Sidewalks - New Eagle Borough 3. Fayette Avenue Site Preparation Project - Donora Borough 4. Blaine Avenue Redevelopment Area - Canonsburg Borough 5. Grant received from HUD - Section 8 Existing Housing Rent Subsidy Program Chief Clerk announced that the Commissioners have joined in with President Reagan in designating this week (October 2-8, 1983) as MINORITY SMALL BUSINESS WEEK in recognition of the contributions of minority small business to the nation's economy. New Business: Chief Clerk presented to the Board for their consideration and approval an agreement with John Nicolella of Washington, Pennsylvania, in the amount of $1,500 for the purpose of cleaning the exterior dome of the Courthouse and windows within the dome. Chief Clerk noted that a hold harmless provision is included in the agreement in the event of any injuries resulting from the performance of the work. Mr. Paluso questioned the matter of liability coverage and zi assured Mr. Paluso that this matter had been covered in the contract. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the agreement with John Nicolell per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the WCETA Program, Chief Clerk presented to the Board for their consideration .approval amendments to the following contracts for a total of $1,300.00: Previous Add. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval a request for thE actor of Domestic Relations to attend a meeting of the Western Danestic Relations Association o asylvania on November 16th thru l8th with the expenses being paid from IV-D funds. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the foregoing request and iorizing the payment of all necessary expenses incident thereto as per above. Chief Clerk presented to the Board for their consideration and approval an 8-month ex- tension to the original contract with the University of Pittsburgh dated 10-1-82 for the develop- ment of a management information system for Washington County. Chief Clerk noted that the exten- sion runs from October 1, 1983 to May 31, 1984 in an amount of $16,500.00. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the 8manth extension with the University of Pittsburgh as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval agreements wid. the Washington -Greene Conmiu ity Action Program and the Mon Valley United Health Services, Inc., in connection with the JOBS Bill Day Care Program. Chief Clerk noted that the agreements are fax the period of twelve months, effective October 1, 1983. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the foregoing agreements with the Washington -Greene Canum .ty Action Program and Mon Valley Health Services, Inc. with to the JOBS Bill Day Care Program. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Intermediate Care Facility Agreement with the Department of Public Welfare, Medical Assistance, in connection with the Washington County Health Center. Moved by Mr. Mascara, seconded by Mr. Paluso, approving the foregoing Agreement and authorizing the Chairman of the Board to so execute, Roll call vote'taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the follawing Supplemental Budget Appropriation requests: 1. Request from the Adult Probation Office for the transfer of $1,400 from Account No. 201-1 (Total wages & salaries) to Account No. 201-3 (Materials & Supplies) 2. Request from the Register of Wills Office for the transfer of $1,600 from General Fund DCA #150.2,11 (Other Services) to Capital Expenditures Fund #150.4 (Capital Outlay) 3. Request from the Emergency Medical Services for the transfer of $3,702 fray► Account No. 502.1.4 (Personal Services - Wages) to Account No. 502.4 (Capital Outlay) 4. Chief Clerk announced to all those present that the County Offices will be closed an Monday, October 10th,in observance of the Columbus Day Holiday. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the follow- ing Tax Refund. Moved by Mr. Mascara, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate or personal property tax: 1.
